The drainfield is in a state of failure and believed to be encroaching on groundwater. Due to restrictive site conditions, we are proposing that a Quanics AWWTS system be installed that will consist of a 1500 epoxy - coated steel STEP tank, an NS-500-AC Aerocell unit, and a 5-wide drainfield. See the attached design drawings, specifications, and comments below: 1. SOILS: See the attached soil log which shows the soil classifications, percolation test, and groundwater monitoring. 2. DRAINFIELD DESIGN: See the attached design and detail drawings for the drainfield specifications. 3. SURFACE WATERS: There is an area where surface water is flowing out the base of the hill in the southwest comer of the property and into the MOA drainage system. The proposed AWWTS will be 50-feet from any surface waters. Attached is the MOA Watershed Wetland map for your review. 4. TOPOGRAPHY AND SLOPE WAIVER: We are proposing that the new drainfield be installed near the base of a slope just west of the existing barn. To meet the cover requirements over the drainfield, and the mounded area will encroach upon the barn, we are proposing that 2:1 slopes off the mounded drainfield be utilized and that a retaining wall (less than 4-feet) be installed between the barn and the drainfield (see design and detail drawings). As justification for this slope, we are proposing that the entire mounded/disturbed area have 6-inches of topsoil placed and then hydro -seeded. Once the vegetation is established, this will provide slope stabilization and erosion control. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. Subject:Sun Valley, B2, L3 - OSP231225 - Design Revision Attachments:Revised TH2 and Design Drawing.pdf [EXTERNAL EMAIL] Hello CurƟs, It was brought to my aƩenƟon last week that when TH#2 was excavated an ouƞall pipe (reportedly it was a solid pipe) for a subsurface drain was encountered at a depth of about 5.5 feet in the excavaƟon. I was also informed that the TH #2 was backfilled without repairing the damaged ouƞall pipe. Had this damaged ouƞall pipe been brought to my aƩenƟon, I would have insisted it be repaired prior to backfilling of TH#2. I was also informed (last week) that groundwater was present in the excavaƟon before the ouƞall pipe was encountered. It is unknown to what extent this ouƞall pipe impacted the groundwater reading in TH#2; therefore, it is my opinion the ouƞall pipe must be repaired and a groundwater reading taken 7-days aŌer the repair date to re- establish the groundwater elevaƟon. If necessary, a design change will be requested. Arm SepƟc Services is available to repair, camera, and locate the ouƞall line at no cost to the property owner. AƩached is a revised soil log (showing the ouƞall pipe), and a revised design drawing. On the revised drawing, I have shown the assumed locaƟon of a curtain drain that was referenced on the 1982 inspecƟon report. Some of the 1982 verbiage regarding the curtain drain could be interpreted as “future tense”. The 1992 HAA for the property (Toben Spurkland, PE) stated that there was no curtain drain within 90 feet of the drainfield. In short, there is conflicƟng informaƟon in the MOA records. Given that we encountered an ouƞall pipe for a subsurface drain, I have assumed it is the curtain drain ouƞall pipe referenced on the 1982 inspecƟon report. I have also amended the drainfield locaƟon for Design OpƟon #1 (east of barn) to address the potenƟal presence of a curtain drain. I have also noted that the ouƞall pipe (encountered in TH#2) will need to be inspected (with a camera) to confirm the presence of solid (non-perforated) pipe at least 10 feet from the proposed drainfield. I am also requiring the ouƞall (if it surface discharges) to be located and placed at least 50 feet from the new AWWTS drainfield and 100 feet from the convenƟonal drainfield on the lot to the south. The property is now in the finarrphase of purchase. A well Flow test was performed on January 81, with production of 5.3 gpm and the SGS Laboratory water sampling report has been received with a nitrate result of 0.297 ND, / L, arsenic as N, and Total Coliform as negative. Due to the snow and driving conditions, it is not currently feasible to proceed with the construction of the septic upgrade. The owner' is in the process of obtaining a change order to the septic permit design, but we anticipate waiting for high groundwater readings in May prior to finalizing the design and subsequently commencing construction. The property has been vacant for several months, and the septic tank was pumped in September 2023 and it has not been refilled since. Correspondence from GEG stated they observed the monitoring tube full during their site inspection but on 10/23/23 the owner had Sanitary Pumpers vacuum the sump to remove grease build-up. On January 2, 2024, Sanitary Fumpers returned to the site and jetted the distribution line to locate the far end of the field. During our inspection on January 8, the effluent level in the monitoring tube measured a3" with a record effective depth of 60" and measured ED of 69". Bragaw St. Anchorage, AK 99507 Reft Waiver Request for Lot 3, Block 2; Sun Valley Subdivision. The existing 3-bedroom house is served by a private well and septic system. The Department of Environmental Conservation (ADEC) granted a well to septic system distance waiver in 1985 for the above referenced property. The previous waiver stated the separation distance from the well to the tank as 94 feet and from the well to the septic field as' 85 feet. It is our understanding that the distances are not correct. According to our measurements the separation distances are 80 feet from the well on the referenced property to the septic tank on the referenced property; and 90 feet from the well on the referenced property to the trench on the referenced property. GEG applied for a separation distance waiver correction from the ADEC. In response, ADEC requested GEG to uncover the sewer line below the driveway to verify if insulation used. ADEC also wanted to verify if groundwater is seeping into the septic tank. The ADEC letter is attached for your review. GEG completed a well and septic test August 2002. The test revealed that the well and septic system are working properly. We are requesting that the Municipality of Anchorage issue a waiver for separation distances of 80 feet from the well to the septic tank and 90 feet from the well to the drainfield. The following items are justification for the waivers: · The general topography of thc area slopes from the east to the west towards the creek. The lot is sloping away from the well in the area. There is a slight mound, heavy vegetation, and several small structures between the well and the septic tank and drainfield. If the septic system was to overflow, it appears that the effluent would not travel toward the well. · The location of the septic system is in a very visible area so that if any effluent was to surface, it would be noticed and the problem corrected. · Recent water sample results were taken from the well and the results indicated nitrate levels to be 0.31 mg/L and coliform bacteria as non detect. A site plan showing the well on the property and the'surrounding lots is attached. The aquifer is confined, as can be seen from the well log. The average depth of the wells ranges from 55-138 feet deep. The average static water levels in these wells vary from 2-108 feet with various layers of silt, clay and hardpan soils that have served to inhibit the migration of untreated wastewater into the aquifer. Based upon the aforementioned facts, it appears that there is minimal risk asso~/ated with the 80 feet and 90 feet separation distance waivers. I have reviewed the engineering drawings, the file, current sample results, and the submitted information in your cover letter. The cover letter asks to change the existing waivers as follows: 1. The single family source well to the existing 1,250 gallon steel Greer septic tank had been granted a waiver by this department on February 20, 1985 of 94 feet and was approval by the Municipality to install the tank at a distance of 85 feet. Your request is to ask .for a waiver to a distance of 80 feet between the existing septic tank to the source well. 2. The single family source well to the onsite soil absorption system had been granted a waiver on February 20, 1985 of 85 feet. Your request is to change this waiver to 90 feet. A review of the drawing you have provided also shows the soil absorption system near the original location and is still covered under the waiver granted to 85 feet. Reviewing the old design raises concerns regarding the condition and the actual location of the septic tank installed in 1982. Has the septic tank been replaced? The septic tank and the field were located in a gravel driveway with a garage located so that traffic would be directed over the absorption field and septic tank. Depth of cover for the absorption field has been listed as 3 ~ feet below the top of the existing grade and at 2 feet below on the gravel pad. Was insulation used? The waivers in place seem to have been granted based on acceptable slopes and a watertight tank. Since waivers were from both the Municipality and the Department concerning this lot, I have contacted the Municipality's on-lot services office and discussed this project. Based on that discussion if you and the owner would like to correct and obtain the waivers needed for this location, please submitted the following: Printed on Recycled Paper 1. Waiver fees for the existing development need to be paid. (invoice attached) 2. A field determination must be made to assure the septic tank has not been replaced or relocated, and the condition of the existing septic tank need to be determined by pumping out the tank to determine if it is sound or if water can enter and exit not in conformance with the tank's design. 3. Wastewater lines located in the travelway needs to be checked to determine if they can still remain in service. The reported depths would indicate insulation is needed. Determine if insulation or other engineering controls were provided to protect the lines from freezing. Please determine if alterations are required. 4. The curtain drain was installed to lower the localized water table, check the depth to water table in the absorption field to determine if the original design is providing the required separation distances.
