Permit No. SW980069
The owner of Lot 5, Block 2, Scimitar Subdivision No. 1, along with his well driller, has
decided the ideal location for the new water well is in the northwest corner of the lot.
Unfortunately, this is the area identified for the primary septic system. We have, therefore,
resdesigned the system and placed it in the southwest cornet' of the lot outside the I00'
protective radius of the new well location.
A testhole was placed in the area of the new absorption trench and conditions were found to
be identical to those found in Testhole No. 2. Clean well graded gravel was found at 4'
below the surface. This material percolates at rates near 1 ~rdnute per inch. Since more
than 50% of the material passes the No. 4 Sieve a sand filter is not required. The size of
the system will be identical to that originally designed and permitted for the other side of the
lot. The alternate site remains in the same area.
We hereby request the well and septic system permit previously issued for this lot be
modified to allow placement of the well and septic system at the locations shown on the
attached site plan. All other aspects of the original design and application package remain
unchanged.

Impacts to Adjacent Properties
Dear Onsite Services Engineer:
We hereby apply for a permit to construct a well and an onsite septic
system on Lot 5, Block 2, Scimitar Subdivision No. ll~. The attached site
plan and backup documentation identify the size and location of the well
and new septic system to serve the three bedroom home to be constructed
on the lot. The 100' protective radius for the well is also shown on the
plan.
The surface of the back quarter of the lot slopes dramatically from east
to west at slopes exceeding 30%. The slope flattens however to near zero
where the house will be placed and the septic system constructed. A
testhole placed in this area revealed a gravelly silt which percolated at a
rate of 12 minutes per inch. Another testhole placed closer to the front of
the lot consisted primarily of well graded gravel which percolated at a
rate less than a minute per inch. The majority of the material passes the
No. 4 Sieve. The primary absorption trench will be constructed in this
area with a service line running from the septic tank. The ground surface
in this area is fairly flat and the absorption trench will be constructed
paralell to the tot line.
No conflicts exist between the new septic system and the protective radii
of adjacent wells. Similarly, no conflicts exist between the new well and
the separation distance from septic systems in the area. The only close
system is to the south and is more than 100' from the proposed well.

If the system is constructed as designed the following statements apply:
The system, if constructed as designed, will have no adverse impact
on the wells in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact
on existing septic systems in the area or those to be constructed in
the future.
The system, if constructed as designed, will have no adverse
impact on reserved space, either surface or subsurface, on any lots
located in the area.
The system, if constructed as designed, will have no adverse impact
on drainage patterns in the area. The current drainage pattern will
be maintained.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 5, BLOCK 2, SCIMITAR SUBDIVISION NO. f~ \
GENERAL:
1. The scope of this project includes furnishing and installing
a new 1,000 gallon septic tank. It also includes the
construction of a new 40' total length by 5' wide by 4'
effective depth absorption trench. The distribution piping
must be placed at 4.0' below the ground surface. Mounding
over the trench may be required to provide a minimum of 3'
of protective cover.
2. Construction shall be in accordance with the approved site
plan, design drawings, Municipal Permit with any special
provisions or conditions, and all applicable State and
Municipal Wastewater Disposal Regulations.
3. The Contractor shall be responsible for obtaining all
underground utility locates and for the layout of the septic
system and verification of the location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall
be responsible for final grading areas subsequently
depressed from soil settling. Property owner shall be
responsible for revegetation of affected areas unless
specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must
be certified by the Municipal Department of Health and
Human Services for system installations. Owners installing
their own systems must receive prior approval from D.H.H.S.
before beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,000 gallon septic tank must be procured from an
approved source and installed at the location shown on the
plans.

2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts
for pumping access.
3. The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
5. Tanks installed without 4' of cover shall have a minimum of
2" of direct burial insulation.
6. A foundation cleanout shall be installed one to four feet
from the building foundation. Two cleanouts are required
between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive
slope exists away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown
on the design. The bottom of the trench shall be within 2"
of level.
2. Distribution piping must be placed level with perforations
down atop a level bed of drainfield rock. Rock should then
be placed over the pipe to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between
the drainfield rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the
locations shown on the design. The portion below ground
must be perforated.

5. Contractor shall verify the septic tank and drainfield are a
minimum 100' away from any private water wells in the
area, 150' from a Class "C" Well or 200' from any community
well.
6. Direct bury insulation must be placed over the distribution
system if less than 3' of backfill depth is available. Finish
grade over the trench must be mounded to prevent
settlement or depressions.
7. Grade area surrounding the absorption trenches to drain
away.
8. A minimum 2' of accepting soil is required below the
drainfield rock for a 5' wide trench. Contractor shall verify
this condition prior to placement of the rock. All pockets of
unacceptable materials must be removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic
system installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C.
(perforated and solid), ASTM F810 or H.D.P.E. (perforated,
but not solid) and ASTM D2662 or A.B.S. (perforated and
solid).
3. Insulation shall be at least 2" thick extruded direct burial
polystyrene (Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted
watertight couplings (Caulder, Fernco, or equal).

5. A permeable geotextile fabric (Typar, Mirafi or equal)must
be installed between the final drain rock layer and the
native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than
3% passing the #200 sieve.
INSPECTIONS:
A minimum of two inspections are required by Municipal
Ordinance. These inspections must be conducted under the
supervision of a professional engineer registered in the State
of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation
of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement
of the geotextile fabric, gravel, distribution piping,
standpipes, cleanouts and insulation. No backfill should be in
place at the time of inspection.
Contractor shall provide acopy of all field survey layout and
construction notes for use in preparing the certified as-built
of the completed system.

Well and Water System Flow Test
Dear Paul and Arlene:
We recently completed a flow test on the well and water system located on Lot 5, Block 2, Scimitar
Subdivision No. 1 to determine the total capacity of the system and the production rate of the well.
The well is 400' deep with a static water level of 78.67'. During our test to determine the storage in
the well the water level drew down to 388' before the pump shut down. The well casing therefore
provides nearly 310' of water storage or approximately 452.7 gallons.
The Kolaps-A-Tank Bladder in the crawl space along with the Gould ½ HP Transfer Pump and
WX-250 Pressure Tank are capable of storing nearly 830 gallons of water based on our flow test.
The total storage capacity of the system is therefore 1,282 gallons of water. This total equates to
5.34 gallons per minute when totally discharged over a 4 hour period.
The flow test perfm~ed on the well indicated a production rate of .238 gallons per minute which is
nearly identical to rates achieved in the past. The Municipal requirement for a two bedroom home
is a production rate of .208 gallons per minute. The well meets the Municipal requirement for a
two bedroom home.
In summary, the well production rate is .238 gallons per minute. The water system has a storage
capacity of 1,282 gallons of static water storage when including both water stored in the casing and
in the bladder and tank in the crawl space. The system therefore meets Municipal requirements for
both production and storage.
