Ref: Change Order for Susitna View Estates; Block 3, Lot 4
To whom it may concern:
A permit was approved for the subject lot on 6/11/2019. During the preconstruction layout on
11/15/2019, it was noted that groundwater was at approximately 13.2' below grade in T.H.#1
and 11.4' below grade in T.H. #2. Based upon this fact a design change was required. In
addition, given the topography, it was determined that a dual trench would be better suited for
the site. We are also requesting that the existing waivers amended. We are requesting an
amended waiver from the drainfield to slopes >25% be reduced to 33 feet (previously 40) and
the drainfield to lot line be waived to 1 foot (previously 5). Justifications for granting these
amendments are as follows:
• See attached profile drawing. As can be seen on the attached drawing, a 25% slope line
drawn 2 feet above the top of rock does not daylight until 35 feet.
• The steeper slopes shown on the profile drawing are heavily vegetated.
• The percolation rate was 5 min/inch. It is anticipated that the effluent will have rapid
vertical migration.
• The proposed drainfield will be 10'+ from the drainfield to the east, on Susitna View
Estates; Block 3, Lot 6.
We are unaware of any adverse impacts this installation would have on adjacent wells or septic

Ref: Proposed Septic System for Susitna View Estates; Block 3, Lot 4
To whom it may concern:
The subject lot is vacant. Per conversations with the owner, he would like to install a 5-bedroom septic system. Two
testholes were excavated on the property and the drainfield is designed within their 30-foot radii.We are proposing to
install a new 1530 two-compartment infiltrator septic tank, single-compartment 1060 infiltrator tank (to be used as the
lift station)and deep trench type drainfield. Comments regarding the design are summarized as follows:
1. SOILS: See attached 2019 testholes by Garness Engineering Group which shows, soil classification, percolation
test and groundwater monitoring.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There are no surface water concerns. However, there is a ditch on the property to the north
which may have ponded water seasonally(see attached design drawings).
4. TOPOGRAPHY: The drainfield is approximately 40' from slopes greater than 25%. See waiver and design
drawings for details.
5. WAIVER:As can be seen on the attached design drawings, there are slopes greater than 25%within 50 feet of the
proposed drainfield. We are requesting that your department issue a variance from the drainfield to steep slopes from
50 feet, down to 40 feet. See attached profile drawing which shows that a line drawn 2' above the top of drainrock at
33% slope does not intersect until approximately 46 feet downgradient of the proposed drainfield. We are requesting
that your department issue a variance for the separation distance between the proposed well and septic tanks from
100 feet down to 80 feet. Last, we are requesting that you issue a variance from the drainfield to lot line from 10 feet
down to 5 feet. Justification for granting this wavier are as follows:
• We are proposing to utilize an HDPE infiltrator septic tank.
• The home is located between the tank and the well head. If the septic tank were to become surcharged, it
would be noted by the homeowner and corrective action taken.
• The proposed system utilizes a lift station. In short,a high-water alarm will be installed. If the lift station were
to become surcharged, the alarm would sound (notifying the homeowner), and corrective action taken.
• The proposed drainfield will be greater than 10' or twice the effective depth from the existing drainfield on
the lot to the east.
We are unaware of a y adverse impacts this installation and/or waivers would have on adjacent wells or septic

without the prior written consent of Chugach. Chugach has no obligation to provide such consent.
6. No Interest in Real Estate Acquired. Permittee hereby acknowledges that the
Encroachment and any additions thereto, even if in violation of this permit, has not and shall not in
the future give rise to any interest or estate in the real property subject to the Easement or any other
real property. Without in any way limiting the foregoing, Permittee acknowledges that the
Encroachment is not adverse to any interest of Chugach and its continuation is entirely with the
permission of Chugach for purposes of the common law doctrine of adverse possession. This permit
creates no interest in the real property subject to the easement.
7. Modification of Utility Facilities. If the electric utility facilities located within the
Easement are upgraded,added to, replaced or reconstructed, Permittee shall pay that portion of
Chugach's total costs for such modification which is reasonably attributable to accommodating or
preserving the Encroachment. If such payment is not made within thirty(30)days of written demand
for same, Chugach may terminate this permit in accordance with paragraph 9, below
8. Covenants Running with the Land. The obligations of the Permittee arising from this
permit shall be covenants running with the land which shall burden the Parcel and the Permittee's
interest in the land subject to the Easement and shall benefit the Easement.
9. Termination. Chugach may terminate this permit after the giving of thirty(30)days
written notice of such termination if:
a. The Encroachment is enlarged, increased or extended within the real property
affected by the Easement.

b. The Encroachment is damaged by any means to an extent of more than thirty percent
(30%) of its replacement cost at the time of destruction.
c. Permittee fails to make the payment described in paragraph 7, above.
10. Term. This permit shall,if not sooner terminated by Chugach,expire forty(40)years
from the date hereof.
11. Entire Agreement. This written permit constitutes the entire agreement between the
parties with respect to the subject matter hereof and supersedes all other prior or contemporaneous
agreements,oral or written,between the parties. No modifications,amendments,deletions,additions
or alterations of the permit shall be effective unless in writing and signed by a of the parties hereto.

excavation. This service is free of charge.

located on the southern boundary of lot 4, Block 3, Susitna View Estates Subdivision, otherwise known as 4926 Virgo
Ave, Anchorage, Alaska as depicted on the drawing submitted by Jeffrey Garness / Gamess Engineering Group.
Alaska Communications currently does not utilize this easement and has no objection to the encroachment. Alaska

Dear Mr. Schutte:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This
investigation was performed in accordance with your request of
September 6, 1974, and those procedures outlined in a letter dated September
13, 1971 by Mr. Rolf Strickland of the Greater Anchorage Area Borough
Department of Environmental Quality.
A single test hole was put down within the Lot 4 area for the purpose of
defining general subsurface soil conditions for the proposed sanitary
system. Excavation was accomplished with an auger type drilling rig and
the test hole was extended to a total depth of 16.0 feet below ground
surface. The final log prepared for the test hole has been included in
Drawing A-01.
Ground water was not encountered in the test hole.
