This finding however, does not constitute an approval under 18 AAC 80.100 (Plan Review) of the Drinking Water Regulations. On Monday, October 23, 1989, I was able to obtain a copy of the as-built drawing this well. The as-built was dated November 1973. It is quite obvious from the number of connects, that at this time it was not considered to be a Class C well, but was considered a semi-public Class A well which showed a radius of ~20 feet for a protective zone arouad tile well. See attached copy of plat and regulations. 1412 ~VGsl; 331}0 ,),venue · &ncho~qe, &Jask~ 99503 · (907) 379-5553 The bank which is financing the sale of this property has determined tbat this house is a 4 bedroom house, and therefore 'the sewer system for the subject house should be built for a 4 bedroom. The enclosed MOA records iadicate · that this house has a 3 bedroom sewer system. In 1975 the house was shown as a 4 bedroom [louse with a 3 bedroom sewer system. Since the owners did not want to upgrade the system the 6AAB-DEQ allowed it to be sold as a 3 bedroom. Prior to 1976 it was a favorite ploy of the builders to request a permit for a 2 or 3 bedroom house. They would finish the upstairs of the house and sell it with the idea that the homeowner could finish the "roughed in" daylight basement and through "sweat equity" have a 4 or more bedroom house. They didn't bother to tell the buyer that the sewer system wouldn't be large enough. Only upon sale would reality be known. It appears that in this house, the salae accurred. In this case, the sellers and agents were able to convince hoth tile Borough and the buyer that it could he called a 3 bedroom house. The same occurred in 1976 and 1980. In reality, it appears to have always been a 4 bedroom house. I believe that it has been a 4 bedroom since 1975 or 1976. The ADEC regulations were cbanged in 1977 after this house was built. Therefore, the 120 foot radius would still apply, The 120 foot radius barely impacts tile lot, and essentially does not affect the areas for a future sewer system upgrade. The area in which 'the proposed system is to be installed is at a radius of approximately 174 feet from the well. The number of people in the house is 6: 2 adul[s and 4 children. If it were to increase to the full useage of tile bedrooms which wonld be 8 people, it is doubtful that the additional 40-80 gallons of water per day would significantly affect the water quality in the well. The well is upslope of tile sewer system aad so any drainage from the sewer system would be away from tile well and ko the aorthwest. The soils in the vicinity of the on-site sands and silt which bare a permeability 150-190 sq ft per bedroom. Therefore. I small amounts of water no'k allow contaminants system are fine rate of between believe [hat the that the new trench would add would to enter the well. I bare enclosed copies of past documentation that implies the house to have been a 4 bedroom house in 1975 when the semi-public Class A rules were in effect. The additional trench and the larger tank that I have proposed is to correct an iacorrect action made itl 1975. I would therefore recommend that approval be g~ven for '[he sewer system for this 4 bedroom house. If you have any questions, LCR/sr Enclosures please let me know.
