Attendant to this request was an application for a Health Authority Approval Certificate. The waiver request has been evaluated in accordance with the guidelines established by the Alaska Department of Environmental Conservation and meets the 16 point minimum point value required for the issuance of a waiver. The waiver approval letter is attached. According to our records, the original septic system was installed on February 23, 1971 and the absorption system was subsequently upgraded on February 16, 1981. The existing steel septic tank has been in place for approximately 19 years and should therefore be inspected to confirm integrity and the existence of water-tight couplings. Box 196650 Anchorage, AK 99519 Dear Sirs: By' means of this letter I am requesting a modification of the well-septic system separation distance waiver issued on 8/28/85 for Lot 5, Block 5, Paradise valley S/D, to reflect the fact that the actual distance between the well and the closest portion of the soil absorption trench is approximately 81 feet, instead of the 87 feet refered to in the waiver. A site plan and cc)pies of other relevant backup material is enclosed to assist you in your review. According to the driller's log, the well serving this residence was completed on 6/30/71, and has a yield of 3 gpm and a total depth of 152 feet, of which all but 37 feet is an open hole in bedrock. At the start of my well flow test on 12/14/89 the static water level was at 78 feet below the top of the casing. To determine the yield, I ran the pump to draw the water down to the pump intake at 136 feet, and then reduced the pumping rate to a sustainable How. Pumping 340 gallons at 4.6 gpm caused the water level in the well to remain at 134 feet below the top of the casing. This rate reflects the long term sustainable yield of the well, which is more than adequate for a single family residence. Water samples taken that day were satisfactory, showing 0 coliform or other bacteria per 100 mi., and 2.9 mg/l of nitrate-N. According to a permit on file at DHHS, the original wastewater disposal system was installed after 2/23/71, and presumably consisted of a 1000 gallon septic tank followed by a seepage pit of unknown dimensions. The 90 foot separation distance which I measured between the well and the septic tank cleanout was legal at the time of installation, so no further waiver should be required. According to the engineer's as-built drawing, on 6/16/81 the system was upgraded by the addition of 47 lineal feet of soil absorption trench containing 5 feet of sewer gravel beneath the distribution pipe. This document states that the separation distance between the well and the soil absorption trench is 110 feet. During an adequacy test on 7/15/85, AECS calculated the separation distance to be 87 feet, and subsequently secured a waiver from your office reflecting that distance. During my adequacy test on 12/14/89, I measured the slope distance directly between the well and the monitor tube at the end of the trench to be 85 feet. When corrected for the measured slope of 25%, the horizontal distance becomes 82 feet. This revised waiver request or 81 feet includes an allowance for a presumed small underground extension of the soil absorption trench beyond the monitor tube. In order to assess the adequacy of the system, I had a pump truck deliver 2000 gallons of water to fill both the seepage pit and the soil absorption trench. Over the ensuing three hours I then added another 539 gallons of water through the seepage pit while monitoring fluid levels there and in the trench monitor tube, Based on these measurements, I concluded that the soil absorption system continues to accept water at an adequate rate for a three bedroom residence. I believe that. the validity of the waiver analysis done by AECS in 1985 is not. significantly affected by the reduced separation distance which I have noted. I am enclosing a copy of a letter from Dr. Reid explaining how the he believes the measurement error may have occured, and giving his opinion that thei AECS analysis is still applicable. It is my opinion that the steep slope promoting drainage directly away from the well, coupled with the fact that the potable aquifer is confined by 100 feet of impermeable bedrock makes the possibility of contamination of this well by this septic system extremely remote. The following is a breakdown of how points could be assigned using the D.E.C.'s S.C.R.O. waiver evaluation guidelines. Also, she had locations of the crib and relationships to various points on the house. She had also made up a drawing where she had plotted the relat:iue locations of everything in regards to Che house and ]o[: line. I cannot find any evidence that she measured directly between the well and 2he end of the trench. S:ince thJ~-; was done mid- to late July 1985, vegetation would have grown up where she wouldn't have a clear view of the tube. S() I don't believe that she measured downslope. Her drawiag does show a 13 degree slope. Backing off 14 inches from the center of the field, that ~ould place the distance aL appr'oximateiy 83 feeL, instead of 87 feet. I have plotted the ]()cation of the ~ell based on Sizemope's survey of 29 feet from the northwest eoprlep, and then 12 feet off the skaips. This is noted on the map. Gwen's location was 38 feet. and 22 feet off the hou~¢e. It is possible that_ she made a mistake and that it was only 12 feet instead of 22 feet. I don't believe the change :in location would make any difference in the argument that slle put for'war'd fop the waiver. I believe that: she shou]d have requested a waiver to a distance of approximate]y 83 feet. Even her' waiver at 87 feet should have taken into consideration the edge of the system which would have been approximately a foot and a half less than t. he 87 feet. In looking ak the arguments that she had made, I think that whether it: is 87 or 84 feet, the 3 relative elevations that she shows from the top of the well to the bottom of the trench does not change. The depth of the test hole wouldn't change. So I believe that. the vertical locations that she has made in her argument of July 31, 1985, are still correct. The only contention thak you have made is that you measured approxilaately 84 feet as opposed to her 87 feet. I think 'the difference occurs in the way the information was used to plot the data. She used a combination of what Sizemore had done plus what She had done. And it may be that she did make an error and that the well is not located 22 feet from the house, but only 12 , feet. In my professional opinion, I don't believe there is any large percentage of danger to public health based on this measurement discrepancy. The value that you had obtained for nitrate concentration would also indicate that apparently Gwen's data and contentions were correct. In any instance, I don't believe there is any increased danger to public health. If you have any questions, please let me know. On July 17,1985 it was determined that the well to absorption trench distance was 87 feet. The house was built in 1971, the same year the well and original septic system were installed. The septic tank is located 93 feet from the well and the original absorption area (a crib) was at 115 feet from the well. See attached diagram. On June 16, 1981 a 47 foot trench was added to the system. The inspection form shows this upgrade to be 100 feet from the well, but field measurements locate the end trench standpipe as being 87 feet from the well. Some 22 feet of the absorption trench is within the 100 foot well radius. Ail adjacent septic systems are over 100 feet from the well, the only encroachment is from the subject septic system. Our justification for this request is: The well is 152 feet deep. It is cased to 37 feet and has bedrock from 36 feet to 152 feet (well log attached). The well casing extends 1 foot above ground and is sealed. There is a 14-15% slope from the well to the septic system, which would protect the well from surface contamination. The bottom of the trench is approximately 31 feet below the top of well. The test hole was dug to a depth of 12 feet, and recorded no bedrock (soils log attached). The bottom of the test hole is approximately 35 feet below the top of the well. Bedrock was encountered in the well at 36 feet. The hill continues south at about a 10% slope from the septic system to a road about 200 feet away. Well logs from Lot 6 (East) and Lot 7 (Southeast) record bedrock at 20 feet and 16 feet respectively. The well on Lot 6 is some 30 feet further up slope from the subject well. The Lot 7 well is at least 150 feet down slope from the subject well, approximately 45+ feet lower. This suggests that bedrock (in this area) slopes from North to South. In which case, contamination from the septic system would be directed away from the well. There was no groundwater reported on the soils log. The well log reports water at 139 feet. The soils log for Lot 6 was dug to 14 feet with no groundwater encountered; this was performed on the same contour as the subject system. The soils below the absorption trench are a sandy gravel which is one of the best soils for filtration. The combination of bedrock slope, surface slope and lack of groundwater provides protection for the well. A water sample taken on July 17, 1985 was satisfactory. The test was conducted in accordance with the Municipality of Anchorage recommended standard procedure for on-site sewer systems. The septic tank effluent level and the seepage pit level was measured and then the septic tank was pumped by TJ's Pumping Service (invoice attached). Basedzo.~' volumc pumpcd and the re~i~i~.remaining after pumping the tank,~.~ize is estimated to be 1250 gallons~P After completing the pumping of the septic tank, the levels were again measured and water was applied to the seepage pit at an approximate rate of 9-10 gallons per minute (gpm). The test procedure requires that this flow be continued until a volume of 500 gallons is added and the levels monitored in 50 gallon intervals. This was not possible, as can be seen from the tabulated results enclosed, because the seepage pit would not accept the water at this required rate. Instead, the water level in the seepage pit backed up very rapidly with the addition of about 10-20 gallons of water and overflowed the standpipe. There was minimal amount of backup into the septic tank throughout the test until the latter part of the test, probably because of the elevation difference° A review of the data collected indicates that the seepage pit as-is will only accept effluent from the tank at approximately 0.9 gpm. Since this is far below the recommended acceptable 10 gpm, it is my opinion that the seepage pit absorption system is not adequate to handle the required capacity from a three bedroom home. Mx. John Baker Adeq'uacy Test for Sewer System Page Two (2) Based on the amount of heavy solid sludge material pumped from the septic tank, it is my opinion that the seepage pit has become plugged, hence it will not accept the effluent at the required rate. A possible solution to the problem is to install a new seepage pit or drainfield in a different location.
