On April 12, 1994 we revisited the site and excavated an additional test hole in search of either lower groundwater levels or soils with a higher permeability. During the latter date, spring melt-off was near its peak and we also hoped to get a better idea of the subsurface conditions during break-up. Test hole #3 was excavated to a total depth of 14 FT on April 12. The soils were brown, sandy silt (with some cobbles) from below the surface organics to the bottom of the hole. The hole was dry during the soils test, but during the monitoring period, the level rose to 5 FT below existing grade. It is our opinion that the elevation of the groundwater level is largely due to melting snow running into the test hole. Nevertheless, we feel that we should use this level to accommodate the worst-case situation. The percolation rate in test hole #3 was 20 min/inch. The application rate on a bed system would therefore be .4 GPD/SF. For a four-bedroom house, the area required would thus be 4 X 150 / .4 = 1,500 SF. Because this test hole has a higher percolation rate than test hole #2 (used previously), we are revising the design to use test hole #3, and two 15 FT X 50 FT pressurized beds. The attached revised site plan (dated April 30, 1994) details the proposed system. Also attached are the calculations for the pressuized bed hole size & spacing. The proposed home is a four (4) bedroom single family home. Two test holes were excavated on September 26, 1993 at locations indicated on the attached site plan. Percolation rates were 3.3 nfin/inch in test hole #1, and 33 min/inch in test hole #2. A seep of groundwater was encountered at 10 FT during the excavation of test hole #1, and no water was visible in test hole #2 during excavation. At the end of the ground water monitoring period (October 3, 1993), the water level was at 5.5 FT in test hole #1, and,!3 FT in test hole #2. Further monitoring on February 21, 1994 revealed groundwater at 8.5 FT in test hole #2. We were unable to find test hole #1 off that date due to snow cover. Because we plan to use test hole #1 as a reserve area, we feel that adequate information was gathered during the conventional monitoring period. Prior to installation, however, the levels will be checked again in both test holes. We propose to install a bed in the area of test hole #2. Because I do not have a copy of the complaint, I mn respondh~g to the key points based on my recollection of your description. 1 am employed by lite Anchorage Water 6/Wastewater Utility as a Geographical Information Systems manager. I also operate a small engineering consulting company that specializes in on- site septic systems. The company is called Mountain Engineering. i operated the company before I began working at AWWU (approximately 2 years ago), and I have continued perforn:dng work under Mountain Engineering during my employment at AWWU. My supervisor as well as the General Manager of AWWU are aware of my outside work activities. The complaint you received is centered arom~ the permitting and con.st_ruction of a septic system on the above referenced lot. The assertions mode m the complaint are incorrect and misinformed. Based on my recollection of our conversation, the following assertiom were made: 1. I designed work under Mountain Engineering that I ~igned.off on ~ ~ AW'v3/'U employee. This is incorrect. AW'WU is a completely separate department, located across town from the Department of Health and Human Services (DHH$). My work at A',,¥%a./U in no way involves DHHS's On-Site Services section (or septic systems at ail), and I have nothing lo do with approving septic ~ystems at DHH$. 2. Over the last 9 years, there b. ave been many 'perk' t~ts. and all o£ ~w t~-e,-~ s,howed that a septic system could not be ~rmitted on the lot, This is incorrect. Prior to the testing I performed last fall, there were two series of tests: in 1982, and in !991. Contrary to the allegations in the complaint, all testing indicated that a septic system ~ be legally installed. Soil percolation rates were adequate, a~nd groundwater varied from $ FT to 4 FT. These results are in the same range as the results that i obtained. The reason that there were three different tests is that the ordinances and the owners changed, necessitating updated testing, including my tests, there were therefore tests by three differem companies, in different years, with similar results. 3. Te~t Hole #g was with{n 100 FT of the udghboring weft, a~d therefore ~egal or u.stance b~~ e~n a we!! and improper. This is incorrect. For this reagon, it is common to place a test ,hole withh-~ a well radius. If we had placed the test hole outside of the radius, we would be wasting area that could be used for the drainfield. When the previous owner was looking for a piece of woty, l to put a 'For $a1¢' sign on, he inadvertently used a piece of scrap wood that still had the remnants of hi~ old building permit in Lilac Park subdivision. The ',=or Sale' sign was nailed on top of the old building permit on a tree w~il away from the buildirtg site. When someone removed the 'For Sale' sign, the buiIding permit was re-exposed, an oversight that was fully explained to the neighbors before this complaMt was filed. There was no septic: ~rmit on file at DItHS. This is incorrect. The .~eptie .qy.~tem has been fully permitted. The previous owner of the lot was my brother-M-law and there may have been some type of improper aceommodatlons made. The previous owner is my brother-in-law (Gary Cartwright), hut the latter assertion is itlcorrect. The otdy apparent reason tbr mentioning my relation to the previous owner is the implication ',t~t [ might have swayed results in Mr. Cartxvright's favor, If this is indeed the complainam's intention, i would urge the conlplainant to state this directly, and to be Mlty responsible for the statement. It took eight years of hard work to earn my professional engineering regislratioa, and t would not .jeopardize my registration (and my livelihood) for a septic system. All of the testing I performed was observed by at least two other persons, and was completely in compliance with professional standards, MOA ordinances, the State of Alaska, and federal EPA guidelines. As indicated above, testing by two other companies also produced sh-nilar results. This lot is one of the last lots to be developed in the subdivision a~ld, in my opinion, nmch of the resistance being presented by certain neighbors originates t'rom a desire to prevent any development. Most of the above allegations (along with other objectiom) have been voiced to the present owners of the lot, and have been fully answered. We did encounter unforeseea surface water problems on the lot during i.,'~s~tlation of the septic system, as evidenced in the photographs submitted with the complaint. Before the photographs were taken, however, we had already decided on a course of action to elkmivgte t~he water~ The water is perched on top of the soils just [;elow the organic layer on 'die ground suffice. The contractor is installing (per our discussion.s with DHHS, On-Site Service~ section), a cu~ain drain to remove any surface water or ground water from the vicinity of the septic system. Although there is every indication that the surhce water is only a problem during spring break- up, we want to prevent a reoccurrence of this problem each spring. When discussing the curtain drain with DI4HS (Jim Cross & Robbie Robir.-~on). ~t was suggested that we install monitoring robes on the dowr, h, ill side of the curtain drain. We are following their suggestion. This will allow us to prove w~th certainty that ~e required 4 FT vertical separation to the bottom of the beds is maintained. It was general knowledge the lot had trouble percing. The lot was sold to Johnson/ Cutlers the summer/fall of 1993 after a perc. test done by, Mountain Engineering, Mark Pearson's Company, passed. The summer of 1993 was a record dry summer. At an Architectural Control Committee of the Park Hills H.O.A. meeting in Feb. 1994, Questions arose about a test hole being to close to a neighb, pring well, and questions of past perc. tests done on lot 9, block 2. It was stated by the buyers that Cartwrights had assured them of the quality of the lot , citing that they had a building permit post to build on the Park Hills lot . H.O.A. found that the building permit posted is for another lot , in a different subdivision, owned by the Cartwrights, that was built on in 1992. A check of On-Site records showed , no record was on file of any pas[ perc. tests or permits. The Municipality Building permit/ office was called, and it was reported that an erroneous building permit was posted. When asked what the legality of having this permit posted on a lot it was not issued for, the person I spoke with said it was illegal and she would look into it. There has been standing water around Test hole #2 and a new test hole #1, done in April 1994. The current septic system has been put in between these two holes. Water has been visible at levels higher than reported on perc. test filed with On- Site. Photos taken of the drain field bed, show standing water in two out of three drainage beds. The third bed had water in base of trench. Robbie Robinson of Municipality of Anchorage ,Department of Health & Human Services, On-Site Well and Wastewater explained how the proposed septic system for lot 9, block 2 worked. See enclosed "Requirements and Specifications, AMC 15.65. He pointed out that perc. test done showed water level down appx. 5 feet. Yet picture shows standing water at same test site.
