October 25, 2022 Municipalities of Anchorage On-Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 RE: SEPTIC SYSTEM UPGRADE WITHOUT A MOA PERMIT LEGAL: RIVER VIEW ESTATES BLOCK 3, LOT 9 – OSP221254 The subject property owner upgraded the septic system in August 2009 with a HDPE tank and apparent 100 rated ADEC soils. The owner has requested we obtain a permit to augment the existing absorption bed with the proper 0.8 GPD/SF rated soils. This extension will require the existing bed to be augmented by extending the bed 12’+ longer by 10’ wide with 0.5. effective depth per the design and should bring the system into to conformance with existing MOA code for a 3-bedroom septic system. Attached is the recently received non-objection letter from BLM for the existing system partially in the BLM easement. The existing tank appears to be a Greer HDPE 1000-gallon tank properly installed with appropriate piping and bedding materials. The design is based on the recent test hole conducted and no groundwater was observed at test hole excavation or subsequent monitoring per the attached. The slopes are moderate at 2-6% at the septic upgrade location with no slope issues within 50’+ from the existing bed. The lot and area are served by private water. The end tubes and the monitoring tubes for the septic leach field are withing the 33-foot-wide section line easement as shown on the as-built for lot 9, block 3 on Plat 75-131. According to your description, the easement crosses steep cliffs and a riverbank, making it difficult to use as an easement. While the section line easement will continue to exist unless it is vacated, the easement holder, whether the State of Alaska, or the BLM, may elect not to develop the easement, if it is not in the interest of the public. Since this easement is in a difficult to develop location, on steep cliffs and a riverbank, the BLM has no objections to the location of the septic leach field on the property as shown on Plat 75-131, dated July 11, 2022. This letter may not be considered binding on any future managers for the State of Alaska or the BLM. The owner has requested we obtain a permit to retroactively upgrade the existing septic system of the above referenced lot and obtain a COSA. It appears per our visual observations, owner comments and photos that a 30’x15’ bed approximately 3.5’ from grade was installed on 8/2/2009 by an ADEC installer. We were asked to subsequently test the system and obtain a COSA and the existing field readily absorbed the required 450 gallons for the 3-bedroom residence. Based on this it appears there is 450 square feet of absorption area and we respectfully request that the MOA approve the existing septic system as is. The design is based on the recent test hole conducted and no groundwater was observed at test hole excavation or monitoring per the attached. The reported results described the performance of the system under the conditions encountered at the time of the test, and separation distances measured to readily Identifiable features. The operational life of all wells and septic systems depend on the local soils condition, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of the system. Satisfactory lost results do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments. This inspection revealed a nitrate concentration of 8.16 milligrams per liter (mg/L) was reported for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells.
