ALaSKA 99502 PHONE: 272-0496 Lots 23 and 24, Block B Rosebud Subdivision Water and Sewer Facilities Dear Rolf: Apparently your letter of July 25, 1973 was never delivered to me, but returned to your office on August 17, 1973. This afternoon, Susan E. Dickerson, Sanitarian from your office, hand-delivered the letter, asking that I respond~to you as soon as possible. I am greatly disappointed that you feel unable to grant us a temporary waiver on the existing sewer system at the above referenced property. The existing use, that of a temporary mobile-modular home being used as an office, will soon terminate. These two lots, along with eight adjacent lots, comprise a parcel of nearly 2 acres which are now in the process of sale. Perhaps my request was for too long a period. If you could at least allow us until next Spring, we will then be able to either close down the use entirely, or comply with all necessary health requirements. Correction at this time would be both uneconomic and~ppropriate in that we could not determine either the proper location or capacity of the needed facility for the future development and use of this property. We strongly ask that you allow us this opportunity. We are only now informed by your Sanitarian that the adjacent property is also being serviced by our well. We had not been aware of this, nor are we aware of any agreement permitting such. We certainly have received no compensation from them and intend to cut off their water immediately. Our system is a private system meant only to serve our ~eeds, which I am sure you realize to be rather light. The likelihood of contamination, we feel, is quite small, since there is no heavy sewage use such as washing, bathing, etc. Also, there are no other adjacent or even nearby wells that we might contaminate. If after considering the above information, you still feel that you cannot allow us at least a temporary continuation of our existing facilities until next Spring, we ask that you consider some other means less severe than the costly, inconvenient and inefficient requirement of connecting a large sewer August 29, 1973 Page Two line to the trunk on the other side of the Seward Highway. We would certainly hope that it would not. be necessary, but would consider discontinuing all use of water in our facility from our well other than that necessary to operate toilet facilities. It would be most inconvenient~ but I suppose that we could carry water in from outside sources for coffee making and any other occasional uses. We sincerely hope that you will be able to resolve our situation without having to resort to this kind of a last ditch solution. I will be glad to cooperate with your office in any way possible to resolve this problem and sincerely appreciate your efforts to date.
