Ref: Proposed Septic System Upgrade for Paradise Valley; Block 1, Lot 14
To whom it may concern:
The existing one (1) bedroom house is served by a private well and septic system. A new septic
tank and a one (1) bedroom drainfield were installed in 2014. The design was based around
test hole data (percolation test and GWM) performed by James Sizemore, P.E. in 1997. The
drainfield was installed at the reserved drainfield location identified by Sizmore in 1997.
The one (1) bedroom drainfield that was installed in April of 2014 did not pass a recent
adequacy test. Prior to testing the system on 6/28/17, there was about 12 inches of liquid in the
2014 drainfield. Six-hundred eighty-four (684) gallons of water were introduced over a 120
minute period, causing the liquid level in both MTs to rise approximately 2 inches above the
invert of the distribution line. In 24 hours, the liquid level in both monitoring tubes had only
dropped approximately 1.125 inches. No plumbing leak was visible in the post tank cleanouts
or in the flow diverter and only one person was in the home overnight. We also monitored the
drainfield recovery the next afternoon while the house was vacant, and there was no drop in the
liquid level. Based upon this information, it was determined that the 2014 drainfield is not
functioning properly. We also inspected the reserve trench (easternmost trench installed in
1997), which has an effective depth of 36 inches, and it had 37 inches of standing liquid in it.
The lower portion of the 1997 drainfield was reported to have been disconnected by Wilco
Excavation. This drainfield was disconnected because the southernmost end of it extended off
property. During our site visit on 6/28/17 we noted 29 inches of liquid in the drainfield, which
has an effective depth of 36 inches.
According to four (4) of Sizemore's test holes on this lot, and the lot to the north (Paradise
Valley, Bk 1, L13), groundwater is at least 15 feet below grade and the percolation rates range
from 8 minutes per inch to 16 minutes per inch.
On 7/14/17 we excavated an exploratory test hole near Sizermore's 1997 TH#2. The test hole
was excavated to 11 feet and was found to be dry, except for a localized weep at a depth of 7.5
feet. The test hole was found to be dry to 11.0 feet on 7/17/17, 7/19/17 and 7/21/17.
Based upon Sizemore's test holes (perks and GWM), GEG's test hole (perk and GWM), and the
surcharged condition of both 1997 trenches, we do not believe the "groundwater' table or soil
permeability to be the root of the problem with the existing drainfield/s. One possible
explanation is that there may be a vein of more porous soil that is being intercepted by the 2014

drainfield (and perhaps the 1997 trenches) and that there is possibly subsurface flow (from
some unknown source) adversely impacting the performance of the drainfield.
Rather than expend efforts towards further investigation, we are proposing to install a new 5-
wide type drainfield near Sizemore's 1997 TH#2 and GEG's 2017 TH#1. The proposed
drainfield is designed within the 30 foot radii of these test holes. Comments regarding the
design are summarized as follows:
1. SOILS: See the attached 2017 log which show the soil classifications, groundwater
monitoring, and the percolation test results. Additionally, attached are the 1996 test-holes for Lot
13 (north of the subject lot) by James F. Sizemore, P.E. It should be noted that these test-holes
show no groundwater to 15 feet. Also, the test-holes on Lot 14 (our client's Lot) by James F.
Sizemore, P.E. also show that there was no groundwater encountered down to 15 feet. Also
attached is the soil log for the lot to the south (Potter Highlands Phase 1, Bk 1, L1) by Steven R.
Pannone, P.E. which shows no groundwater encountered down to 16 feet. Based upon this
data, we believe it is reasonable to assume that there is no groundwater down to 16 feet;
therefore, we are proposing a maximum excavation depth of 9 feet for the new one (1 ) bedroom
drainfield.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There are no surface water concerns.
4. TOPOGRAPHY: As can be seen on the attached topography drawing, the average
topography around the proposed drainfield is 10-15%.
5. WAIVERS: We are requesting that your department issue a variance from the required
separation of 10 feet from drainfield to lot line down to 2 feet. We are also requesting your
department issue a variance from the requirement of a 4 hour pre-soak. We are also requesting
that your department issue a variance from drainfield to subsurface drains from 25 feet down to
10 feet. Justification for granting these waivers are as follows:
• The drainfield for the lot to the north (lot 13) is greater than 10 feet from the proposed
drainfield.
• The proposed code allows for a percolation test to be run without a presoak if the the
liquid level in the percolation hole drops more than 0.5 inches in the first 30 minute
reading.
• The proposed code allows for drainfields to be installed within 10 feet of a subsurface
drain.
We are unaware of any adverse impacts this installation or waivers would have on adjacent

Today I submitted a design to install a one (1) bedroom drainfield on the subject property. A lot line waiver is being
requested for the installation. You and I discussed the design at the front counter earlier today. As we discussed, the
proposed code has dropped the requirement that ALL ADJACENT property owners be notified of a requested
waiver. Under the proposed code there is no notification requirement. Therefore, I am requesting that you waive the
notification requirement for this waiver/permit given that we expect the proposed code to be fully
approved/implemented by the end of 2017. Please include a copy of this email in the design package.

WASTEWATER DISPOSAL SYSTEM SPECIFICATION
LOT 14, BL. 1, PARADISE VALLEY SUBDIVISION
1.0 GENERAL:
1.1 The scope of the project consists of installation of a 1000 gallon septic Tank
and two five foot wide by 43.5 feet long absorption trenches containing 3.5 feet of sewer
gravel.
1.2 Construction shall be as shown on the approved site Plan and design drawings.
Deviations from the approved design drawings shall be coordinated and approved by the
engineer conducting the inspections.
1.3 All construction procedures and material used to construct the system shall
comply with Municipal and State regulations.
1.4 Unless specifically agreed otherwise, the homeowner shall be responsible for
finish grading areas after the system is constructed and soil is compacted and mounded
over the wide trench disposal field and the Septic Tank.
2.0 SEPTIC TANK
2.1 The 1000 gallon septic tank shall have two compartments and shall comply
with Municipality of Anchorage Requirements.
2.2 The septic tank shall be set level and shall be bedded as necessary to prevent
settling or shifting of the tank.
2.3 All pipe connections to the septic tank shall be made with waterproof
mechanical couplings. A cleanout shall be installed upstream of the tank within 5 feet of
the house foundation. A double cleanout shall be installed downstream, within 5 feet of
the septic tank.
3.0 SOIL ABSORPTION DRAINFIELD:
3.1 The soil absorption drainfield shall be two 5' x 41' x 6,5' deep trenches with
a total of 3.5 ft. of sewer rock, 3.0 fi. beneath the perforated drain pipe.
3.2 The bottom of the excavation shall be level. Any compacted or smeared
surfaces shall be raked to allow for proper infiltration of effluent. This includes both the
sides and bottom of the trench.
3.3 Sewer rock shall be 0.5 - 2,5" screened gravel with less than 3% passing the
#200 sieve.
3.4 Cleanout pipes and monitor tubes shall be 4" diameter and installed as shown
on the plans. The portion of the monitor tube extending through the sewer rock shall be
perforated.
4.0 ENGINEERING INSPECTIONS
4.1 A minimum of four engineering inspections will be required during
construction of the system. One after the septic tank is set prior to its backfill, one after
excavation of the absorption trench prior to placement of sewer rock, one after placement
of the sewer rock and the distribution piping, cleanouts and monitoring tube are in place.
The final inspection shall be after filter fabric is placed, the trench and the final grading are
complete.
4.2 The contractor shall coordinate with the engineer at least 24 hours prior to
start of construction, tfthe contractor desires, a site visit with the engineer prior to start
of construction can be arranged.
PROBABLE IMPACTS TO ADJACENT PROPERTIES
A) WELLS
The proposed wastewater disposal system is designed in accordance with current
Municipality of Anchorage Wastewater Disposal Regulations. The proposed drainfield
will be constructed in accordance with these regulations. The separation distance from
wells on adjacent properties is greater than 100 ft. Therefore no unacceptable impacts are
expected on the wells located on adjacent properties.
B) WASTEWATER SYSTEMS
The new drainfield will be constructed with good separation distance from systems
on adjacent lots. Soils tests have shown the soil where the system is to be constructed is
acceptable for and an on-site disposal system, therefore there should be no unacceptable
impacts on adjacent wastewater disposal systems.
C) RESERVED SPACE/SURFACE AND SUBSURFACE
The large lot that this system will be constructed on has ample space, both surface
and subsurface reserved for a replacement system. The proposed drainfield should not

in accordance with the guidelines and regulations established by the Municipality of Anchorage and
industry practices. The reported results describe the condition of the system/s on the date/s of the
evaluation. Separation distances were measured to readily identifiable features. Hidden defects or
encroachments may exist that were not identified during the evaluation. The operational life of all wells
and septic systems depend upon a variety of variables, including but not limited to, soil conditions,
groundwater levels (that may fluctuate during the year), quality of construction (materials and
workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and
are outside the control of GEG. Satisfactory test results do not guarantee future performance of the
system/s; therefore, GEG makes no warranty (express or implied) regarding the future performance of
the well or septic system. GEG makes no representation whether an alternative well or septic system
can be installed on the property in the event either of the current systems fail to perform adequately in
the future. The content of this report is for the sole benefit of the person/party that retained GEG to
