The On-site Services Section of the Environmental Health
Division of the Department of Health and Human Services has
jurisdiction/authority over all wells and septic systems serving
single family residences located with the Municipality of
Anchorage. In this capacity we are concerned with the location
of well (or septic system) being within a dedicated right-of-way
easement. We are not concerned, however, with a well (or septic
system) being located within a utility easement. In such cases
when we process a Health Authority approval Certificate, we do
request letters of non -objection from the utility companies
involved. If we have the letters of non -objection, there is no
hesitancy on our part to sign -off on the Health Authority
Approval providing, of course, that all other well and septic
requirements are in compliance.

Approval for the individual sewer and water facilities cannot
be granted until the following items have been completed:
0 The top of the well casing should be scaled ao that it Is

Exposed electrical wires to the well head are in violation
of the I'llualcipality of Anchorage codes and must be eacased
in conduit.
The septic tank pumped with a receipt submitted to this
department.

leaching area.

An adequacy test needs to be performed on the existing
leaching area. This test will determine if the systeti Is
adequate according to National Standards. A listing of
private firms performing the test is enclosed. This report
needs to be submitted to this office for our review.

noted discrepancies have been corrected. If there are any

The reported adequacy test on May 2, 1983 was the result of two tests.
On the prior test, performed April 18, 1983, the system was found to
have standing water in the crib. During the test, the system accepted
34.5 gallons of water. Prior to the May 2, 1983 test, the crib was
pumped. It was reported by Mr. Wessell that he had the crib pumped a
week before rescheduling the second adequacy test.

To whom it may concern:
Per the MOA records the septic system consists of 1250 gallon septic tank followed by
two cribs and then a seepage pit. During our initial inspection we could only find the
septic tank cleanout, one crib cleanout, and what is believed to be the seepage pit
cleanout. There were several sets of double cleanouts present, which Wilco
Contractors used (via a sewer/drain subcontractor) to inspect the sewer lines between
the tank, crib/s, and seepage pit. Based upon the camera inspection, it appears that
one of the cribs is no longer present. It is likely that is collapsed in the past, was filled,
and a solid pipe run over it. In short, it appears that the first crib has been
decommissioned that that only one crib and seepage pit are in use. The home has two
bedrooms in it, the soil rating is 250 sq.ft./bedroom, and the seepage pit has an
absorption area of 528 sq.ft. In short, the seepage pit alone is adequate in size to serve
the residence.
Prior to testing the system, there was water in the seepage pit, which can only occur if
the crib is spilling over into the seepage pit. Our test was run on the seepage pit only.
