I have verified with the installer of the septic tank for Lot 2, Park Hills Ridge Subdivision
that 2" of direct bury insulation was placed atop the tank prior to backfilling. In addition,
2' of backfill material is above the insulation. I have also verified that a minimum of 3' of
cover is over both absorption beds. Insulation has also been placed atop the lower bed.
The owner of the property intends to do additional landscaping and backfilling over the
beds this summer. That will assure sufficient cover to prevent freezing. I have modified
the as-built drawing to reflect the insulation over the tank and the cover over the fields. It
appears the septic system can now be approved. Please let me know if you have additional
questions.

SUBJECT: Lot 2, Park Hills Ridge Subdivision
Septic System Permit Application
The following revisions have been made to the septic system permit application for Lot 2,
Park Hills Ridge Subdivision in accordance with your comments:
· The total depth of the system has been changed to 2' to maintain the 4' separation from
the highest recorded groundwater elevation. The system will require a minimum of 2"
of high density direct bury insulation or 3' minimum of natural ground cover.
· The bed width has been changed to 15' and a total length of 100'.
· The note "Zabel Flow Divider" has been changed to "Zabel Flow Splitter".
· The wording under the Typical Bed Section has been changed to read "Grade Area
Over Bed to Drain Away".
This information addresses comments received from your initial review of the permit
package. Hopefully, the design can now be approved by the Municipality and the permit
issued.

Impacts to Adjacent Properties
Dear On Site Services Engineer:
We hereby request a permit be issued to place a septic system on the subject lot in
accordance with the attached design. Testholes placed in the area of the proposed
absorption bed revealed a poorly graded to silty sand with a percolation rate of 19 minutes
per inch. No ground,water has been noted in the monitor tube all spring, but in years pat the
level has been within 6.2' of the surface. We are therefore proposing to place a shallow bed
at a depth of 2' below the original ground surface. The bed will be 15' wide and a total of
100' in length. Two beds each 50' in length will be placed 10' apart. A flow splitter valve
will be installed to divide the flow between the beds.
The ground surface of the lot slopes from east to west at varying grades. The surface in the
area of the absorption bed, however, is fairly flat. The lot is of sufficient size so that no
encroachments exist between the septic system and any wells in the area. If the new
system is constructed as designed the following statements can be made:
The system, if constructed as designed, will have no adverse impact on the wells in
the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on existing septic
systems in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on reserved
space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

I. The Flow Divide distributes effluent leaving the
septic tank by means of a patented central weir
design that insures the flow is evenly divided even
if the Flow Divider is not perfectly level.
2. The inlet pipe of the Flow Divider is constructed
so that effluent will flow from it and down into the
effluent into two equal portions.
3. Distributes flow better than D-boxes and mani-
folds that are subject to frost heave or ground
settling.
4. Testing shows that even with a level discrepancy
of 1/8" or more between the right and left port, the
division of the flow was almost 50/50. A standard
D-box or manifold distorts the flow under these
same conditions.
1. The Flow Director is a Flow Divider with a pat-
ented sleeve valve installed to distribute the efflu-
ent flow to a primary field of your choice and
allows the secondary field to rest until needed.
2. The Flow Divider automatically back flows from
the primary to the secondary field and does not
depend on the homeowner to change the sleeve
valve in the Flow Director. A standard Y-valve is
dependent on the homeowner to change the flow
direction at the proper time. Unfortunately, this
usually does not happen and a problem develops
such as an effluent break out resulting in ground
water contamination.
3. At the time the septic tank is normally serviced,
the septic tank service company can redirect the
flow alloWing the primary, field the opportunity to
rest.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: Lot 2, Park Hills Ridge Subdivision
GENERAL:
1. The scope of this project includes the procurement and
placement of a 1,250 gallon Septic tank and the
construction of a shallow absorption bed ~ wide and a
total length of ~ L.F. /~
2. Construction shall be in accordance with the approved site
plan, design drawings, Municipal Permit with any special
provisions or conditions, and all applicable State and
Municipal Wastewater Disposal Regulations.
3. The Contractor shall be responsible for obtaining all
underground utility locates and for the layout of the septic
system and verification of the location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall
be responsible for final grading areas subsequently
depressed from soil settling. Property owner shall be
responsible for revegetation of affected areas unless
specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must
be certified by the Municipal Department of Health and
Human Services for system installations. Owners installing
their own systems must receive prior approval from D.H.H.S.
before beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,250 gallon septic tank must be procured from an
approved source and installed at the location shown on the
Site Plan.

2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts
for pumping access.
3. The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
5. Tanks installed without 4' of cover shall have a minimum of
2" of direct burial insulation.
6. A foundation cleanout shall be installed one to four feet
from the building foundation. Two cleanouts are required
between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive
slope exists away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown
on the design. The bottom of the bed shall be within 2" of
level.
2. Distribution piping must be placed level with perforations
down atop a level bed of drainfield rock. Rock should then
be placed over the pipe to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between
the drainfield rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the
locations shown on the design. The portion below ground
must be perforated.

5. Contractor shall verify the septic tank and drainfield are a
minimum 100' away from any private water wells in the
area, 150' from a Class "C" Well or 200' from any community
well.
6. Direct bury insulation must be placed over the distribution
system if less than 3' of backfill depth is available. Finish
grade over the trench must be mounded to prevent
settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the
drainfield rock. Contractor shall verify this condition prior
to placement of the rock. All pockets of unacceptable
materials must be removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic
system installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C.
(perforated and solid), ASTM F810 or H.D.P.E. (perforated, but
not solid) and ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial
polystyrene (Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted
watertight couplings (Caulder, Fernco, or equal).

be installed between the final drain rock layer and the
native soil layer.

6. All drain rock shall be .5" to 2.5" in diameter with less than
3% passing the #200 sieve.
INSPECTIONS:
A minimum, of two inspections are required by Municipal
Ordinance. These inspections must be conducted under the
supervision of a professional engineer registered in the State
of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation
of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement
of the geotextile fabric, gravel, distribution piping,
standpipes, cleanouts and insulation. No backfill should be in
place at the time of inspection.
Contractor shall provide a copy of all field survey layout and
construction notes for use in preparing the certified as-built
of the completed system.
