Normally, a separation distance must be maintained, such that a new system is not installed in or near soil that has already been saturated or "used up" by the old system. This is a report explaining why such an unconventional method was used. The owner of the house decided to sell. He realized that the present system would never pass an adequacy test because it was not working and it had to be pumped quite frequently. He figured it would be appropriate to install a complete new septic system. On June 17, I performed a soils test about 30 feet south of the house. Clean sand rated at 150 square feet per bedroom was encountered from 1/2 to 6.5 feet, with a tan silt below and no groundwater. A permit was issued for a bed system. The excavator, Ed Sanders of Acreage Systems, asked how close he could install the new system to the old one. He wanted to build near the old system because the lot is restricted by topography and wells. I told him that we absolutely had to stay away from the zone of influence of the old system. I suggested that he could scratch around with the backhoe near the old system, and locate the extent or zone of influence. Then we would proceed from there to discuss how to arrange the new system. On June 27, I visited the job site to see how construction was going. To my dismay, the soil away from the test hole was not sand, but fill or silt. It was visible in the sidewall that the clean sand strata thinned out from a few feet to only inches. I told the excavator that a system built in such fill or silt was unacceptable, and that it had to be built in naturally occurring clean sand. I suggested he dig other places on the lot in an attempt to find more gravel or sand strata. As it turned out, he dug into the soil to the east of the house and found clean sandy gravel. He then proceeded to dig into the old system to determine the extent of saturation in the surrounding soil. The old septic system had apparently been installed with no sewer rock; the only thing present was a 4" perforated sewer pipe laid directly on the sandy soil strata. Worse yet, the pipe ran uphill, according to the excavator. I was skeptical and insisted on digging holes in the area, one to verify no groundwater to 4' below the proposed bed, and a second to show how much soil had been ruined by the old system. To my amazement, only a small area (less than a few square feet) had been discolored gray by the old system. Comments regarding the systems are summarized as follows: 1. Septic System: The water level in the south monitoring tube was approximately 3.25 inches, and the north monitoring tube was completely dry. This is an indication that the bed is not perfectly level; however, based upon the adequacy test, the performance has not been impaired. Water was added to the north clean-out at a rate of 5.65 gpm for a total of 85 minutes (480 gallons), during which time the water level in both monitoring tubes remained unchanged. In short, water was being absorbed as fast as it was being introduced. Based upon this test, the septic system was deemed adequate for a 3 bedroom house (450 gpd). 2. Surface Waters: According to the as-built survey for the property (copy attached), there is a drainage easement which runs through the lot, approximately 70 feet away from the septic system. Because of the snow conditions (2/23/96) it was not possible for me to identify any surface waters within 100 feet of the septic system. The existing drainfield was installed during summer conditions in July of 1985. Per the 7/1/85 inspection report, and the 8/12/85 HAA, there are no surface waters (noted as N/A on the 8/85 HAA). Given that these inspections were done in the summer, it is reasonable to assume that they are reliable. However, it may be discovered some time in the future (during spring conditions?) that there are surface waters withing 100 feet of the septic system. If this turns out to be the case, it will be necessary to apply for a waiver at that time. 3. Septic Tank: The existing septic tank was installed in September of 1977, making it approximately 18.5 years old. It is reasonable to assume that it is approaching the end of its useful life. The new homeowner should anticipate replacing it within the next 5 years. 4. Well Only 80 Feet From Neighbors Septic System: The well on ~_~'~'~~ was drilled 9/26/77 The set~tic system on Lot lB, Tract 9, Siefker #3 S/D~_i 1800 Avion St~oe() was installed the n¢'xt fall (li)/1/78). The trench sump for this septic system is approx~-----'~mately 8'--''''~ -0 feet from my client's well. The water samples taken indicate that the water quality is good (nitrates ND, and no bacteria). It is my understanding that the neighbor is responsible for obtaining the necessary waivers for the subject encroachment. This property is being sold to the owner's son and daughter in law. Tile engineer hired by the owner to perform adequacy tests to the on-site wastewater disposal and wate~wvell systems confirmed that the wastewater system serving your borne (Lot lB Tract 9 Siefker Subdivision) encroaches upon the well serving the subject lot. Tile required separation is 100 feet and tile existing separation is 78 feet. A waiver was performed by this office and tile 78 feet separation was determined to be safe fi'om potential contamination entering the well from your' wastewater system. In reviewing our records it appears that the waterwell selwing the subject lot was in place (9/26/77) when the wastewater system serving your home was constructed (10/I/78). Tile cost of performing this waiver is placed upon tile current owner of the system that was constructed in violation of code requirements. The cost fora waiver of the separation distance between a wastewater disposal field and a well is $920.00. We request this amount be paid to this office upon receipt of this notice. Dear Dan: As addressed in the original HAA submittal, dated March 1, 1996, the well on my client's property was drilled 9/26/77. The septic system on Lot lB, Tract 9, Siefker #3 S/D (11800 Avion Street) was installed the next fall (10/1/78). The trench sump for this septic system is approximately 80 feet from my client's well. Attached is a drawing which show the location of the well and the neighbor's septic clean-out. I am requesting the waiver for 78 feet to account for the width of the trench. Normally when requesting a waiver it is standard practice to evaluate the contamination potential (point system) as outlined by the State of Alaska, Department of Environmental Conservation (ADEC). Due to the fact that we are not evahtath~g a hypothetical situatiot~, but rather a real world case in which a septic system has encroached upon the well for almost 18 years, ! am proposing to use a more common sense justification (as we discussed on the phone 3/13/96). The justification for this waiver is based upon the following facts: a. The encroachment has existed since 10/1/78 and the well water quality is excellent. Water samples taken 2/19/96 showed no bacteria, and. 1 mg/1 for nitrates (ND). This is probably the most accurate evaluation of the contamination potential. b. The ground slopes down steeply from the well to the subject septic system. The elevation distance is 13.3 feet.
