A new 1000 gal steel tank was installed on August 12, 2004. The separation distance between the septic tank and the well on lot 4 is approximately 98 feet. A soil log for Lot 4 Block 3 Mountain Valley Estates #1 show silty, gravelly sand to a depth of 5 feet, fractured bed rock was encountered below 5 feet. The percolation rate of the sand material is recorded as 2.5 minutes/inch. The lot slopes to the east, which in the event of a system failure, would tend to carry any surface effluent away from the well. A permit was issued to install the well on 6-6-83. The well log for the well serving Lot 4 Block 3 Mountain Valley Estate #I indicates the following soil layers: clay, gravel, and boulders followed by bed rock at a depth of 13 feet. The well is 160 feet deep. On August 8`", 2005 the static water level was at 51 feet below the top of the casing and the flow rate was 6.6 gpm. Total coli form and other bacteria were not detected in the water sample collected from the well on the subject lot. A nitrate result of 2.66 mg/I was reported. This is below the required standards. 203 West 15'h Avenue Suite 203, Anchorage, AK 99501, Phone: (907) 279-3916 Fax: (907) 276-6013, SpurklandEngCagci.net "Aiv✓k P=Mr FEE: 2o." This upgrade will replace a system that was installed in in 2004, but has been rejected by the Development Services Department. This submittal and design are based on directives from the Department to rebuild the original drain field that was installed prior to 1990. Remove all material to 12 inches below existing distribution pipe and sewer rock. Replace removed material with filtersand to obtain 6 feet separation to bedrock. A minimum of 5 feet sand fill will be required. Percolation rate of filter sand lgallon per sq ft. Minimum required infiltration area. 450 sq ft. Mound dimentions 1500 ft 8" of Sewer Rock Insulate 2 ft of cover. 500 gal STEP tank This proposed system violates the following requirement of AMC 15.65. 15.65.06.A.I.c. Distance to slope steeper than 25%. System is located 10 feet from a60% slope. 15.65.06.11.1 Ground Slope. The original ground slope was steeper than 30% 15.65.06.11.1 Receiving soil layer. The original soil layer will be removed and replaced with imported sand. There are alternatives to this design that violates the 15.65 to a lesser degree. The installation of this septic system will not prevent wells and septic systems from being installed on the adjacent lots. There are no developed or natural surface / sub surface drainage courses on this or the adjacent lots. The proposed septic system will change the general slope of the area. Anchorage, Ak 99519 Subject: Homeowner Doing Waste Water System Installation As requested by you, a brief history of my construction background. I have worked in many phases of construction in the last 35 years, from working for the city of Mankato, Minnesota as a Civil Tech to direct homebuilding with contractors, which included all phases of construction. I have a BS in Industrial TechniO4 Education with an emphasis in Construction from Minnesota State University, at Mankato. Moving to Alaska in 1982, I continued my construction work primarily commercial jobs on Kodiak Island. I held a G.0 license from 1986-89 concentrating primarily on additions and remodels. I took D.E.C.'s class and held a septic tank installers license from 1987-89. Moved to Anchorage in 1991 and continued doing construction up until eight years ago when I started working for Hope Cottages as a maintenance tech.taking care of many phases of their properties, A d jam113hr 3 - xv-e- y Environmental Consulting and Design May 20, 2005 Julie Makela P.E. Municipality of Anchorage Development Services Department On Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, Alaska 99519 Subject: Mountain Valley Estate ff I, Block 3 Lot 4 PID 050-631-04 Septic System Upgrade Dear Ms. Makela, On Tuesday May ITh, 2005 we surveyed the ground profiles across the 1980 drain field installation and the undisturbed ground ten feet south of the drain field installed last year. The plotted profiles are attached. The horizontal and vertical scales are both 1" - 10 feet. On May 18th three excavations were done at the location of the 1980 drain filed. These three excavation showed undiggable bedrock at 5.5 at all three locations. We also established that the sewer rock was one foot above the bedrock. The purpose of the survey was to obtain information needed to correct the problems with the 2004 installation. We believe there are two solutions to the problem: 1. Rebuild the 1980 bed. This will require that all the material above the bedrock be replaced with sand ( a six feet thick blanket, 15 x 30 ) 6 inches of sewer rock placed on top of the sand , and then insulation and two feet of cover. A lift station would be required. The resulting profile has been superimposed on the existing ground profile. Note that this results in a slope of approximately 2:1 for a total length of 50 feet and a elevation difference of 25 feet. Suggested solution H2 is to abandon the north 20 feet of the 2004 installation and add 20 feet to the south. Solid bedrock is at 8 feet with a layer of broken rock on top of the bedrock. At this location a sand blanket of average thickness of two feet will be needed as a leveling layer. With two feet of cover and a fill slope of 2:1 the resulting slope will be 25 feet long with an elevation drop of 12 feet. Solution #I is substantially more expensive than 42, without providing any additional treatment benefits or better code compliance. We feel that solution H2 meets the needs of the owner and request your concurrence. Based on the information provided and site visits by staff, the most appropriate system upgrade option for the property is the rebuilding of the 1980 bed. Written policy allows for the rebuilding of a pre -1986 absorption field that encroaches a change in slope of greater than 25 percent under certain circumstances. The three circumstances outlined in the attached April 7, 2004 memorandum appear to be applicable for the property and the 1980 bed location. The 2004 absorption bed was placed on a plateau created on a slope of approximately 33 percent. The 2004 absorption bed directly abuts a slope of greater than 25 percent, which is a violation of Anchorage Municipal Code (AMC) 15.65.060A.1.c. Daylighting wastewater was observed flowing from the 2004 bed on March 31, 2005. The area to the south of the 2004 bed location is similar in slope. There is insufficient evidence to support that abandoning the north 20 feet of the 2004 installation and adding 20 feet to the south would prevent a similar event of daylighting wastewater. The options which may be pursued to correct the problem are outlined in the March 21 1990 letter from John Smith, P.E. Program Manager, On -Site Services, to Mr. David Dayton, P.E.. If I can be of any further assistance please feel free to call. Very truly yours, yc__ Mary A. Gilso Assistant Mun cipal Attorney cc: John Smith, P.E. Box 196650 Anchorage, Alaska 99519-6650 March 2, 1990 Mr. David Dayton, P.E. HC 78 Box 1026 Chugiak, Alaska 99567 Subject: Health Authority Approval, HA900065 Lot 4 Block 3 Mountain Valley Estates Subdivision, PID 050-631-04 Dear Mr. Dayton: Please be advised that the Health Authority Approval request dated February 20, 1990 for the referenced property can not be approved at this time., As previously discussed with Mr. Robert W. Robinson of this office, our files indicate that the bed type subsurface disposal field (installed on May 8, 1983) does not appear to have the required vertical separation between the bottom of the bed and the underlying bedrock. AMC 15.65.60.A.4 states "a subsurface disposal field may not be constructed, installed or used where there is bedrock or any other impermeable barrier or where there is fractured or weathered bedrock within 6 feet of the bottom of the absorption area". The soils log in our files indicates that fractured bedrock was encountered at a subsurface depth at 5.0 feet. The "as -built" drawing of the absorption field indicates that the bottom of the bed is at a depth of 4.0 feet. There are several options which may be pursued to correct this apparent discrepancy: 1. Provide information and data which would support the conclusion that the bed bottom is at least 6 feet above bedrock. S & S Engineering, who originally installed the absorption bed, may be able to provide such information. 2. Have a soil test taken within 20 feet from the absorption bed to a depth of 10 feet to determine if bedrock underlies the bed. If the test hole confirms that there is at least 6 feet of vertical separation above bedrock, the Health Authority Approval would be issued. At: your request this office will issue a Conditional Health Authority Approval with a provision that sufficient funds be placed in escrow to cover the cost of performing the soil testing and bringing the disposal system into compliance. The terms of the Conditional Health Authority Approval would stipulate that all work be completed by June 15, 1990. Please advise which of the above options you and your client choose so that we can assist accordingly. If there are further questions, please call this office at 343-4744. Box 647 Eagle River, Alaska 99577 August 23, 1983 ROBERT A. SHAFER CIVIL ENGINEER 694-2979 Dear Mr. Mowrer, Reference: Lot. 3; Block 4; Mountain Valley Estates Subdivision An inspection of the well located on the referenced property was performed by personnel from this office. Certain improvements were required and you were informed of these improvements at the time of inspection. Re -inspection has shown that the well casing is adequately sealed, wires are in conduit, and the grade around the casing slopes away from the well. A water sample was taken and submitted to Chemical and Geological Laboratories of Alaska to check for total coliform bacteria. The results of this test were satisfactory and a copy of the report is attached. If we may be of further service, please do not hesitate to call.
