STATEMENT OF INSPECTION BY ENGINEER As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated herein. I further verify that based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at the time of installation. Garness Date: 12,z— In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system in accordance with the guidelines and regulations established by the Municipality of Anchorage and industry practices. The reported results describe the condition of the system/s on the date/s of the evaluation. Separation distances were measured to readily identifiable features. Hidden defects or encroachments may exist that were not identified during the evaluation. The operational life of all wells and septic systems depend upon a variety of variables, including but not limited to, soil conditions, groundwater levels (that may fluctuate during the year), quality of construction (materials and workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and are outside the control of GEG. Satisfactory test results do not guarantee future performance of the system/s; therefore, GES rnake3-ro warranty (express or implied) regarding the -future performance of the well or septic system. GEG makes no representation whether an alternative well or septic system can be installed on the property in the event either of the current systems fail to perform adequately in the future. Camera Inspection of main sewer line from crawlspace sewer stub up to city main was a total of 36ft. This was measured from the base of the 4" cast iron riser in the crawlspace to the main tap. I found the sewer line to be approximately 9ft deep from grade in crawl space and headed directly west 36ft to tie into 8" ductile iron city main. No othersewer drains were found leaving structure and all drain piping left through 4" cast iron pipe that was videoed in crawlspace. Attached is a file from AWWU which documents the sanitary sewer replacement running south to the north. This file highlights Lot 11A or 325 M St. which was previously tied to the existing city sewer prior to 1987. In 1987 when this project took place the line was reattached to the new sanitary sewer. In some sort of oversight an AWWU connect card was never documented or created for this property. There was a mentioned story that the sewer line for 325 M St. tied to the neighboring property to the south 333 M St. find this story to be completely unfounded with not evidence proving its possibility. The elevation differences alone make this not possible. The existing sewer for 325 M St. is 9ft deep from crawlspace grade inside the home. A view to the south from the porch of the home makes is obvious that would require uphill flow from 325 M St. to 333 M St. which would require a lift station. This also would require a much greater distance to cover to gain sewer access and a much greater effort to gain sewer access than tying to the city sewer_which is much closer and runs the distance of the west property line. The Anchorage Water & Wastewater Utility therefore respectfully requests that such a wavier be granted for a well located on the subject property which is ].ess than the standard separation distance of 75 feet from a proposed sewer line. The subject property is isolated with no street frontage, and the existing well is located on the southeast side of the property, 75 feet from an existing 8-inch concrete sewer line. Replacement of the existing concrete sewer line is being necessitated by Phase III of the Anchorage Coastal Trail Project. Due to physical site constraints and a proposed bin-wall which will be constructed as part of the Coastal Trail Project, we are being forced to replace the existing concrete sewer line with an 8-inch ductile iron sewer line that will run parallel to, and 13 feet southeast of, the existing line. Hence, the new sewer line will be located a distance of 62 feet (at the closest point) from the existing well, and will be in violation of the 75 foot separation requirement for a distance of approximately 80 feet. To move the proposed sewer line further to the northwest would interfere with the bin-wall structural ties and conflict with the Alaska Railroad embankment. The new alignment of the sewer line has been placed below the centerline of the Coastal Trail as requested by Coastal Trail Project management. An existing house lies between the proposed sewer line and the well, and the house sewer service connect is located approximately 40 feet from the well. Attached is a copy of the plan/profile sheet for the proposed alignment, a 100 scale map of the project area, and well log. Please note that there are no conflicts with the separation criteria for sewer manholes and cleanouts.
