The purpose of this letter is to provide the required design narrative in support of our application for
a permit to upgrade the wastewater disposal facilities on Lot 6, Block 7, Paradise Valley S/D, located at
5931 Austria Drive. Soils logs, perc test results, a site plan, design drawings and specifications are
enclosed for your review.
The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the soil
log, the native material between 3.25 and 6.75 feet below ground level is a coarse gravelly sand with a
measured perc rate of less than 1 minute per inch. Solid bedrock was encountered at a depth of 8 feet in
this test hole. Using the soil application rate of 1.2 gpd/sq. ft. specified in the wastewater ordinance, this
3 -bedroom residence requires a total absorption area of (3 x 150)11.2 = 375 square feet. The proposed
15' x 38' soil absorption bed design (which includes the require 50% oversize) has a total absorption
area of 570 square feet.
The topography of the lot in the area of proposed construction slopes down towards the southwest at
5%. In an effort to enhance the longevity of the bed it will be underlain with a minimum of 12 inches of
MOA approved ISF filter sand, and will have 3 feet of soil cover backfill without insulation.
The proposed project will have no significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor will it have any significant impact on
reserved space -surface and subsurface, or on drainage.

Wastewater disposal system installation
Specifications
1.0 General:
1.1 The scope of the project consists of abandoning an existing septic tank and installing anew
1250 -gallon STEP tank that discharges effluent into a 15 -foot wide by 38 -foot long soil absorption bed
that is underlain by a minimum of 12 inches of ISF filter sand and has 3 feet of soil cover.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around
any buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 STEP Tank:
2.1 The existing septic tank or seepage pit which is not retained in service must be properly
abandoned by thoroughly pumping, removing the top and backfilling with soil.
2.2 The new 1250 -gallon, 2 compartment STEP tank shall be Municipally approved and shall be set
level on undisturbed soil. The location of the tank shall be outside the 100 foot protective radius around
the well on this lot and will be partially within the area encompassed by the existing drainfield. Each
compartment of the tank shall be equipped with a watertight manhole cover and a 4" cleanout. If the
tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot. A
cleanout shall be installed 1 - 4 feet from the building foundation.
3.0 Lift station:
3.1 The lift station shall be installed in the second compartment of the septic tank which has an
additional 250 gallon capacity. The lift station package shall be an "Orenco" system as supplied by
Anchorage Tank.
3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and
inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the
construction of the wastewater disposal system.
3.3 The lift station shall be equipped with a watertight, insulated manhole riser and cover extending
a minimum of 6" above final grade with positive surface drainage away from the manhole. The
contractor shall be responsible for determining the necessary length of the manhole riser.
3.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier,
and their proper operations shall be verified by the contractor.
3.5 The discharge line from the lift station to the soil absorption system shall be 1.25" dia. Sched 40
PVC. All pipe connections in the distribution system shall be glued, and the ends of all pipes capped.
4.0 Soil absorption bed:
4.1 The soil absorption system shall be constructed by excavating a 15 -foot wide by 38 -foot long
bed down to expose the top of coarse gravely sand stratum that was encountered at a depth of 3.25 feet
in the test hole. Due to space constraints, the long axis of the excavation cannot be parallel to a contour,
so the bottom of the excavation will not be level. The overlying consolidated gravel may be utilized to
partially level the bottom of the excavation so long as it is thoroughly broken up.
4.2 A minimum of 12 inches of Municipally approved ISF filter sand shall be placed in the
excavation and compacted to create a level surface no deeper than 2 feet below original ground level at
the highest corner of the excavation. In actuality significantly more than an average of 12 inches
(probably at least double) will be needed to achieve the specified final grade. The filter sand shall be as
supplied by North Star Sand and Gravel in Palmer (phone # 745-1111).
4.3 A total of 9 inches of approved sewer gravel shall be placed on top of the filter sand with the
perforated distribution pipes laid level such that the pipe inverts are no less than 0.5 feet above the
bottom of the sewer gravel. The perforated distribution pipes shall be 1.25 inch diameter Schedule 40
PVC with 3/16" diameter holes drilled into their bottoms at 2 feet O.C. Sewer gravel shall be 0.5" - 2.5"
screened gravel, with less than 3% passing the #200 sieve.
4.4 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design
drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated.
4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A
minimum of 3 feet of gravelly soil cover is to be placed over the filter fabric.
4.6 The top surface of the cover material shall be graded to smooth contours. Fill slopes shall be no
steeper than 3:1.
4.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have
the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and
seed to promote rapid revegetation of all areas disturbed by the construction.
5.0 Inspections:
5.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
information, (3) after the sand leveling and/or filter material has been placed, (4) after the sewer gravel
is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to
placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The STEP
tank requires one inspection after it is set level and the piping connected, but prior to backfill. This
inspection may be incorporated with any of the above inspections.
5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

Player, Soils Engineer, who prepared the form.
I hope to begin building a new home on the above -referenced lot
later this Fall. As we were digging the test hole for the soils
test, we found that we struck rock below the surface at about 7'
all over the lot.
Mr. Player suggested I direct this request to you, in the hopes
that you would review this application, and perhaps advise me
as to the best way to go -- with a septic tank or go to a
holding tank.
I work until 4:30 pm each afternoon, but I could call you any
afternoon about 4:45 pm if you would like to talk to me about
this request. My wife works at one of the Municipality offices
downtown; if convenient, you could call her & advise her when

Please consider this letter an approval of your waiver request of March
20, 1986. You have supplied documentation attesting to the integrity of
the septic tank on the subject lot. This documentation satisfies the
conditions required to meet waiver approval.
The 100 foot separation required between a septic tank and well is hereby
waived to 88 feet. Please advise that future Health Authority Approvals
may require a recheck of the septic tank integrity. This waiver is valid
for the existing three bedroom single family dwelling.

referenced property. New Fernco type couplings were put on the tank
penetrations, a clean out was added above the bed, and insulation was
added above the tank. The bitumastic tank coating appeared to be in
good shape and no corrosion was evident.

DISCLOSURE AND AGREEMENT
The Municipality of Anchorage Department of Health and Envi-
ronmental Protection (DHEP) has issued a Health Authority
Approval certificate for the sewage disposal system located
on our property, Lot 6, Block 7, Paradise Valley, 5931 Aus-
tria Drive. This certificate has been issued as part of the
requirements for the sale of this property.
As part of the engineering acceptance tests of the subject
system, the drain field was treated by Hawthorne -Engineering
with hydrogen peroxide as a cleaning agent. Approximately
one week after the above cleaning the subject drain field
tested at a daily absorption rate of about 850 gallons per
day. The DHEP minimum standard for the structure presently
located on the referenced property is 450 gallons per day.
We understand that the DHEP has issued the Health Authority
Approval certificate based solely upon the representations
given by an independent professional engineer registered in
the State of Alaska, Hawthorne -Engineering, and has rou-
tinely so stated on their certificate form. We understand
that the DHEP and Hawthorne -Engineering have no control over
the future use or operating condition of the subject sewage
disposal system, and we accordingly agree to absolve the
DHEP and Hawthorne -Engineering, individually or collec-
tively, of any responsibility or liability regarding future
performance of this system.

RE: Lot 6, Block 7 Paradise Valley
Sewage Disposal System Adequacy Test
On March 18, 1986, the owners of the above property,
John and Bernadette Stechman, asked the writer to conduct a
Health Authority Approvai (HAA) inspection for the lot. Part
of an HAA inspection requires that the engineer conduct an
"Adequacy test" on the properties wastewater disposal sys-
tem. In this case the system is a seepage bed.
On March 19, 1986 the writer conducted the adequacy
test as prescribed by procedures accepted by the
Municipality of Anchorage Dept. of Health and Human Services
(DHHS). That test showed a seepage bed acceptance rate of
about 2/3 the value required for a three bedroom house. 450
gallons per day (150 gallons per day per bedroom) is
required by the DHHS.
It was decided to attempt to rejuvenate the seepage bed
by drying it out and then chemically treating it with hydro-
gen peroxide. This is a treatment process that has been used
extensively in the lower 48 and, to some extent, in the
Anchorage area. Several articles are available in the engi-
neering literature concerning hydrogen peroxide application
rates, the chemical process that occurs, and referencing
studies of the overall effectiveness of the treatment. The
long term improvement of the disposal field is generally
considered to be good, especially when the subsoils are
gravelly or sandy.
Hydrogen peroxide was applied on April 1, 1986, after
the bed had been allowed to dry out for 13 days. The bed was
then allowed to dry for an additional 7 days before a second
adequacy test was conducted on April 8. This test passed
with the bed accepting water at a rate equal to about twice
the required rate for 3 bedrooms.
The recommendations of certain articles mentioned ear-
lier and the opinion of the writer is that periodic
"maintenance" of disposal systems by the application of hy-
drogen peroxide by qualified personnel will help lengthen
the life of those systems. In the case where a system has
shown a "slowing down" action in the past, but where it has
not actually failed completely, the writer recommends treat-
ment at an interval of 3 to 5 years depending on certain in-
dicators that the homeowner can easily monitor. This mainte-
nance program can be improved by other easily accomplished
actions of the homeowner if he has been made aware of them.

Dear Mr. Hawthorne:
The Health Authority Approval (HAA) for the subject lot has been
conditionally approved. Final, unconditional approval cannot be granted
until the following conditions have been satisfied. The first two of
these conditions were outlined in my letter of April 14, 1986.
1. The integrity of the existing septic tank including inlet and outlet
couplings must be verified.
2. If significant corrosion or structural damage is present, the septic
tank must be replaced with a "corm sion-proof" tank. i�uw�
3. Another adequacy test must be performed on the absorption bed. This
adequacy test be performed after the septic system has been in use
for a minimum of three (3) months. Documentation of satisfactory
performance of the leach field is necessary to gain an unconditional
HAA. This adequacy test must be performed by a registered civil
engineer. This second adequacy test is necessary to determine the
"long term" effectiveness of peroxide treatment on the leachfield.

This department has reviewed your request for a waiver of the separation
distance required between the well and septic tank on the subject property.
This waiver cannot be granted until the following conditions have been
satisfied:
1. The integrity of the existing septic tank and its inlet and outlet
couplings must be verified. The inlet and outlets of the tank
must be equipped with no -hub mechanical couplings(caulder or equivalent).
2. If significant corrosion or structural damage is present, the septic
tank must be replaced with a tank constructed of a material not subject
to corrosion (e.g. polyethylene, fiberglass).
3. The well water from the existing well must be tested for the presence
of coliform bacterial to establish its quality.
This waiver will not be considered valid until documentation attesting to
the satisfactory completion of these conditions has been submitted to
and accepted by the department.

cannot be granted until the following items have been
completed:
(1) A well lode submitted to this department for our
review. a
(2) The water analysis report be delivered to this
department from Chem Lab, 5633 B Street, for
our review.
(3) The top of the well casing sealed with a sanitary
seal so that it is water tight. If there is a seal
on the casing, it needs to be tightened.
(4) The wires to the well need to put in conduit and
re -inspected by this department.
