A total of 2' of sand was placed beneath the drain field rock. The bottom of the drain field rock is V below original grade. The owner of the system has been notified an owner installer letter is required. I am the owner of the above property and did indeed install a leach field designed and inspected by Mike Anderson of Anderson Engineering. I also uncovered the existing holding tank and showed it to Mike Anderson, it was made of Concrete and sits partially under the edge of rear deck. It has been a Year since completion of this project and the holding tank, lift station, and leach field have been working flawlessly. Street Anchorage, AK 99502-0650 Subject: Lot 5, Block 6, Skyway Park Estates Subdivision Septic System Design Impacts to Adjacent Properties Dear On Site Services Engineer: The absorption bed on Lot 5, Block 6, Skyway Park Estates Subdivision has failed and must be replaced. The attached Site Plan and backup documentation identify the size and location of the new absorption "bed to be constructed on the lot. The existing septic tanks along with the existing lift station will be inspected and tested and verified for continued service. A testhole performed in the area of the new bed revealed silty sands and gravels with a percolation rate of 40 ,minutes per inch. A total of 1 ,500 square feet of absorptive area will be required based on this absorption rate. We are proposing to place twin 15' wide X 50' long beds with the bottom of the bed 1' below the surface. Our testhole revealed no groundwater. A testhole placed in 1986 however indicated groundwater at 5' below the surface. The absorption bed is designed for groundwater at this level. This lot is served by the Municipal water system. Adjacent lots, however, are still on private wells. No conflicts exist between the proposed location of the new absorption bed and the protective radii of the adjacent wells. The surface of the lot slopes from northeast to southwest at grades varying from 1% to 2%. The surface of the ground in the area of the absorption bed is fairly flat. If the system is constructed as designed the following statements can be made: 1. SYSTEM CONSTRUCTION AND MATERIAL SPECIFICATIONS SUBJECT: LOT 5, BL.00K 6, SKYWAY PARK ESTATES GENERAL: 1. The scope of this project includes the construction of new twin 15' X 50' absorption beds at the location shown on the plans. It also includes the testing and inspection of the the existing septic tanks (two) and the existing lift station. I f the tanks or lift station are not suitable for continued use they will be replaced. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. The property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. LIFT STATION INSTALLATION (IF REQUIRED) 1. The lift station is to be constructed by a certified tank manufacturer. Construction shall include an 18" manhole for access to the lift station. Lot 5, Block 6, Skyway Park Estates May 29, 1997 Page Two 2. The lift station shall be sufficiently bedded to prevent settling or shifting of the tank. 3. All standpipes on the lift station shall extend a minimum of 12 inches above final grade. 4. Lift stations installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 5. A foundation cleanout shall be: installed one to four feet from the building foundation. No cleanouts arc) required between the lift station and the drainfield in a pressure distribution system. 6. Final grading over the lift station shall be such that a positive slope exists away from the septic tank. ABSORPTION BED CONSTRUCTION: 1. The absorption bed shall be constructed to the dimensions shown on the design. The bottom of the bead shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion in the drainfield rock must be perforated. 5. Direct bury insulation must be placed over the distribution system when less than 3' of backfill depth is available. Lot 5, Block 6, Skyway Park Estates May 29, 1997 Page Three Finish grade over the bed must be mounded to prevent settlement or depressions. MATERIAL. SPECIFICATIONS: 1. The lift station must be constructed by a Municipally approved septic tank manufacturer. An Orenco 20 OSI 05 HHF - 5 is recommended. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: A minimum of two inspections are required by Municipal Ordinance. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation Lot 5, Block 6, Skyway Park Estates May 29, 1997 Page Four of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be; in place at the time of the second inspection. Dear Mr. Lynes: At your request our office conducted a percolation adequacy test on your existing septic system at the above -referenced location during the period March 12-14, 1979. The Municipality's Department of Health and Environmental Protection reports that your septic system consists of two 1000 -gallon septic tanks, a seepage pit and two seepage trenches. The septic tanks had not been pumped test. Since the 4 -bedroom house has time of -the test, a normal degree of disposal field is assumed. prior to the percolation been occupied up to the saturation within the In accordance with the Anchorage Municipal Code, Chapter 15.65, Waste Water Disposal Regulations, any on-site sewage disposal system "shall have adequate capacity to properly dispose of the maximum daily sewage flow." The maximum daily flow is computed at 75 gallons per capita -day (gcpd). Since "the population of dwellings shall be estimated at two persons per sleeping room," the maximum daily sewage flow for your 4 -bedroom house is 600 gallons per day (gpd). To test the soil absorption capacity as well as the surge capability of your system, 110 percent of the maximum daily flow or 660 gallons of clear water was added in 50 -gallon increments to the second septic tank. The water was obtained from your on-site private well at its maximum sustained rate of about 4 gallons per minute (gpm). The liquid levels were monitored closely in the septic tanks to detect any backup in the septic system. The liquid level in the seepage pit was not observed because we were not able to remove the planter - barrel from over the standpipe. Mr.. Lynes March 14, 1979 Page -2- The attached Table of Test Data represents the depths of liquid in the septic tanks, and the quantities of water added. The first septic tank was determined to be 10.0 feet deep (bottom of tank to ground surface) with an initial depth of 4.6 feet in the tank. The second septic tank was measured to be more than 8 feet deep. Ground slope at the septic tank standpipes is approximately level. The Table of '.Pest Data indicates that the liquid level in the second septic tank, i.e., the tank farthest from the house, at the beginning of testing on Day 2 fell to 0.1 feet below its initial static level on Day 1, during a recovery period of 25 hours. On Day 3, the level had returned to its static level on Day 2, during a recovery period of 19 hours. The liquid level in the first septic tank showed little or no change during the test. Based on two days of testing, a percolation rate for your existing septic system of approximately 600 gpd is indicated. Since an on-site sewage disposal system for a 4 -bedroom house must be capable of disposing of 600 gallons of sewage per day, your septic system appears to be functioning satisfactorily at this time. Many factors affect the operation of a soil absorption type of sewage disposal system. Soil type, groundwater depth, age and history of maintenance of the system, and types of waste are a few. This test has been performed in an attempt to model actual soil absorption capabilities of your septic system under normal useage by considering the degree of saturation of the leach field and surge loads that might be imposed on the system. This test can only evaluate apparent performance at a given point in time, and cannot determine either the condition of the leach field, seepage pit or other components of the septic system, or the depth of the water table.
