Subjectt Request for Comments on Cases due 6/14/96.
The Environmental Services Division, On-Site Services Section has reviewed the
following cases and has these comments:
S-9880 Goldenview Park #2.
The existing well and wastewater disposal system serving Lot 3 are not
permitted, and have not been approved by DHI-IS. Prior to approval of the
request, the applicant must take necessary action to bring these un-
approved systems into compliance with on-site water and wastewater
disposal regulations.
S-9633A Kendall.
No objections.
S-9706A Riverview.

S-9/933 An ordinance amending the Anchorage Municipal Code.
No objections.
S'-9934 Eagle Cross (E.R.).
No objections provided all development is served by public water and
sewer.
S-9935 Muirwood Park.

S-9936 H & H (E.P,.).
1. Areas designated for the original and replacement wastewater disposal
system sites must be identified and must meet all criteria specified in AMC
15.65, including slope setback requirements.
2. Supporting documentation on water availability must be provided.
I would like to request that the Public Review Board review my
application for replatting of Lots 2 and 3, Block 10, Riverview
Estates Subdivision, Land Use Permit No. 95E3031. I do not agree
with the addition of the 15' dedicated walkway that was added to
the old "Lot 2"
This area is where all the drainage in the subdivision occurs and
also has a spring, several very large spruce trees, large amounts
of devils club and remnants of an antique cabin, which are not
conducive to a walkway. Our lot already has access down the
other three sides, (with severe trashing and damage to riparian
vegetation), so this will deny us any quiet areas without
traffic, the very reason we bought the property.
Our subdivision has severe drainage and overflow problems. If
this area were dedicated a walkway, and any improvements were
made to this area, then even more drainage problems would occur
on my surrounding land which could end up affecting my proposed
residence. This is not a dedicated drainage area, but because of
the work the Municipality has done in the area, it ends up being
a major conduit for overflow and ice creep in the winter and in
the summer runs water nearly all season. As long as the
vegetation remains undisturbed, the problems will be more or less
contained. Removal of any vegetation or construction of any
walkways will allow unrestricted movement of drainage water and
aufeiss on our property which could cause extensive damage.
We wanted to remove the existing powerline easement on Lot 3 so
that we could move the proposed house out of a grove of spruce
trees and "hide" the house from the culdesac. This will help
preserve the relatively undeveloped nature of the area, and help
keep intact the very reasons the public visits these areas. If
we are not allowed to move the house closer to the north property
line, then we will be an intrusive presence to the park visitors.

Credit Union and is the owner o~ record in accordance with the
attached C~rtificate of Plat. Ms. Blank intends to construct h~r home
on these properties however she wish~s to develop these two lo~s as a
single property. This is n~cessary for h~r to haue adequate spa~ to
accommodate a private well, septic system, driveway and house
construction and still minimize the r~moual of ~rees. It is h~r
d~sire to r~t~in these properties in as n~ar their vegetative stat~ as
