Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to construct wastewater disposal facilities on Lot 3, Block 1, Homestead Hills S/D, located at 4341 Trapline Drive. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed between test hole #1 and test hole #2. As can be seen from the soil log for test hole #1, the native material between 2.0' and 15.5' is a clean sandy gravel with some cobbles. This material has a measured perc rate of less than 1 minute per inch. Because of the high measured perc rate, the proposed design incorporates a 2' thick sand filter. Using the soil application rate of 0.7 gpd/sq. ft. specified in the wastewater ordinance for filter sand, this 4 bedroom residence requires a total absorption area of (4 x 150)/0.7 = 858 square feet. The proposed 20' wide by 43' long bed design has a total absorption area of 860 square feet. The proposed 20' width was used instead of the 15' width specified in the ordinance in order to make for more economical construction, and in our opinion it will function equally well. The topography of the lot in the proposed construction area slopes gently towards the northwest at less than 5%. This Subdivision is served by a Class "A" community water system with the well located more than 200' from the boundaries of the subject lot. The proposed sewer upgrade project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. The existing 1250 gallon septic tank will be retained only if an inspection reveals it to still be in good condition; otherwise a new tank will also have to be installed. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. „ All construction procedures and material specifications shall conform with Municipal and State requirements. 1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.4 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 2.0 Septic Tank: 2.1 The contractor shall expose the top and one side of the existing septic tank down to a point below the normal fluid level to allow the engineer to assess the condition of the tank.The existing septic tank may be retained in service only if it's structural integrity has been verified, and if it has functional cleanout pipes with airtight caps, allowing pumping access to each compartment. 2.2 If a new septic tank is required, the old tank shall be properly abandoned and the new septic tank shall be a 1250 gallon, 2 compartment Municipally approved tank, and it shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absorption system: 3.1 The existing seepage pit is to be properly abandoned by pumping, removing the cover and backfilling with clean soil. The finish grade is to be mounded approximately 6 inches higher than the 'surrounding ground to allow for subsequent settlement. 3.2 The new soil absorption system shall be constructed by excavating the peat loam and upper portion of the sandy gravel stratum from the entire 20' x 43' bed area to create a level surface in the sandy gravel at an elevation 6.5 feet below original ground level in the vicinity of test hole #1. 3.3 A total thickness of 2 feet of medium sand shall be placed in the bottom of the excavation to create a level sand surface 4.5 feet below original ground level. Sand serving as filter material shall comply -with Municipal specifications. 3.4 A total of 1.0 feet of approved sewer gravel shall be placed on top of the sand filter with the perforated distribution pipes laid level such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 3.5 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.6 Approved filter fabric shall be placed over the entire top surface of the sewer gravel before backfill. The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 3.7 The contractor shall take special care to minimize disturbance to existing lawn areas. All disturbed areas shall be covered with 4 inches of,topsoil. Reseeding of these disturbed areas will be the responsibility of the new owners. 4.0 Inspections: 4.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sand leveling and/or filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after final backfill and grading is complete. The septic tank requires one inspection to verify it's condition, and if replacement is required another inspection after it is set level and the piping connected, but prior to backfill. PH: (907) 345-1355 August 6, 1991 ANCHORAGE„ ALASKA 99516 Pat Woodell 6001 West Tree Drive Anchorage, AK 99516 Dear Ms. Woodell: Per your request on August 2 - 3, 1991 we conducted an adequacy test of the wastewater disposal system serving the residence you own on Lot 3, Block 1, Homestead Hills s/D, located at 4341 Trapline Drive. Enclosed with this letter are copies of the application we filed yesterday for a Municipal Health Authority Approval certificate along with copies other relevant backup documents. The records on file at the Municipality are a little contradictory with regard to the date of construction. The original permit appears to have been applied for in August of 1973 for a three bedroom residence based on a soil rating of 165 square feet per bedroom. This permit was later modified to a four bedroom residence with the system size based on a soil rating of 85 square feet per bedroom, and these numbers are reflected on the as -built inspection report dated 5/30/17. According to this document the system consists of a 1250 gallon steel septic tank followed by a 6' x 6' x 6' deep log crib in a seepage pit of unspecified exterior dimensions. To further add to the confusion, the Municipal Health Authority Approval certificate issued at the time you bought the property in 1979 indicates that the wastewater disposal system was installed in 1974. To assess the adequacy of the soil absorption system we added measured quantities of water directly into the seepage pit cleanout, while monitoring fluid levels there and in the septic tank before, during and after the flow of water was stopped. Despite the residence having been essentially unoccupied for a month prior to our test, the fluid depth in the seepage pit was 67 inches at the start of our test. Over the next 2 days we added a total of 1023 gallons of water into the seepage pit in three doses, causing the fluid level to rise to a maximum of 35 inches above the original depth. Based on an analysis of the resultant data, we determined that the seepage pit continues to be able to absorb water at an adequate rate for a 4 bedroom residence when the fluid depth is greater than 10 inches above the equilibrium level observed at the start of our test. You should be aware that an adequacy test only measures the performance of a system at a particular point in time, and that the results could vary if measured under different conditions. Due to the fact that it has been almost a year since the system was last pumped, we recommend that you have both the septic tank and the seepage pit pumped again.
