Robinson Subject: Lot line waiver, Lot 5, Sky Harbor Estates S/D Dear Mr. Robinson: As you may remember, I redesigned the sewer system for the above lot after establishing that the proposed system could not be installed as originally designed. At that time I notified the owners that great care would be necessary to keep the system in the native material I described in my soils reports. During construction the contractor and my staff verified that the edge of the trench excavation was a minimum of ten feet from the north property line, based on initial staking by the surveyor. Following construction, an as -built survey surprisingly shows that the 34 foot leg of the system is actually only 5 feet off the north property line. Although we measured from the existing survey stake, the surveyor stated that his original corner stake was missing at the time of the final survey. As a result, this system will require a lot line waiver to gain final approval. The septic tank and connecting lines will not be installed until next May; however, we would like to resolve the waiver issue before that time. We are requesting a 5 foot lot line waiver. A preliminary copy of the inspection report is attached which shows the actual location of the system relative to the survey information. Street Anchorage, AK, 99501 RE: Lot 5, Sky Harbor Estates Dear Mr. Cross, In 1993 a sewer/well permit was issued for the above lot. Based on the soil test and design performed by Loren Leman, P.E., and the issuance of a permit, the owners had a well drilled in the area shown on the site plan. j ,v .� Although finalization of the owners building plans has been delayed, they have elected to install the sewer system this year. In July, after reviewing the information provided with the permit, I attempted to assist the owner in this installation. On July 7, Carl's Excavating dug three additional test holes, which I felt were necessary prior to proceeding. Logs of these holes are also attached. No water was encountered. There is a problem with this lot, in that it apparently was used as a gravel source, and latter a fill site. As you can see from the logs, the material is total unsuitable for an on-site system. We found a myriad of extraneous materials: sacks of garbage, sheet rock, tar paper, organics, and building material. A site visit will make it obvious that material extraction took place up to and possibly over the property lines. On July 18, I again had Carl's Excavating explore for acceptable soils. I have identified an area in Tract B1, on the west edge of the property (see previously recorded easement for the use of this tract by Lot 5), which contains suitable material and adequate area for the original system (test hole S4). During the exploration, no ground water was encountered. The replacement system will be placed in the area designated on the previous permit. See the attached Site Plan. Test holes 5, 6, 7, logged by Mr. Leman, were dry on May 15, 1994. Test holes 1 & 2, also logged by Mr. Leman, showed water at -8 feet on July 7, 1994, but previously monitored at -5 feet. The difference in ground elevation from test holes 1 & 2 to the proposed installation is greater than ten feet. Thus allowing for installation depth of 11 feet. This system will then be separated from the ground water by over four feet. From test hole 6, the soil rating is 3 min/inch for the proposed system. At this time I feel that a lift station is not necessary since we will be able to provide a 2% slope from the house to the soil absorption filed. My specific responses to the comments follow: 1. We dug the test holes deeper, confirming my professional opinion regarding the underlying soils. Additionally, I raised the drainfield one foot. 2. Topographic information was included on the original submit- tal. I have provided additional topographic information. 3. Additional percolation tests are not necessary. The drain - field will percolate into the layer that has already been tested. 4. We installed three additional monitoring tubes (in Test Holes 5, 6 & 7). I read them seven days later and confirmed that the water table is below the bottom of the test hole. 5. I added a note on page 2 of the drawings regarding maximum depth and minimum cover. 6. The well is not located because this is a sewer permit appli- cation. However, the well will be located outside the 100 feet radius noted on page 1 of the drawings. 7. Mr. Mathias has provided a recorded easement for use of Tract B-1. I agree with Mr. Bole's comment regarding direction of drainfield pipes in the reserve area. Mr. Mathias plans to sell this lot within the next three months. The anticipated new owners plan to build a four bedroom house on it. Their purchase offer is contingent upon municipal approval of onsite sewage disposal. Lot 5 is part of the subdivision that was approved for develop- ment by the Municipality in January 1985. It still. is unde- veloped. The properties on three sides are developed. Cange Road abuts this lot on the west. At one time this lot was mined for gravel. Most of the lot has since been backfilled. The fill materials are generally not as suitable as the native sands and gravels for subsurface disposal. At the edges of the property, where the backfill is shallower, our test pits were able to penetrate to good soil. We found water only in the excavation for Test Holes Nos. 1 and 2, which are located in silty and clayey fill materials at the lowest part of the property. The lot is approximately 12 feet higher at its north property line, near the proposed drainfield. At the back portion of the property, backfilling has created a sloping area that has a 25 percent grade at its steepest part. Surface drainage is generally toward the southwest property line. The subdivision plat shows that Tract B1, a greenbelt at the rear, is owned in common by the owners of Lots 2,3,4 and 5. Mr. Mathias has contacted the other owners and has secured their permission to construct subsurface facilities on Tract B1. Only Mr. John Smith, P.E. May 25, 1993 Page 2 a small portion of the original drainfield is located on Tract B1. The proposed reserve is located entirely on Tract B1. The proposed sewerage facilities are located sufficiently distant from water and sewerage facilities on adjacent properties that they are not expected to affect them adversely. Distances to existing wells are more than minimum requirements. A new well for this property can be placed comfortably outside a 100 -foot radius from the septic tank.
