(State of Alaska Memorandum to District Office Engineers dated January 3, 1985) Waiver Request for: Rolling Bills Estates Block C Lot 6 ParcelID#: 011-072-06 Waiver Request Number WR#: 050084 Waiver Requested: 58 FOOT HORIZONTAL SEPARATION DISTANCE FROM WELL TO PROPOSED SEWER MAIN Engineer: Steve Pannone PERDIM SW050364 Sewer Main Data Any and all sewer main located within 75 feet of the lot 5 well radius will have pipe joints positively connected by field lock gaskets. And all pipe connections and joints will be wrapped with a water tight seal. A water tight seal will consist of a layer of polyethylene encasement material 8 mils thick and conform to ANSI/AWWA C105 A21.5. Well Data Unfortunately there is no well log on record for this well. However there are enough well logs for the area to to get a good idea of the general soil strata. Steve Panonne provided a number of soil logs for the waiver submittal. Most of the well logs seemed to have more or less the same soil strata. For the purposes of calculating the points according to the D.E.C. guideline, Rolling Hills Estates Block C Lot 2 well log was chosen. The proposed sewer line is going to be 6 feet deep. The soils from the bottom of the sewer line for 61 feet is Gravelly Silt, then 18 feet of Silty Gravel, then 11 feet of Sandy Silt, then 7 feet of Silty Gravel, and then 4 feet of water Sand and Gravel. The Nitrate Samples showed to be low which is well with in municipal standards. Please see permit SW050364. This permit was issued on September 22, 2005 for a well on Rolling Hills Estates Block C Lot 5. The well was issued by Dan Roth, Onsite Program Manager with a special construction technique as a provision. This provision was added to the permit because an encroachment was anticipated soon after the construction of the well. Some time after the construction of the well there is proposed plan for a sewer main extension that will then encroach the newly installed well to service Lot 5. Typically the soils in this area are poorly graded sands to silty sands. 2. Waiver Request: The proposed sewer main will connect to an existing manhole in 731 Avenue. It will run north up Bailey Street approximately 282 feet and terminate in a manhole. The pipe joints will be positively connected by the use field lock gaskets. F urthr, each pipe connection will be wrapped to provide a watertight seal using material specified in AWWU Design Criteria Manual. The existing manhole currently has all mechanical joints inside the manhole and is watertight. The proposed manhole will be a waL-rtight manhole with mechanical joints inside. See the attached plan set. These plans have been submitted to AWWU (on 9/16/05) for review and comments. The new sewer line will be located 58 feet from the existing well on Lot 6. 3. Well Construction: The Owners of Lot 5, Block C are in the process of obtaining a permit to construct a new home. A new private well will be required to serve this property. I propose placing the well in the northwest corner of the lot, near the Bailey Street Rightof-Way. It will be located over 100 feet from any existing septic systems on the surrounding lots. 4. Surface Water: There is no surface water within 100 feet of the proposed system. The proposed systems will maintain at least 100 feet from all surface water and drainage dithes. 5. Topography: The average topography in the area of the proposed septic system is approximately two to three percent in the area of the SAS. Waivers are requested for separation between the tank (AdvanTex) and absorption field to the well and to the property line. The existing trench, installed in 1987, has failed. It is proposed to install an advanced wastewater treatment system to serve this property. The proposed design is based upon Test Hole #1, dug July 3, 2003. The proposed absorption field is within a 30 ft radius of the test hole. Test Hole #1 was dug to a total depth of 14.75 ft. The soil encountered was silty brown sand. No water was encountered, and there was no water after 7 days of monitoring. A soils log is attached. A percolation test was run from 5.5 to 6.0 ft, with a result of 14.7 minutes per inch. The maximum proposed depth is 8.75 ft. Proposed Soil Absorption System: 4 Bedrooms x 150 GPD/BR Application rate used: System Type: Maximum Depth: Effective Depth: Reduction Factor: Length Required: Proposed Length: 600 GPD 133 sq. ft required Shallow trench (5 -wide) 8.75 ft 3.5 ft 0.54 133 sq. ft/5ftx0.54= 14.6 ft 15 ft Waivers are requested for a separation distance of 75 ft from the well to the tank and the absorption field. There is no other suitable site on the lot for a septic system. The existing tank and absorption field are located within 100 ft of surface water, a pond to the east. Waivers are in place for that encroachment. The reduced separation distance between the well and the tank and absorption field are justified by the following: ➢ Good quality effluent from the AdvanTex AX -20 Advanced Wastewater Treatment System, Sewer Upgrade Permlt Application for Rolling Hills Estates, Blk C, Lot 6 Watkins Engineering, Inc.; August 12, 2003; page 2 ➢ Good existing water quality from the well, with no nitrates and no bacteria detected, as tested on July 24, 2003, ➢ The location of the well on the opposite side of the house from the tank and absorption area, obstructing a direct path of potential surfaced effluent, ➢ The location of the tank and absorption field in a highly visible area adjacent to the garage, ➢ Topography (as demonstrated on the attached site plan) with the well upgradient from the septic system, and ➢ The depth of the wells in the area (92-120 ft) and the presence of an impermeable layer of "hardpan" between the surface and the aquifer. There is no well log available for the subject property, but logs from 3 nearby wells are attached. Please see the attached water analysis, well logs, and site plan showing potential surfaced effluent path which justify this waiver. Waivers for 1 ft separation to the lot line and for 8 ft separation between the new and the existing absorption field are requested. The percolation bench was dug 10 ft from the existing absorption field, and no stained soils were encountered. Thus, the reduced separation to 8 ft is not anticipated to adversely affect the absorption capacity of the new absorption field. The lot to the north (lot 5) is vacant, so the one foot separation to the lot line will not adversely impact their onsite wastewater needs. The house has been upgraded from 3 bedrooms to 4, and with the Advantex, the existing absorption field will provide an adequate reserve site, with an absorption area of 688 ft2. The percolation rate for the absorption field was 20 minutes per inch, which would have an application rate of 4 gpd/ ft2 for a Category 3 system and a required absorption area of 150 ft2. The new survey (June 27, 2003) shows that the existing septic system encroaches upon the 100 ft well separation by about 2 ft, thus a waiver is requested to 95 ft between the well and the old absorption field. I am not aware of any adverse effect that this upgrade would have on any adjacent properties' water and wastewater treatment needs. Thank you for consideration of this permit application. Definitions. A. Alteration. Any change to the design or function of an AWWTS that includes the installation or removal of any parts, components or pieces not included in the original construction permit and design. Prior to performing any alterations to an AWWTS the owner must obtain a Wastewater Disposal System Construction Permit from the Municipality pursuant to Anchorage Municipal Code (hereinafter, "AMC") 15.65 B. Certificate of On -Site Systems Approval. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC Page 1 of 5 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. - D. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. E. Permit (Construction). An On -Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating). An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AWWTS, upon meeting all requirements of this agreement, the conditions of the Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AIMC 15.65. I Fee. Owner shall pay to Municipality an annual fee of ($_-P)"�.00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. Page 2 of 5 4. Term. The term of this Memorandum of Understanding shall be for the life of the AWWTS. The term begins on the date of approval by the Municipality of the installed system and shall continue while the AWWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of on site approval is issued to the new owner or transferee of the property. 5. Alterations, Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction 'Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, owner agrees to comply with all applicable ordinances, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. The schedule of maintenance and repair contained in the Owner's AWWTS Operating Permit is: Page 3 of 5 C. Owner acknowledges that the fine schedule for failing to maintain and repair an AWWTS are codified in AMC 14.60. D. Owner agrees that only maintenance, repair personnel certified by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the systems. E. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. F. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. G. Owner agrees that the relevant provisions of the standard specification guidebook for AWWTS is the governing professional guidelines for the construction, maintenance and repair of the Owner's AWWTS. 7. Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way affect the validity of this Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 8. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality as this Memorandum of Understanding was- executed and such writing shall be attached to this Memorandum of Understanding as an amendment. Any provisions of this Memorandum of Understanding decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Memorandum of Understanding. The existing on-site wastewater disposal system was installed on this property in approximately 1965. At that time the 100 foot separation distance currently required between an on-site wastewater disposal system and surface water had not been established by either State law or Municipal codes. The existing seepage pit has been in use for approximately 22 years and a soil test performed by AECS to a depth of 14 feet in 1985 and a second soil test performed by us to a depth of 16 feet as supported by the attached soil log indicates the soils are silty sand material with no evidence of a water table to these depths. A waiver to the horizontal separation distance between the existing seepage pit and the private well on this property was granted by the State DEC in July 1985. It is our opinion that to further encroach upon the private well is less desirable than the existing encroachment upon the surface water and with the granting of this waiver a waiver to the private well will no longer be required. It is our opinion that this upgrade will be an improvement on the existing situation and that the horizontal separation distances established in 1973 are not required in this case.
