The new proposed tank should improve the situation on the lot. The advantex treatment septic tank will be a maintenanced annually. The septic tank will be connected through the verricom system so if there was something wrong it could be identified and fixed. The old septic tank will be permanently abandoned. The new absorption field will be constructed outside of the well radius. However there is a drainage Swale with -in 10 feet. The engineer has determined this does not have surface water, and engineering and construction techniques would be done to prevent any surface water contamination. The new absorption field will also be on a slope greater than 25%. Due to the nature of the lot there really is no practical was of installing an absorption system on a slope less than 25%. The proposed location is approved given Watkins engineering does an additional test hole during construction to determine the soil strata matches test hole #2 to ensure the septic effluent migration will not surface above ground. And finally the old trench is proposed to be used for a future reserve site. The engineer has determine the absorption field even in a state of failure has not day lighted on the surface of the ground. Well Data The well was installed in 1979. The static water is 95 feet. The approximate bottom of the encroaching septic tank and absorption field is 10 feet. The water table gradient slopes away from the well at approximately 10%. There are detectible nitrates in the well, but watkins engineering determined that may not be influenced by this waiver encroachment. Box 196650 Anchorage, AK 99519-6650 RE: Paradise Valley Block 10 Lot 1 Proposed Septic System Upgrade and Waiver Request To Whom It May Concern: Attached please find the application and supporting documentation to upgrade the septic system for the referenced 3 bedroom house. Waivers are requested for the separation distance from the septic system to the well and intermittent surface water and for installation on a 50% slope. The existing septic system was installed in 1980 and is now surcharged. It is proposed to abandon the tank in place, and retain the drainfield for future use. It is proposed to install an AdvanTex AX -20 with a pump basin and new drainfield. The proposed design is based upon a test hole dug on April 9, 2007. There was no groundwater influx when the hole was dug. After monitoring, the water level was 10.5 ft below surface on May 15, 2007. The test hole was dug to a total depth of 13.5 ft and encountered silt, sand, and gravel. A percolation test conducted between 4.0 ft and 4.5 ft resulted in a rate of 2.7 minutes per inch. An application rate of 6.0 gpd/ff is used in the design. The soil log is attached. When the drainfield was installed in 1980, the reduced separation distance between the well and drainfield was not approved. We wish to retain the drainfield as a backup, so we request a waiver now. The drainfield is installed on a steep slope with less than 50 ft lateral distance to a slope greater than 25%. There is currently no evidence that septic effluent has reached the surface even though the drainfield is surcharged. Thus, the installation on the steep slope is justified and should not lead to degradation of the environment. Justification of the well encroachment is provided below. The lot is extremely steep, and there is not a safe place to install the AdvanTex tank more than 100 ft from the well. We therefore request a waiver for a 90 ft separation distance. Justification of the well encroachment is provided below. There is no place on the lot with a slope less than 25% for installation of a new drainfield. The northeast corner of the lot was chosen as a location, because it is less steep than other areas. It is also more accessible and therefore provides safer working conditions during excavation. It is proposed to dig another test hole on the downhill side of the lower drainfield, to confirm that there are at least 2 ft of accepting soils beneath the bottom of the trench. The ravine to the west of the proposed drainfield has remained dry except when disturbed by equipment digging the test holes. There is, however, a note in the file mentioning surface water on the lot. During construction of the new septic system, a perforated pipe wrapped with geotextile fabric will be installed in the ravine to ensure that any potential water in the ravine remains below ground. A berm will be created on the west side of the drainfield to divert any potential surfaced septic effluent away from the ravine. A waiver is requested for separation to this seasonal surface water. believe that the reduced distance of 90 ft from the well to the 1980 soil absorption system and the new AdvanTex AX -20 tank and pump vault will not lead to contamination of the well or the aquifer for the following reasons: 1) Effluent quality from the AdvanTex is significantly better than that from a conventional septic system, 2) The AdvanTex will be routinely maintained by a service provider, 3) The AdvanTex system operation is monitored 24 hrs per day, 7 days per week by Anchorage Tank & Welding, Inc., 4) Satisfactory water analysis from the subject well (even after 27 years), Paradise Valley Blk 10 Lot f Permit Ap. d Waiver Request; May 29, 2007 Watkins Engineering, Inc.; page 3 ora 5) Well depth of 198 ft provides substantial vertical separation, 6) The groundwater flow direction in the area is not from the septic system toward the well, 7) The house is located between the well and the septic system, providing a barrier between the two, and 8) There is a substantial surface elevation difference between the well and the septic system, with the well uphill. The water analysis from a sample taken on April 24, 2007 reported no bacteria, no Arsenic, and 6.01 mgA nitrate. The lab report is attached. The subject well log is attached, showing a total depth of 198 ft. Four other well logs from the area are attached, with one showing a layer of "hardpan" above the aquifer. The direction of groundwater flow was determined by plotting the elevation of the static water level in wells on nearby lots. This is shown on an attached site plan. The ground level elevations were obtained from a topographical map, and static water levels were obtained from the MOA files and well logs. The analysis showed that the groundwater flows from the northeast to the southwest. The placement of the proposed septic system precludes subsurface water movement from the septic system toward the well. Flow of potential surfaced effluent from the septic system to the well is impossible, due to a surface elevation difference. am not aware of any adverse effect that this upgrade or the requested waivers would have on any adjacent properties' water and wastewater treatment needs. The investigation complied with those procedures required by the Municipality of Anchorage Department of Health and Environmental Protection. This investigation,'which was accomplished on June 21, 1978, consisted of a test hole drilled to a depth of 20 feet below the existing ground surface. The test hole was sited according to your instructions and its location is shown in attached Drawing A-01. Drilling was accomplished with a rotary drill rig using continuous flight solid -stem auger with an outside diameter of 6 inches. A sample was taken at the depths shown on the soils log in Drawing A-01. The sample will be held in storage at our lab for approximately six months. In addition, all material brought to the surface by the augers was continuously monitored by an experienced engineering geologist. The topography at the drilling site is generally gently -sloping Southeast. At the time of the investigation the site had original vegetation con- sisting of willow and alder. The top of the test hole was located at original. ground surface. The soils encountered in the bore hole are shown in the test hole log in Drawing A-01. This log displays specific conditions encountered at the test location. However, subsurface conditions may vary in other parts of the lot without any apparent surficial evidence of the change. Groundwater was not encountered. Bedrock and permafrost were not encountered. At the time the hole was drilled seasonal frost was not present. Based on the visual classification of the soil and the requirements set forth by the Municipality of Anchorage, a percolation test was not necessary within the test hole on the subject lot. An annual permit, issued by the Municipality, that allows the Owner to operate an AW WTS, upon meeting all l the requirements of this agreement, the conditions of Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of r ($_2_.00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee Is due on or before the anniversary date of the approval by the Municipality of installed system. 4. Term. Alterations, installation and Removal of Additional $unipment. Owner agrees not to make any alterations, removal of parts or additions to the AW WTS without a Construction Permit t'rom the Municipality. 6. Maiateaanee and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (S) inspection costs. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AW WTS Operating Permit.
