This letter is a follow up to our telePhone~conversation concerning the area available for on-
site septic systems for the proposed lot[/(S-9551). Please note that each lot contains more
than 30,000 square feet of usable area/h,,,in which to place an original and two reserve on-site
septic systems. The required area was determined using the actual percolation rates of the
soil in conformance with the requirements of Title 15. (Table 2, Page 33).
Enclosed are the soil logs for each lot.

Dear Jim,
This is a followup to our telephone conversations and our letter of June 6, 1994, please note
that there is adequate area on each lot with slopes less than 25 % to install one original and
two replacement septic systems.
I understand the above clarification resolves your remaining concerns. We will be
completing the final plat and we will be circulating to each Department of the Municipality
for their sign off.

Dear Jim:
This letter and the attached well log information is a reply to Department of Health &
Human Services comment made regarding our submittal for preliminary plat for S- 9551
Hillside North Subdivision Addition No. 6 -Tract D5-C, concerning the water availability for
the lots to be subdivided.
The attached drawing summarizes the static water levels and flow rates on lots in the
vicinity. The corresponding well logs are included for your information. The static water
levels range from 34' below the surface to 162' below the surface. The flow rates range
from 5 gpm to 15 gpm.
The soils in the Stuckagain area water shed consist of 100' to 250' of glacial till over
weathered, highly fractured bed rock. In general, good quality water is found in the range of
150' to 200'.
There is also adequate water within the fractured bedrock as well. To date there has been no
problem finding more than adequate water from wells in the area. The lots have been
subdivided with careful attention to on-site water and wastewater. We do not foresee any
difficulty in obtaining water or placing wastewater systems on any of the lots.

The following items must be addressed prior to
final plat approval.
1. The availability of an adequate potable
groundwater source must be documented.
2. With all lots having a soil percolation rate
faster than 1 min/inch, 2 foot thick sand
filters will be required on all on-site
wastewater disposal systems. This requirement
necessitates that either bed type systems be
constructed on slopes not greater than 10%
or that 5 foot wide drainfields be installed.
The applicant must show adequate reserve
areas with slopes not greater than 10% or
plat the location of three specifically
designed systems for each lot.

No objection. Ail proposed lots will be served

provided in support of this plat does not meet
preliminary plat submittal requirements as
specified by AMC 15.65 and AMC 21.15. There was
no information provided that would support the
conclusion that these lots can be developed using
on-site water and wastewater disposal systems.

This is a continuation of the planned development for the property
of Mr. Cremo, the major land holder in the area. The development

meets the requirement of the zoning and is within the density
range of the Comprehensive Plan. The proposed plat meets the
zoning special limitations, which requires 1 1/4 acre minimum lot
size. The plat as conditioned meets the concerns stated by DHHS
for water monitoring and adequate reserve areas and Pulic Works
concerns about street alignment to ensure street grades do not
exceed limits established in the Municipal Design Criteria Manual.

SUBJECT: Comments on Subdivision Plats
Dear Mr. Weaver:
2he Postal Service reviewed the long plats to be heard on April 6, 1994. We have specific
comments on the following plats:
(1). Case No. S-9549--Sk~hills Estates: We object to the format of NOB HILL DR. The
proposed fo,~iiat would create addressing problems since part of the street would be
addressed on the north-south axis while the other portion falls within the east-west axis.
We recommend that one of the two perpendicular streets be renamed. Also, we do not like
Nob Cir and Nob Hill Cir. The renaming of the main street would eliminate this problem.
(2). Case No S~-95~l-~- illside North addn. # 6: We object to the name 'B' Street. We
already have B~anating from the Downtown Area and extending to the Midtown
Area. Any mail addressed to this proposed area would be erroneously routed to the
delivery area that would cover the street if it continued its well known north - south
orientation. We recommend that another name be chosen for this street.
We have no comments on the other plats. Please contact me at 564-2846 if you have any

SOILS INVESTIGATION

LOT 1 - 4
Soils in the area generally consist of non frost susceptible (NFS), poorly graded gravel and sands
with occasional pockets of sandy silts. The area being considered for subdivision is a
continuation of a large parcel of land which has been subdivided in 1.5 to 6 acre lots over the
last 3 years.
On February 17, 1994, DHI Consulting Engineers dug a test pit on each of the four proposed
lots to be subdivided. Test pits were dug using a backhoe with a two foot wide bucket and were
dug to a depth of approximately 15 feet. The soils were similar on each of the lots and were
consistent with soils found in earlier soils investigation. The upper 2 - 3 feet of soil consisted
of organics and organic silt. Below these layers were 12-13 feet of clean, sandy gravel. The
percolation rates all fell below one minute per inch.
All lots contain well over the minimum area required to support on site well and septic systems.
Attached are the soils log and percolation test for each lot.

LOTS 1 - 4
The four lots in the proposed subdivision of Tract D5-C Hillside North Subdivision Addition
# 6 are not anticipated to change the current drainage patterns in any way.
The proposed subdivision has been designed to minimize the impact of development on the
existing drainage patterus. Lots in the area vary in size from 1 1/4 acres to 6 acres. Lots in
the proposed subdivision range from 1.9 to 2.9 acres.
Fach lot is designed to allow for a building site which is situated on a high portion of the lot to
accommedated a view and reduce the impact of home develop~nent on the existing drainage
pattern.
There are no springs or creeks in the proposed subdivision.
The majority of runoff will be from snow melt in the spring. The test pits on each of the
proposed lots show the soil to be very clean, sandy gravel. Most of the runoff from the lots will
be absorbed on site due to the well draining soils. Any additional runoff near roads or
driveways will be picked up by drainage ditches and channeled to the areas of natural drainage.
The attached drainage plan provides a visual representation of the anticipated drainage.

The four lots in the proposed subdivision of Tract D5-C Hillside North Subdivision Addition
# 6 are not anticipated to change the current drainage patterns in any way.
The proposed subdivision has been designed to minimize the impact of development on the
existing drainage patterns. Lots in the area vary in size from 1 1/4 acres to 6 acres. Lots in
the proposed subdivision range from !.9 to 2.9 acres.
Each lot is designed to allow for a building site which is situated on a high portion of the lot to
accommodated a view and reduce the impact of home development on the existing drainage
pattern.
There are no springs or creeks in the proposed subdivision.
The majority of runoff will be from snow melt in the spring. The test pits on each of the
proposed lots show the soil to be very clean, sandy gravel. Most of the runoff from the lots will
be absorbed on site due to the well draining soils. Any additional runoff near roads or
driveways will be picked up by drainage ditches and channeled to the areas of natural drainage.
The attached drainage plan provides a visual representation of the anticipated drainage.

Soils in the area generally consist of non frost susceptible (NFS), poorly graded gravel and sands
with occasional pockets of sandy silts. The area being considered for subdivision is a
continuation of a large parcel of land which has been subdivided in 1.5 to 6 acre lots over the
last 3 years.
On February 17, 1994, Dill Consulting Engineers dug a test pit on each of the four proposed
lots to be subdivided. Test pits were dug using a backhoe with a two foot wide bucket and were
dug to a depth of approximately 15 feet. The soils were similar on each of the lots and were
consistent with soils found in earlier soils investigation. The upper 2 - 3 feet of soil consisted
of organics and organic silt. Below these layers were 12-13 feet of clean, sandy gravel. The
percolation rates all fell below one minute per inch.
All lots contain well over the minimum area required to support on site well and septic systems.
Attached are the soils log and percolation test for each lot.
