Ladies and Gentlemen:
I am writing to request a septic system upgrade permit for the above referenced property. The
existing septic system does not meet ground water separation distance requirements. The
proposed system will serve a 4 -bedroom single-family residence. Soil logs, design calculations,
a site plan, design drawings and construction specifications are enclosed for your review.
Design Cales: Groundwater observed at a depth of 4.2 feet below ground surface
(6/14/13).
Soil Rating. From Test hole 6/6/2013
2.8 min/in = 0.8 gal per sq.ft/day
Filter Media = 0.7 gal per sq. fl./ day

Required Area per Bedroom: 15010.7 =214 sq.ft.
Total area required: 214 x 4 = 856 sqft
System: We are proposing a 1500 gallon STEP tank followed by a mounded bed absorption
field. The absorption field will be 48 feet long and 18 feet wide and contain 0.5 feet (864 sq.ft.
effective) of sewer rock.
Soils: A test hole was excavated on June 6th, 2013. See the attached soil logs. Ground water

,tps were observed at a depth of 5 feet. Ground water depth was observed at 4.2 feet on Ju e
14 , 2013. Monitoring will continue through construction of the septic system.
Surface Water: There are no surface waters within one hundred feet of the proposed septic
system upgrade.

Topography: The ground surface in the vicinity of the proposed drain field is generally level.
Waivers: We are requesting a waiver of the separation distance required between an
existing field and the proposed field. A portion of the proposed mound will be constructed on
top of the existing absorption field. The existing field is to be abandoned. The vertical
separation between the top of the existing field and the proposed field is approximately 4.5 feet.
This exceeds the vertical separation requirement of 4 feet to ground water. After septic tank
effluent has been treated by passing through filter sand and 2+ feet of insitu soil it will no longer
present a contamination risk. Granting a waiver of the required horizontal separation distance
should not have any adverse impacts. We are requesting a waiver of 0 feet.
We are requesting a waiver to extend the maximum bed width from 15 feet to 18 feet. The
proposed system is a mounded bed with pressurized distribution. The maximum width of bed of
15 feet is required to ensure adequate oxygen transfer to the middle of the bed in gravity
discharge subsurface installations. Mounded beds allow for better aeration of the absorption
surface. In addition pressurized distribution with filter sand should ensure that effluent is
distributed over the entire bed surface, preventing localized overloading and maintaining aerobic
conditions in the absorption field. The excavator will not place equipment of drive on the
absorption area of the bed, to prevent compaction of the absorption surface.
Assuming the seasonal high ground water elevation is 3.2 feet below ground surface (4.2' b.g.s +
1', June observation) the proposed install will only have 1.7 feet of unsaturated natural insitu
soils during high water. We are proposing to use MOA filter sand as an engineered fill to replace
the 0.3 feet of natural soils. The justifications listed above will ensure that the septic tank effluent
will be sufficiently treated before it mixes with the ground water.
The installation of this septic system will not prevent wells and septic systems from being
installed on the adjacent lots. The proposed septic system will not change the general slope of
the area. Pending and/or concentration of surface runoff will not result from this installation.

Subject: Soil Investigation for Sanitary Sewer System, Lot 3A, Block 4,
Skyway Park Subdivision, Anchorage, Alaska
Dear Mr. Hoosier:
At your request of October 12, 1977, we conducted a subsurface soils
investigation at the proposed location of the sanitary sewer system on
the subject lot. The investigation complied with those procedures
required by the Municipality of Anchorage Department of Health and
Environmental Protection.
This investigation, which was accomplished on October 12, 1977, consisted
of a test hole drilled to a depth of 17 feet below the existing ground
surface. The test hole was sited according to your instructions and its
location is shown in attached Drawing A-01. Drilling was accomplished
with a rotary drill rig using continuous flight solid -stem auger with an
outside diameter of 6 inches. A sample was taken at the depth shown on
the soils log in Drawing A-01. The sample will be held in storage at
our lab for approximately six months. In addition, all material brought
to the surface by the augers was continuously monitored by an experienced
engineering geologist.
The topography at the drilling site is generally gently --sloping to the
west. At the time of the investigation the site had original vegetation
consisting of birch trees. The top of the test hole was located at
original ground surface.
The soils encountered in the bore hole are shown in the test hole log in
Drawing A-01. The symbols used in Drawing A-01 are explained in Drawings
B-01 and B-02. This log displays specific conditions encountered at the
test location. However, subsurface conditions may vary in other parts
of the lot without any apparent surficial evidence of the change.
Groundwater was not encountered. Bedrock was not encountered. At the
time the hole was drilled, seasonal frost was not present. Permafrost
was not encountered.
Based on the visual classification of the soil and the requirements set
forth by the Municipality of Anchorage, a percolation test was not
necessary within the test hole on the subject lot.

conscientious engineering analysis of the system In accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test, and separation

septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.

Dear Mr. Holum:
This Department has reviewed your request for a waiver of the minimum
horizontal separation required between a well and septic tank for the
subject property. The required 100 foot minimum separation to the
well on the subject lot has been waived to 79 feet for the septic tank
on the subject lot and waived to 96 feet for the septic tank on the adjacent
lot(Lot 3B).
This waiver is valid for a three bedroom dwelling only.

constitutes a request For a waiver of the minimum horizontal

pertains to the separation distance OF 79 feet between the

The well log is not on file and its completion dote is
unl<nown. The water level in the well was 28 feet below grade

is approximately level .

Approval for the individual sewer and water facilities cannot
be granted until. the following items have been completed:
0 The water analysis report needs to be submitted -to this
office from the Chem Lab, 5633 B Street, for our review.
0 The septic tank pumped with a receipt submitted to this
department.
An adequacy test needs to be performed on the existing
leaching area. This test will determine if the system is
adequate according to National Standards. A listing of
private firms performing the test is enclosed. This report
needs to be submitted to this office for our review.
Please notify this department for a reinspection when the
noted discrepancies have been corrected. If there are any
further questions, please call this office at 264-4720.
