This letter approves the requested reduction in the State's minimum separation distance requirement from 200' to 165' between the drinking water well serving the Sky Ranch Estates #2 (SRE#2) PWS and multiple potential sources of contamination on SRE#2 Block 2 Lot 2 (SRE#2 B2 L2) as detailed below. Waiver Determination SRE#2 B2 L2 is proposing to install a new 1,000 gallon septic tank west of their existing septic tank; and a new septic drain field wrill be added further southwest will not be modified as part of this project. At its nearest, the septic tank and drainfield serving SRE#2 B2 L2 is located at 170' and 174' from the SRE#2 PWS groundwater well, respectively. The following additional items were taken into consideration as part of this waiver approval: 1. The septic tank will now be located z10' further away from the subject well then was originally approved; 2. From August 2000 to July, 2017, source water sampling results for combined nitrate -nitrite or nitrate concentration rose from 1.37 mg/l to 3.95 mg/1. This suggests that the well is minimally influenced by septic system exfiltration, decomposition of organic matter in the soils, and/or erosion of natural deposits. Despite this, combined nitrate -nitrite and/or nitrate concentrations remain well below the 10 mg/l Maximum Contaminant Level; 3. From February 2000 to July 2017, Total Coliform Rule sampling for total coliform (TC) and e. coli (EC) found no TC nor EC positive events; 4. Surface topography and conditions between the subject well and encroachments slope away from the well and are developed with lawn, trees, fencing, and a road way; and 5. The well accesses a presumed confined/semi-confined aquifer. Based on an evaluation of the available information and in accordance with the State's Drinking Water Regulations, 18 AAC 80, a Separation Distance Waiver for the encroachments detailed herein is issued. The results of the field investigation and adequacy tests are sm. rmmrized as follows: A. SEPTIC SYSTEM ADEQUACY TEST: The drainfield is a trench type system that is of unknown with, 50 feet long, and has an effective depth of 7 feet (700 square feet of absorption area). Prior to the start of the test the monitoring tube 40.75 inches of liquid in it. Six.hundred & thirteen (613) gallons was introduced into the trench, cansing a liquid rise of 17 inches (20.75 inches below the drainpipe invert). This corresponds to 36 gallons per inch of rise. The level was checked 240 minutes later and it had dropped 5.75 inches, indicating that 51.75 gallons per hour had been absorbed. Based upon this data, it was determined that the absorption rate of the trench exceeds 450 gallons per day, as required for a 3 bedroom house. NOTE: The adequacy of a septic system is influenced by numerous factors', including, but not limited to, seasonal surface water infiltration, groundwater variations, septic system maintenance O~requency of septic tank pumping, usage of biological additives), condition of drain pipe and pipe joints (which can be damaged by seismic activity and deteriorate with age), type of substances deposited in septic system (cigarette butts, sanitary napkins, misc. objects), and the amount of water being introduced on a continual basis. Consequently, the results of this · ' · a of the test. Furthermore, because of the limited adequacy test are only vahd for the specific d 'y nature of this investigation, it is possible that there are hidden defects' which may not have been detected. No warrantee is made regarding the future performance of this septic system. At the south end of the trench, there is only about 2 foot of soil cover. B. SEPTIC TANK: The septic tank was installed in November of 1975. Tho inspection report does not state what the size of the tank is, or whether it is steel, concrete, or fiberglass. I have completed my review of the submitted information and this office's files on the project. As we have discussed, I have to agree with you that the existing wastewater disposal system was installed during a time period in which the regulations allowed septic tanks to be installed as close as 80 to a Semi-public Class A Public Water System Source Well. During that same period, soil absorption systems were allowed as closed as 120 feet to semi-public Class A Public Water System Source Wells. Based on the information submitted to this office, tile existing septic tank and soil absorption system were operating as required on the day of the testing. As a result of the satisfactory test results and the fact that lesser separation distances were allowed at the time of installation (1975), it is apparent that waivers under 18 AAC 72.032 and 18 AAC 80.030 for the existing separation distances are not required at this time. Thus, the Department has no objection to the location of the septic tank and soil absorption system. This is based on the resent test results and the regulations in place during 1975. I must emphasize that this letter does not constitute a waive of exiting Wastewater Disposal and Drinking Water Regulations. The existing septic tank should be tested for leaks every three years. If either the septic tank leaks, the soil absorption system fails an adequacy test or both, the complete wastewater disposal system will need to be upgraded to meet existing separation distances. The meter had previously been calibrated by R & M Consultants, Inc. The septic tank had not been pum~ped prior to the percolation test. Since the house on the lot concerned was not occupied, 140 gallons of water was added to the system to insure that the leach field in question was at its normal degree of saturation. If it is assumed that the existing three bedroom house will house six people, the average daily load on the disposal system can be expected to be 450 gallons per day, or 0.31 gpm.
