The septic tank shall be inspected every 6 months to check sludge and scum levels. The septic tank shall be pumped empty whenever the scum depth reaches 9 inches, or the sludge depth reaches 36 inches. When pumped, the septic tank must not be disenfected, washed, or scrubbed. Caution: septic tanks are full of toxic gasses; do not enter the tank without a proper air supply, and a safety rope. Materials not readily decomposed must not be dumped into the system (e.g. sanitary napkins, coffee grounds, cooking fats, bones, wet-strength towels, disposable diapers, facial tissues, cigarette butts, etc.) They will not degrade in the tank, and can clog inlets, outlets, and the disposal system. LOCATION The location of the site is the Honor Farm at Point Woronzof, Anchorage, Alaska. 2. SUPPLEMENTARY DOCUMENTS The Municipality of Anchorage General Provisions, Standard CoHstruction Specifications and Standard Details dated June 1980 govern this and every construction contract with the Municipality of Anchorage, and shall be adhered to as if physically contained herein. They are available at the office of the Purchasing Officer, 632 West Sixth Avenue, Anchorage, Alaska, for a fee oR $25.Q0. 3. CONSTRUCTION AREA The Contractor may use the entire area indicated on the plan for fabricatio~storage, etc. The Contractor shall assume full responsibility and libability for the area, including his material and equipment on the site. 4. GUARANTEE In addition to the requirements given in Paragraph 3.10 of the General Provisions, ~he Contractor shall extend to the Municipality such other bond, warranty of manufacturer or -2- any other g~.~w,antee given on any mater~ !., goods, equipment or workmanship included in work. Modify Section 10.06, Article 6.23 to include the following paragraphs: ALASKA STATUTES TITLE 36. PUBLIC CONTRACTS Section 36.05.010. Wage rates on public construction. A contractor or subcontractor who performs work on public construction in the State, as defined by AS 36.95.010 (3), shall pay not less than the current prevailing rate of wages for work of a similar nature in the region in which the work is done. The current pre- vailing rate of wages for each pay period is that con- tained in the latest determination of prevailing rate of wages issued by the Department of Labor before the end of the pay period. Section 36.05.070. Wage rate for laborers and mechan- ics on public contracts. (a) The advertised specifica- tion of a public construction contract exceeding $2,000 to which the State or a political subdivision of the State is a party, which requires or involves the employ- ment of mechanics, laborers or field surveyors, shall contain a provision stating the minimum wages to paid various classes of laborers, mechanics or field survey- ors and that the rate of wages shall be adjusted to the wage rate for each pay period applicable under Section 10 of this chapter. 6. PERFORMANCE AND PAYMENT BONDS Prior to signing the contract, the successful Contractor shall be required to file a Performance and Payment Bond in the full amount of the contract price, including equipment and installation. The bonds shall be furnished by a surety company acceptable to the Purchasing Officer. -3- BASIS OF AWA~ ~_/ The Municipality of Anchorage shall be the sole determining agency for the award of %he contract. COMPLIANCE LETTERS The Contractor shall notify the Municipality in writing when the facility is ready for beneficial occupancy and for final inspection for acceptance by the Municipality. Date of con- tract completion will be based on date of receipt of Contractor's notice and approval of inspection. 9. SITE VISITATION The Contractor is specifically cautioned to visit the job site before submitting his bid to assure himself of the con- ditions as they exist and to verify the quanitity and nature of the work. Any discrepancies between the conditions existing and those herein specified must be reported in writing before the bid opening. The Municipality of Anchor- age is not responsible for any discrepancy not so reported. -4- 10. Work included: Work required under this contract is described in the subsequent sections and is more particularly delineated in the Drawings, and includes the pro- labor, equipment, tools, and ~teria~ viding of all required for the installation of a new septic sys- tem at the Honor Farm on Point Woronzof, Anchorage, Alaska, and subsequent sections in other Contract Documents· The Contract Drawings and Specifications do not purport to describe construction information in absolute and complete detail. In some instances drawings will be diagramatic and not necessarily to exact scale or portray exact conditions at any par- ticular location or situation. It shall be the responsibility of the Contractor to determine conditions and requirements at each par- ticular situation, and provide all items necessary for the completion of the work, according to the parameters established by the Contract Documents. -7- All_.~-~rk required under this p~ject shall be-com- pleted within __ days after receipt of the Notice to Proceed. B. Language: The language employed in these specifications is addressed directl~ to the Contractor. Codes & Regulations: Comply with codes, ordinances, rules, regulations, orders, and other legal requirements of public authorities which bear on performance of the work. 2. In the event of any observed variation between the Contract Documents and legal requirements, promptly -10- i .04 no%~y the Owner's Represent,~ve in writing, in which eventuality appropriate changes and modifica- tions to the Contract Documents will be initiated by the Owner and furnished to the Contractor. Contractor's access: The Owner will make available at the indicated loca- tions interior and exterior space, as reasonable, for the sto~age and staging of the Contractor's materials and equipment, subject to the following controls. 1. Use of such areas shall be covered by the insurance required by the General Conditions (Provisions). · Storage shall be maintained in a neat and orderly condition at all times conforming to all fire and safety regulations. Employ all means necessary to avoid the accumula- tion of debris and construction residue, and to avoid the spread of dust and noxious odors. PART 2 2.01 STORAGE AND PROTECTION A. PART 4 APPENDIX - DEFINITIONS & EXPLANATIONS 4.01 DESCRIPTION A. Explanation: This section of the General Requirements defines cer- tain terms used in the specifications, and explains the language, format, and certain conventions used in the specifications and associated Contract D,ocuments. B. Limitations of scope: The definitions and explanations of this section are not necessarily either complete or exclusive, but are general for the Work to the extent such definitions or explanations are not stated more explicity in other parts of the Contract DocUments. -18- DEFI NITIONS~ A. General: The language employed in these specifications contain specific definitions for terms found in the other Contract Documents, including the Drawings which must be recognized as diagramatic and quantitative in nature, and not completely descriptive of the require- ments indicated. Certain terms used repetitiously in the Contract Documents are defined generally as follows: Contract Documents: The Contract Documents consist of the Owner-Contractor Agreement, the Conditions (Provisions) of the Contract (General, Supplemen- tary, and other Conditions), the Drawings, the spe- cifications, and all Addenda issued prior to and all Modifications issued after execution of the Contract. Project Manual: The Project Manual is a bound volume or volumes, containing the Bidding Require- ments and the Contract Documents, (except Drawings, Addenda, and Change Orders). Bidding Documents are not legally part of the Contract Documents (unless specifically enumerated in the Owner-Contractor -19- Agr~nent), but are bound inti~jthe Project Manual for the convenience of the bidders. AND SUITABILITY OF PRODUCT In proposing any product, assembly, or system~ whether the specified item or a proposed substitute, for incorporation into the work, the Contractor shall warrant that: A. The proposed product is suitable in all respects for the specific application; B. It will be available for orderly and timely installa- tion. C. It will perform according to its intended function without additional adjuncts or accessories; and D o It can be incorporated into the Work without undue dislocation of, or interference with, other elements of the Work. AUTHORITY OF APPROVAL Approval of shop drawings or other submittals does not imply any authorization for departure from any provision of the Contract Documents, unless that departure has been specifically brought to the attention of the Owner's Representative in writing, and his written authorization has been obtained for that specific departure. -36- 2.07 SUBSTITUTION~ A. Review required: 1. The design is based upon the products and methods described in the Contract Documents. Consideration will be given to proposals for sub- stitutions of products and methods only when such proposals are accompanied by complete technical data and other information necessary for comparison with the specified item or method. 3. Do not propose substituion of any product or method, unless it is the equivalent of the spe- cified item in all salient respects, that it can be provided without delay in the review or construc- tion processes, and without increase in Contract time or additional expense to the Owner. Timing: Make all sumittals far enough in advance of scheduled time of installation to allow for review, securing of permits and approvals, possible revision and resubmit- tal, and for placing of orders and obtaining delivery of the products. Allow ten (10) working days following submittal to the Owner's Representative for review and processing of the materials. Every effort will be made by the Owner's Representative to expedite review and processing. Delays: Costs occasioned by Contractor's tardiness in pro- cessing of submittals will not be borne by the Owner. -41- 3.04 CONTRACTOR'f APPROVAL All submittals shall be checked by and approved by the Contractor prior to submittal to the Owner's Representative and shall bear a stamp or other certification attesting thereto. Any submittal not so identified will be rejected without action and returned to the Contractor with no allowance for additional time occasioned by the delay. During the term of this Contract, remove as promptly as possible any materials and equipments which are not required for the completion of the work. Remove all debris from the site and dispose of in a legal manner at a site approved by the Owners Representative. Take particular care to eliminate any hazards created by this operations. At completion of the project, or prior thereto if so directed by the Owner's Representative, the Contractor shall be responsible for the complete cleaning of those portions of the building which his work affects. Work included: Maintain on the jobsite one complete set of drawings and specifications for recording all changes of material, equipment, or dimensions, kept current on a daily basis, and made available to the Owner's Repre- sentative at all reasonable times during construction. Include all work of the Contractor and Subcontractors. Timely recording and maintenance of "As-Built" infor- mation shall be a condition for processing and approval of Progress Pay Estimates. Keep current record of changes on a marked set of prints and project manual in field construction office. Place special emphasis on concealed items, and substitutions to items specified or shown, and include all approved changes. Require subtrades, including mechanical and electrical, to keep their portions up to date and correct. -45- 4. Upon approval of the marked set of prints (see "2" above), the Owner's Representative will make the original contract drawings available to the Contractor for making of reproducibles on "Mylar" or comparable plastic film, the reproducibles shall be the base upon which the "As-Builts" shall be prepared. Make all additions and corrections neat, clean, and legible, and match the adjacent existing linework and lettering being annotated in type, density, size, and style. Execute all pencil work in plastic lead. If additional drawings are required, prepare upon sheets of "Mylar" material of the same size as the original drawings. Excavation includes: excavation to a depth 6" minimum under the existing leach field, (which is to be removed) and backfilling with 3/4 to 2 1/2 inches of gravel and the removal and backfilling, or cleaning and filling of the existing septic tank. Subsurface investigation: Subsurface investigations have been performed at the site and the engineering designs incorporated into the Contract Documents are predicated upon the results of those investigations.
