This letter approves the requested reduction in the State’s minimum separation distance requirement between drinking water well and the new septic tank as detailed in the engineers request and the Separation Distance Table below. Project Description The department approved a waiver on September 30, 1991, between Well WL001 and the nearest portion of a septic tank and soil absorption system 150-ft away. The owner of the wastewater system has requested to replace the aging steel tank with an HDPE tank. The following items were taken into consideration in issuing this waiver request: 1. The well log indicates the well is 258-feet deep; 2. The distance to water according to the well log is 198-feet; 3. The nitrate levels are detectable but appears to be relatively low and stable; 4. The bacteriological testing is consistently free from coliforms; 5. The water table gradient appears it would carry contamination away from the well; 6. The ground slope would carry contamination away from the well; and 7. The new construction and the new HDPE tank represent an improvement and reduces the risk of contamination posed by the aging likely leaking existing steel septic tank. Waiver Approval and Limitations Based on an evaluation of the available information and in accordance with the State’s Drinking Water Regulations, 18 AAC 80, the separation distance waiver request is approved. Any changes, constructed or natural, that affect the conditions to which this waiver was granted will void this waiver. This approval does not imply the granting of additional authorizations, nor obligate any federal, state, or local regulatory body to grant required authorizations. This is not an approval of omissions or oversights by this office or noncompliance with any applicable regulation. Box 721 Anchor Point, AK 99556 Dear Ms. Sellers: Per your request, on July 24 - 25, 1991 we Conducted an adequacy test of the wastewater disposal system serving the house you own on Lot 3, Block 2, Homestead Hills S/D, located at 4400 Trapline Drive in Anchorage. Copies of relevant backup documents are enclosed. According to the as-built inspection reports on file at the Municipality, the wastewater disposal system consists of a 1000 gallon steel septic tank followed by an 8' x 8' x 5.5' deep log crib seepage pit installed in 1973. The soil absorption system was upgraded in 1979 by the addition of a 32 foot long soil absorption trench containing 6 feet of sewer gravel. The system was mo§t recently tested in 1986 by Alaska Environmental Control Services and found to be adequate for a three bedroom residence. At the same time a waiver was obtained from the State D.E.C. recognizing grandfather rights to the less than normally required 200 foot separatiou distance between the community well serving Homestead Hill S/D and the existing septic system components on your lot. To assess the present adequacy of the wastewater disposal system we added measured quantities of water directly into the seepage pit while monitoring fluid levels in the septic tank, seepage pit and soil absorption trench, before, during and after the flow of water was stopped. The addition of 173 gallons of water caused the fluid levels in the seepage pit and septic tank to rise 14" and 10" respectively, and to start to back up into the septic tank. We then monitored the performance of the system through several cycles of absorption and refilling. Based on the data obtained from this testing, we determined that the soil absorption system is now capable of absorbing water at a rate of approximately 240 gallons per day when completely full. This measured soil absorption rate is adequate for a one bedroom residence only. We regret to inform you that the system will have to be upgraded before it could qualify for a Health Authority Approval cecdficate. As we discussed on the phone, in order to upgrade the system it will be necessary to first conduct soils tests to determine if there is a suitable site on the lot and to come up with the design parameters. The following is a breakdown of the necessary s[eps and an estimate of the costs involved. Backhoe for soils tests $300 Visual soils logs, percolation tests and groundwater monitoring (2 test holes) $410 System design (site plan, plans, specifications and design narrative) $450 M.O.A. permit fee $ 90 Construction costs by excavating contractor $5000 - $10,000 Construction inspections and preparation of as-built drawings $450 Since the septic tank was installexl in 1973, it is probable that it will have to be replaced at the time the upgrade work is done. It is also probable that a new waiver will have to be issued by the State D.E.C. allowing the new system to be less than 200 feet fi'om the well. If this is the case, there will be another $300 in engineering costs to prepare ~:he necessary waiver request application. It seems highly unlikely that the D.E.C. would allow a new system to be at a lesser separation distance from the well than the present system (possibly they will insist on at least 150 feet), so you can see that there is a relatively small area on the lot potentially available for an upgrade, and even this is dependent on finding suitable accepting soils in that area. I have completed my review of the submitted information and have the following comments. .. As a result of my review, I find no reason that this waiver should be denied. This iS based on the fact that this Department issued a waiver on January 3,. 1986 for a lesser separation between the source well and the wastewater disposal system that is to be replaced° The separation distance between the existing source well and the nearest portion of the proposed septic tank and soil absorption system will be 150 feet. Thus, as noted, the Department has found the information provided to be satisfactory for allowing a waiver in accordance with 18 AAC 72.035 and 18 AAC 80.020 (e), State Wastewater Disposal and Drinking Water Regulations, respectively. The separation distance between the Class A Public Water System Source Well and the Wastewater Disposal System on Lot 3, Block 2, Homestead Hills Subdivision has been waived from 200 feet to 150 feet. If the proposed wastewater disposal system fails, any changes to the existing public water system or the influent volume increases above that of a three bedroom home will invalidate this waiver. The submitted information regards the request to waive the separation distance between a Class A Public Water System Source Well and a the wastewater disposal system located on the above- referenced lot. I have completed my review of the submitted information and have the following comments. As a result of my review, I find no reason that this waiver should be denied. This is based on the fact that this Department issued a waiver on January 3, 1986 for a lesser separation between the source well and the wastewater disposal system that is to be replaced. The separation distance between the existing source well and the nearest portion of the proposed septic tank and soil absorption system will be 150 feet. Thus, as noted, the Department has found the information provided to be satisfactory for allowing a waiver in accordance with 18 AAC 72.035 and 18 AAC 80.020 (e), State Wastewater Disposal and Drinking Water Regulations, respectively. The separation distance between the Class A Public Water System Source Well and the Wastewater Disposal System on Lot 3, Block 2, Homestead Hills Subdivision has been waived from 200 feet to 150 feet. If the proposed wastewater disposal system fails, any changes to the existing public water system or the influent volume increases above that of a three bedroom home will invalidate this waiver.
