Dear Onsite Services Engineer:
The location of the existing well on the subject lot severely limits
the area available for a replacement absorption trench. The new
trench must therefore be placed within 3' of the lot line as shown on
the attached Site Plan. We hereby request a waiver be granted
allowing the new trench to be located 3' from the west property line.
The trench will be at least 30' from the absorption system currently
in place on Lot 3 immediately to the west. In addition, it is more
than 50' from the system located to the south. Neither of the wells
on these lots is within 100' of the new trench. Placement of the
new trench at the proposed location will have no impact on the
septic systems or wells located on adjacent lots. I therefore
recommend the lot line waiver be granted.

Septic System Design
Impacts to Adjacent Properties
Dear On Site Services Engineer:
The absorption crib on the subject lot has failed and must be replaced. We
hereby apply for a permit to upgrade the system by installing a wide
absorption trench in the same location as the crib. All remanants of the
crib including contaminated soils will be removed and buried onsite with
the ensuing cavity backfilled utilizing Lake Otis Gravel (Sand). The exsiting
septic tank will be verified for tightness and resused after the baffle inside
the tank is repaired.
Work will take place at the location shown on the Site Plan. The placement
of the well on the lot allows only a small area for the new trench near the
southwest corner of the lot. A lot line waiver will be required to take
advantage of the remaining useful area. Placement of the absorption
trench in this area will not impact adjacent septic systems or wells. The
existing septic tank will remain within the 100' protective well radius.
Since it was originally placed in 1970 it has grandfather rights to stay at
this location.
We noted in our file search a new septic system was installed on Lot 1,
Block 2, Summit Estates in 1992. At that time a separation distance waiver
was issued for the septic tank and well on that lot. The septic tank on Lo[
1, however, is within the i00' protective radius of the well on Lot 2. Since
the well On Lot 2 was in place prior to construction of the septic system on
Lot 1, the owner of Lot 1 is responsible for obtaining a separation distance
waiver from the well on Lot 2. Please review your files concerning this
matter.

Once construction is complete the ground surface on the lot will be
regraded to its present condition. Surface drainage will not be impacted
by the upgrade to the septic system.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: Lot 2, Block 2, Summit Estates Subdivision
GENERAL:
The scope of this project includes the removal of the
existing absorption crib, verification of the integrity of the
existing septic tank and repairs to the baffle and the
construction of a wide abosrption trench to serve the
existing three bedroom home.
Construction shall be in accordance with the approved site
plan, design drawings, Municipal Permit with any special
provisions or conditions, and all applicable State and
Municipal Wastewater Disposal Regulations.
The Contractor shall be responsible for obtaining all
underground utility locates and for the layout of the septic
system and verification of the location of all lot lines.
Unless specifically agreed otherwise, the contractor shall
be responsible for final grading areas subsequently
depressed from soil settling. Property owner shall be
responsible for revegetation of affected areas unless
specifically agreed otherwise.
Contractors installing wastewater disposal systems must
be certified by the Municipal Department of Health and
Human Services for system installations. Owners installing
their own systems must receive prior approval from D.H.H.S.
before beginning system installation.
SEPTIC TANK INSTALLATION/REPAIR
1. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts
for pumping access.
2. The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.

3. All standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
4. Septic tanks installed without 4' of cover shall have a
minimum of 2" of direct burial insulation.
A foundation cleanout shall be installed one to four feet
from the building foundation. Two cleanouts shall be
installed between the tank and the drainfield. The first
cleanout shall be located on undisturbed soil not more than
10' from the tank. The first cleanout shall be to clean
toward the drainfield. The second cleanout shall be to clean
toward the tank.
6. Final grading over the septic tank shall be such that a
positive slope exists away from the septic tank.
DRAINFIELD CONSTRUCTION:
The drainfield shall be constructed to the dimensions shown
on the design. The bottom of the trench shall be within 2"
of level. The trench shall not be installed on a slope greater
than 10%.
Distribution piping must be placed level with perforations
down atop a level bed of drainfield rock. Rock should then
be placed over the pipe to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between
the drainfield rock and the natural soil backfill.

Direct bury insulation must be placed over the distribution
system if less than 3' of backfill depth is available. Finish
grade over the trench must be mounded to prevent
settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
A minimum 2' of accepting soil is required below the
drainfield rock. Contractor shall verify this condition prior
to placement of the rock. All pockets of unacceptable
materials must be removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic
system installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.O.
(perforated and solid), ASTM F810 or H.D.P.E. (perforated, but
not solid) and ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial
polystyrene (Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with
watertight couplings (Caulder, Fernco, or equal).
A permeable geotextile fabric (Typar, Mirafi or equal) must
be installed between the final drain rock layer and the
native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than
3% passing the #200 seive.

INSPECTIONS:
A minimum of two inspections are required by Municipal
Ordinance. These inspections must be conducted under the
supervision of a professional engineer registered in the State
of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation
of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement
of the geotextile fabric, gravel, distribution piping,
standpipes, cleanouts and insulation. No backfill should be in
place at the time of inspection.
Contractor shall provide a copy of all field survey layout and
construction notes for use in preparing the certified as-built
of the completed system.
REMOVAL OF EXISTING ABSORPTION CRIB
The existing absorption crib must be removed in its entirety
prior to installing the new trench. All contaminated material
removed from the old trench can be buried onsite providing it
is 4' above the water table. The cavity resulting from the
excavation must be backfilled with clean sand. An acceptable
source of this sand is Lake Otis Gravel (product name is
"gravel", but the material is actually sand). The existing crib
is estimated to be 12' in length by 14' in width and may extend
from 4' to 10' below the existing ground surface.

Gentlemen;
We are applying for a waiver of the separation distance required between a residential well on Lot 2 and a septic tank
on Lot 1, Block 2, Summit Estate S/D. We request a twenty-five-foot waiver. This request is on behalf of Mr. Vol
Williams, the owner of Lot 2, who wants the violation resolved.
Lot 2 was developed in 1970 and Lot 1 in 1975. The developer of Lot I was in violation of the regulations at that time,
and the present owner is. The owner, Mr. Charles L. Willis, was notified of the violation by the Health Department
on June2, 1995, but has not responded to the notification, lt should be pointed out that the septic tank on Lot 2 was
installed when the required separation distance between wells and septic tanks was 50 feet. This tank is therefore not
in violation, and is not part of this waiver request. A well/tank separation waiver for the well and septic tank on Lot
1 was obtained in 1992.
No well log for the well on Lot 2 has been found. Well-logs for lots 3,4, and 6, Block I can be used to evaluate the
contamination potential.
The well for lot 2 is located inside the building. Contamination of the well by overland flow is prevented both by
topography and the house foundation. No evidence of subsurface contamination, as indicated by high Nitrates or the
presence of E-Coli has been found after 23 years of operation.
The justifications for granting this waiver are:
1. Water samples taken March 27, 1997 show a concentration of 2.1 mg/1 of Nitrates. This is well
within expected background values. No bacterial contamination was detected.
2. The well logs show several impervious layers between the surface and the intake of the wells.
4. The ground surface slopes away from the well. Overland flow of surface contaminants originating
at the septic system location will flow away from the well.
5. A waiver was granted for Lot I. This well has less protection than the well on Lot 2.
6. Conclusion: 1. Water quality sampling of the well shows that contamination of the well is not
taking place. 2. Inspection of the well log(s) bears out that surface contamination of the well is prevented by
several impervious layers. 3. Surface topography prevents any possible sewage overflow to reach the well casing.
