We propose to install two 1500-gallon epoxy coated 10-gauge “Advantex” tanks with 18” holes cut in the baffles in series with an alarm to serve the existing 4-bedroom residence. Per MOA record documents of site that has a COSA with these holding tanks and other adjacent sites that have either have no permit or has holding tanks within 30’ of a stream eastward, testholes performed previously of adjacent lots that show impermeable insitu material with groundwater present. We have designed and the MOA has permitted a couple of these holding tanks within the past 6 months and after the MOA tank reversal specifications. It is our understanding after several discussions with Mike N Anderson that he has done the calculations on the Greer tanks and is in consultation with Anchorage Tank, Ross Noffsinger, PE, Becca Carroll and other MOA structural employees, etc … and these septic and holding tanks have been tested and are to be approved with more allowable specifications for the on-site industry. If necessary and per MOA code, the client will request the required waivers to well and surface water for this existing system. The existing holding tanks have had no known buoyancy issues for 30+ years. If at construction it appears there is any possibility of groundwater, each tank will be anchored with 2 3800-pound concrete blocks, which with tank and a minimum of 2’ of soil cover will be 1.5 times greater than the buoyancy force assuming groundwater at grade. Also and regardless of groundwater observed, indicated or not – all connections, including the connection between the tank and manway riser will be bentonited and prior to final backfill the tanks filled and observed for leaks to confirm water-tight connections. Per MOA record documents of the site / adjacent sites and this design, we hope to proceed immediately with MOA permit approval for this project. Although we feel the MOA approved this “grandfathered” system and no MOA waiver fee is justifiable because the MOA has issued a previous COSA for these holding tanks – we have attached the MOA waiver fee and form. The code separations at that earlier time were met and approved by the MOA, we are now requesting waivers of 78’+ to the well(s) and proposed tanks. Granting of these waives to install the new improved holding tanks as shown is justifiable with the improved tanks, a berm will be installed to maintain 100+’ surface flow from any wells or service water to the tanks, the wells are up gradient 10’+, wells are on the opposite of the house, the wells drain away from the proposed tanks, the well logs show clay and bedrock at shallow depths with little to no possible transference, etc …In essence, there is no foreseeable interaction. For this and other reasons previously submitted and discussed with MOA, we respectfully request issuance of this permit and waiver so the owner may proceed. Due to the small size of the lot and the difficulty we are having in designing a septic system, we are requesting a waiver of the lot line distance, to be only 5 feet on the east and west lot lines. Neither the lots east nor west of lot 19 have been built on yet. This septic system will be a shallow bed. Naturally we want it to be on the gentlest slopes possible. The slope to the north is gentlest, and it becomes steeper to the south. Because it will be a shallow bed, the lateral zone of influence will be insignificant and it will not harm adjacent lots. To keep the bed on the gentlest possible slopes, therefore, we are requesting a waiver of the lot lines to the east and west only, to be 5 feet. Receipt of contradictory letters from Alaska DEC temporarily clouded the stream issue; however, as it was in your situation, the ditch along Romania has been designated a "stream or surface water" and appropriate setbacks are required. The owner of Lot 18 must bring his system into compliance with State and Municipa~ law. Our department intends to force compliance if we are unable to obtain voluntary compliance. Recently we were informed that the State is again looking critically at the surface flow along Romania. Should their findings differ from those outlined above I will let you know. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit.
