The existing 3 -bedroom house is served by a private well and septic system. Per MOA records,
the existing septic tank is approximately 30 years old. Per MOA memorandum, the septic tank
must be exposed and inspected prior to receiving a COSA. Given the age of the tank it is
unlikely that it will be deemed structurally sound. Based upon this fact, we recommended to the
homeowner that his septic tank be replaced. We are proposing to decommission the existing
septic tank per UPC and install a new 1060 -gallon HDPE Infiltrator septic tank.
We are unaware of any adverse impacts this installation would have on adjacent wells or septic
systems. If you have any questions, please contact us at 337-6179. Thank you for your

REFERENCE: Lot 2; Sleepy Acres Subdivision
I regret to inform you that we are unable to obtain a Health Authority
Approval for the on-site sewer located on the referenced property.
As a result of your request on April 21, 1987, we p~rformed an adequacy
test on the on-site wastewater disposal system and found J.t to be in
a state of failure. The system would not accept water charged to the
system through a water meter without water backing up into the septic
tank and into the i~Dnitoring tubes. After having the septic tank pumped
we charged the system at a very slow rate of approximately 0.4 gallons
)er minute. Approximately 468 gallons of water was added to the system.
During this period of time the septic tank filled completely full of
water until water had extended up into the cleanouts. The water in
the monitoring tubes raised to a level of between 6 inches and ].8 inches
from the surface of the ground.
It can be concluded from this test that the system is not functioning
adequately and that there is a high probabiltiy that ground water intrusion
is occuring.
It should also be noted that a standard steel Greet septic tank is suitable
for bury between 4 and 5 feet. The existing tank appears to have approximately
12 feet of cover which exceeds the design loads. The added pressure
exerted on the top of the septic tank can cause premature failure of
the tank.
A water sample was taken from the Class C water system serving this
residence and checked for coliform bacteria. The results of this test
were satisfactory and the State of Alaska, Department of Enviror~.ental
Conservation has provided a certificate of compliance for the water
system.

The length dimension is the length(in feet) of the trench or drainfieldo The

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion°
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

Per your request, as relayed through Marilyn Warren~ at
Dynamic Realty, I conducted an adequacy test of the referenced
wastewater disposal aystem, located at 7040 East 140th St. in
South Anchora. ge. Since the wastewater disposal system is brand
new, under normal circumstances no adequacy test would be
required for it to receive Health Department Approval° However,
in light of recent studies by Tobben Spurkland indicating that
this lot is not suitable for on-site wastewater disposal, your
request for an independent engineering analysis was entirely
appropriate.
The wastewater disposal system construction was installed by
South Fork Construction and inspected by S & S Engineering on
June 5, 1987. The inspection report was approved by the Health
Department on June 11, 1987. The system consists of a 1000
gallon septic tank, followed by a 30' by 46'' "bed" type soil
absorption field with 6 inches of gravel beneath the distribution
pipes. The bed contains two cleanout pipes and two monitoring
tubes for use in testing the system's adequacy.
When I arrived to conduct my test on June 17, the septic
tank was dry, demonstrating that the system had not been used
since it's installation. The monitor tubes had 3 and 8.5 inches
of water in them, and one cleanout had 13 inches of water, while
the other was dry. This indicated two problems. Most important,
was the indication that the bed was at least partially flooded by
groundwater, a conditon rendering any wastewater disposal system
ineligable for Health Authority Approval. Secondly, the
different water depths indicated that the system was not
installed level, as it should have been. Finally, the outlet
pipe from the septic tank sloped uphill.
To further assess the absorption performance of the system,
I then added over 800 gallons of water to the bed causing the
fluid levels in the pipes to rise another 21 inches, which was
well above the height of the top of the gravel. Eight minutes
after I stopped adding water the four access pipes in the field
had fluid depths ranging from 14 to 31 inches.
On the morning of June 18 I observed the contractor who
installed the wastewater disposal system preparing to do some
final grading of the site. When I returned in the afternoon to
check the fluid levels, I was surprised to discover that each of
the cleanout and monitor tubes had been filled to a point above
the water level, with 15 to 43 inches of gravel. The only reason
for someone putting gravel in these tubes would be to attempt to
camouflage the presence of groundwater in the system. In my
opinion, this renders the tubes useless for either repairing or
testing the system, and in no way solves the groundwater problem
I observed earlier.
Thus, I would urge you to be extremely cautious in
purchasing this house on the assumption that it has a functional
and approvable wastewater disposal system. I believe any future
owner will be unable to get the wastewater disposal system
re-approved without a major expenditure of money.

Dear Mr. Shafer:
This department has received a copy of a letter written by Ted
Moore, P.E. to Equitable Relocation Company regarding the
adequacy of the septic system on the subject property. In the
course of his independent evaluation of the septic system Mr.
Moore discovered that the absorption field and septic tank were
not installed level and that the absorption field was
apparently installed in the water table. Furthermore there
was an attempt by someone to conceal the fact that the
absorption bed was flooded with groundwater.
Given these apparent violations of On-site Wastewater Disposal
Ordinance, the Health Authority Approval (HAA) issued for the
subject property on June 11, 1987 is hereby revoked. The
discrepancies brought up in Mr. Moore's letter must be resolved
to the satisfaction of this department before the t{AA will be
reinstated.

Dear Sirs:
Per your request, as relayed through Marilyn Warren' at
Dynamic Realty, I conducted an adequacy test of the referenced
wastewater disposal system, located at 7040 East 140th St. in
South Anchora. ge. Since the wastewater disposal system is braad
new, under normal circumstances no adequacy test would be
required for it to receive Health Department Approval. However,
in light of recent studies by Tobben Spurkland indicating that
this lot is not suitable for on-site wastewater disposal, your
request for an independent engineering analysis was entirely
appropriate.
The wastewater disposal system construction was installed by
South Fork Construction and inspected by S & S Engineering os
June 5, 1987. The inspection report was approved by the Health
Department oh June 11, 1987. The system consists of a 1000
gallon septic taak, followed by a 30' by 46'' "bed" type soil
absorption field with 6 inches of gravel beneath the distribution
pipes. The bed contains two cleanout pipes and two monitoring
tubes for use in testing the system's adequacy.
When I arrived to conduct my test on June 17, the septic
tack was dry, demonstrating that the system had not been used
since it's installation. The monitor tubes had 3 and 8.5 inches
of water in them, and one cleanout had 13 inches of water, while
the other was dry.. This indicated two problems. Most important,
was the indication that the bed was at least partially flooded by
groundwater, a conditon rendering any wastewater disposal system
ineligable for Health Authority Approval. Secondly, the
different water depths indicated that the system was not
installed level, as it should have been. Finally, the outlet
pipe from the septic tank sloped uphill.
To further assess the absorption performance of the system,
I then added over 800 gallons of water to the bed causing the
fluid levels in the pipes to rise another 21 inches, which was
well above the height of the top of the gravel. Eight minutes
after I stopped adding water the four access pipes in the field
had fluid depths ranging from 14 to 31 inches.
On the morning of June 18 I observed the contractor who
installed the wastewater disposal system preparing to do some
final grading of the site. When I returned in the afternoon to
check the fluid levels, I was surprised to discover that each of
the cleanout and monitor tubes had been filled to a poiut above
the water level, with 15 to 43 inches of gravel. The only reason
for someone putting gravel in these tubes would be to attempt to
camouflage the presence of groendwater in the system. In my
opinion, this renders the tubes useless for either repairing or
testing the system, and in no way solves the groundwater problem
I observed earlier.
Thus, I would urge you to be extremely cautious in
purchasing this house on the assumption that it has a functional
and approvable wastewater disposal system. I believe aey future
owner will be unable to get the wastewater disposal system
re-approved without a major expenditure of money.

Dear Sirs:
Per your request, as relayed through Marilyn Warre~ at
Dyaamic Realty, I have closely followed the reconstruction of the
referenced wastewater disposal system, which had been disapproved
on the basis of the information contained in my previous report.
The present absorption field, which is technically called a
"mound" system, appears to be in substantial compliance with
Muaicipal and State requirements. Due to the nature of its
construction, it is not possible for me to conduct a standard
adequacy test of a "mound" when it is brand new. This is because
the large quantity of sand used in it's construction has a pore
capacity ofu many thousands of gallons. Thus, any fluid
introduced into an unused mound would simply disappear into the
saed portion of the mound, without necessarily proving that it is
actually abso~rbed into the underlying soil.
I was able to check on other factors relating to the
construction of the system, and its compliance with Municipal
requirements. Based on measurements I made on July 12 through
the standpipes, it appears that there is between 2.5 and 3.5 feet
of sand between the bottom of the gravel and the level of the
water table which I measured on July 9. This is significantly
less than the 4 feet required by ordinance. So long as the
Health Department is is aware of, and willing to accept, these
deviations from standards, they should not affect the ability of
the mound to process wastewater. I was not able to independently
verify the thickness of the accepting soil strata, or its
percolation rate; however, based on information supplied by S & S
Engineers, the system should be able to function adequately.
The Health Department did request that a permanent monitor
tube be installed to allow observation of the groundwater level
adjacent to the moand. The tube that was installed, ostensibly
for that purpose, consisted of broken pipe fragments that did not
extend even to the depth of the water table. I understand that
a new tube was installed today, and that the Health Department ls
now satisfied with the separation from water table.
From start to finish, the engineering and construction of
this wastewater disposal system has reflected a significantly
lower level of quality than I attempt to achieve in systems for
which I am responsible. While I believe that my involvement in
the approval process has been beneficial, it has been a
frustrating experience for me to be asked to concur with certain
aspects of the work done.
From a buyer's viewpoint, however, the important point is to
be sure that a wastewater disposal system is functionally
adequate, and that ali. deviations from standards are known by the
Health Department at the time a "Health Authority Approval"
document is signed. This does now appear to be the case.
Presumably, at the time of future requests for approval of this
system, the Municipality will adhere to the same criteria.

Dear Mr. Eng:
You have requested an update on the status of two septic
systems that were originally determined to be installed in
violation of the four foot ground water separation requirement.
I have enclosed final as-builts of these two systems which were
modified in order to meet this four foot separation requirement.
The Sleepy Acres system was originally installed in early June
of 1987. Mr. Ted Moore, P.E., was hired by Equitable
Relocation to perform an independent evaluation of the septic
system. In the process of this evaluation, Mr. Moore
determined that the system was installed at or near the water
table. Mr. Moore supplied DHHS with this information.
Department staff conducted an independent evaluation of the
system by measuring the elevation of the water table in
relation to the base of the system. These measurements
indicated that the bed was indeed installed in the water table.
Mr. Shafer was informed of the situation and he agreed to
modify the system in order to meet: the required four foot
separation to ground water. Four feet of imported sand were
hauled in and placed beneath the bed. At the time of the
installation, department staff verified that the installation
met the separation requirements by measuring the elevations of
the base of the system and the level of water in an adjacent
testhole. It should be noted that Mr. Shafer was also required
to demonstrate that the receiving strata perked at a rate of 60
minutes per inch or less. This perc test was witnessed by
department staff. The as-built of the system was approved by
the department after these improvements were accomplished.
The mound system on Lot 82A in Eagle River was also modified to
meet the four foot separation requirement to 'the water table.
In October of 1986, two to four feet of additional sand was
hauled in and placed beneath the mound in order to achieve the
desired separation. The mound was reinspected by department
staff in July of this year. In addition to raising the bed to
meet the four foot separation requirement, fill had been hauled
in and the entire mound area had been regraded to provide for
improved surface drainage. Monitor tubes and cleanouts in the
mound were found to be dry even after six months of use.
Although the mound system is installed in an area that is
marginally suited for on-site disposal systems at best, the
department is confident that the system is functioning
adequately at the present time and is not contaminating ground
water. Despite the improvements noted above, it should be
stated that the as-built was approved by the department with
great reluctance°
The department has recently instituted a random inspection
program. Engineers are required to notify the department when
an on-site system is being constructed. Staff members now
oversee the installation and engineer inspections of
'approximately 20% of the private systems installed within the
municipality. This program should prevent or at least reduce
some of the gross oversights that have occurred recently.
