Separation Distance Waiver
Septic Tank to Surface Water
Dear On Site Services Engineer:
The septic tank on Lot 9, Block 5, Kasilof Hills Subdivision is not structurally sound and
in danger of collapsing and must be replaced. The existing tank was originally
constructed in April of 1989 with the development of the lot. The existing surface
drainage pattern at that time included runoff from a culvert crossing under Kasilof
Boulevard which is owned and maintained by the Municipality of Anchorage. The
drainage traverses Lot 9 in a northwesterly direction passes through a 93' culvert near
the septic system and into the drainage system along Voskof Place. No drainage
easement was ever secured by the Municipality to cross the lot with the drainage.
Discussions with the City in 1992 to redirect their drainage were unsuccessful. In lieu of
litigation the homeowner chose to obtain a waiver from the City allowing placement of
the septic system within 100' of the drainage way.
A waiver between the existing septic system on the lot and the surface drainage was
secured in July of 1992. A condition for the waiver was the placement of the 12" x 93'
corrugated plastic culvert. The runoff water enters the culvert approximately 50' up
gradient of t.he existing septic tank and exits approximately 48' down gradient. The
septic system has operated in this manner since 1992 and remains in effect today. A
condition of the waiver, however, requires that future upgrades require a new waiver
from the City. We are therefore requesting the waiver be reissued for the new septic
tank. The existing absorption trench remains under the jurisdiction of the original
waiver.
The new septic tank will be placed perpendicular to and 20' further north than the
existing tank to provide additional separation from the surface drainage. The
separation distance from surface water will now be nearly 70' from both the inlet and
outlet of the culvert. The effluent level in the tank will be more than 1.5' lower than the
surface water flowing through the culvert. In addition, overflow from the tank, should it

ever occur, would be directed to the northwest and away from the surface water by the
topography of the lot. It is highly unlikely contamination to surface water could occur
from a discharge from the tank.
Attempts were made in 1992 to work with the City to reroute drainage from the
Municipal Right of Way off of the property. Their refusal to allow placement of
additional culverts to direct drainage along Kasilof Boulevard to control drainage made
it impossible to obtain the required separation distance between surface water and the
septic system.
The septic system has worked effectively in its current location for many years and has
not caused any contamination to surface water. We therefore recommend the waiver
be extended to allow placement of the new septic tank. We also request the City waive
the fee for the separation distance waiver as the surface water belongs to the City and
is currently illegally crossing private property.

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The septic tank on Lot 9, Block 5, Kasilof Subdivision is failing and must be replaced.
We are proposing to replace the tank with a new 1,250-gallon septic tank to serve the
three-bedroom home on the lot. We are therefore requesting a permit be issued for
the construction of a new septic tank to serve the home. The attached Site Plan and
backup documentation identify the location and configuration of the existing septic
system and the location of the new tank. Also identified on the plans are the existing
wells on the lot. It will also be located approximately 53' from a 12" culvert used to
control surface drainage on the lot. In addition the tank will be reoriented in a
north/south direction. Any overflow which may emanate from the tank would drain to
the northwest and away from the surface water due to the topography of the lot. A
request for a waiver of the separation distance between the new tank and the surface
drainage is attached to this permit application. The existing tank on the lot will be
properly disposed on the property or removed from site. The drainage patterns will be
maintained after construction.
The ground surface on the lot slopes at a 15% grade to the west. The new septic tank
will be constructed near the location of the existing tank and as parallel with the slope of
the land as possible in conformance with Municipal requirements.
If the tank is constructed in accordance with our design the following statements apply:
The tank, if constructed as designed, will have no adverse impact on the wells in
the area or those to be constructed in the future.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 9, BLOCK 5, KASlLOF HILLS SUBDIVISION
GENERAL:
The scope of this project includes the pumping and removal of the existing
septic tank on the property and the procurement and placement of a new
1,250-gallon septic tank at the location shown on the Site Plan. Work also
includes the placement of 2 post tank cleanouts and tieing the new tank into
the existing absorption trench. The new septic tank must be placed 100' from
the existing wells on the lot and 100' from all private wells in the area. A
minimum of 4' of cover is required over the septic tank. The foundation
cleanout must be replaced if one is not found on the property.
Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified by the
Municipal Development Services Department Building Safety Division On-Site
Water and Wastewater Program for system installations. Owners installing
their own systems must receive prior approval from the On-Site Water and
Wastewater Program before beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,250-gallon septic tank must be procured from an approved source
and installed at the location shown.
2. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.
3. The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.

4. All standpipes on the septic tank shall extend a minimum of 12 inches above
final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation. Two cleanouts are required between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive slope exists away
from the septic tank.
DRAINFIELD CONSTRUCTION: - EXISTING ABSORPTION TRENCH TO REMAIN IN
SERVICE
1. The drainfield shall be constructed to the dimensions shown on the design.
The bottom of the trench shall be within 2" of level.
Distribution piping must be placed level with perforations down atop a level
bed of drainfield rock. Rock should then be placed over the pipe to provide a
minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield rock
and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations shown on
the design. The portion below ground must be perforated.
Contractor shall verify the septic tank and drainfield are a minimum 100' away
from any private water wells in the area, 150' from a Class "C" Well or 200'
from any community well.
Direct bury insulation must be placed over the distribution system if less than
3' of backfill depth is available. Finish grade over the trench must be
mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.

A minimum 2' of accepting soil is required below the drainfield rock for a 5'
wide trench. All pockets of unacceptable materials must be removed and
replaced.

MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and
solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662
or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
septic tank may be set in place, but may not be backfilled.
The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as-built of the completed system.

Dear Mr. Wickersham,
On January 4, 1989, a septic system as-built was received for
the subject lot. Noted on that as-built were the well location
and the location of a dry well, which is assumed to have been
drilled by your drilling contractor. Under AMC 15.55.060.J a
record of the well must be provided this department within
thirty days of completion. Once the well log is received your
as-built could be completely processed.
The dry well would appear to require further attention as well.
The presence of such a structure could be a conduit for
contamination to ground water aquifers. As such it will be
necessary to abandon the dry well in accordance with AMC
15.55.060.K. This would entail sealing the well with concrete
and welding a 0.25-inch plate on the casing at or below ground
level.
In order to facilitate the acceptance of your as-built it will
be necessary to fulfill these requirments. It would be
appreciated if you could supply documentation that the foregoing
have been met, no later than March 15, 1989. Should you need
further clarification please call my office at 343-4744.

Dear On-Site Services Engineer:
As noted in the records for the property, this house is served by two low-flow wells. According to
the well logs, both wells were originally tested at 0.13 GPM (8 gallons per hour). The wells are
labeled inside the mechanical room as “Well 1” (to the north) and “Well 2” (to the south). There
are control valves and electrical switches which allow the homeowner to control each well
separately as needed.
At the time of our testing, we recorded a very low recovery rate of 0.05 GPM for Well 2. Well 1,
however, was much more difficult to monitor. According to the homeowner, two check valves
were installed in the well piping due to the very low flow. These acted as obstructions to our well
sounder and we were unable to get clear readings after the initial static level. We were also told
that the pump is set at 120’, but that a well company in the past was unable to pull it up further
than that to remove or service it. With that information, we were able calculate a basic well flow
by running the well until the pump shut off. Within 24 hours the static level had returned to normal.
This gives conservative recovery rate of 0.06 GPM.
We must note that while both wells are currently working and do produce water, the rates are so
low that either or both may stop producing at any point. Any prospective buyer must understand
that they will need to rely on hauling water for all but very basic water needs, and if either well no
longer works it must be decommissioned per muni regulations to prevent acting as a conduit to the
aquifer.

Your request for a waiver(s) of the required 100 foot horizontal
separation of a septic system to the surface water has been
approved. The approved separation distance(s) are the septic
tank from the surface water 40 feet and the leachfied from the
surface water 60 feet.
This waiver approval applies to the existing septic system to
surface water separation only. Any future upgrade to the septic
system will require all separation distances be met or another
approval from this department. Should the operation of the

Separation Distance Waiver - Septic Tank and Leach Field
from Surface Water Source
Gentlemen'
Attached is the as-built drawing showing the exact location and dimension
of the enclosed pipe system carrying the surface runoff past the septic
system on the subject lot. A 12" corrugated plastic pipe was installed in
the area shown. A rubber gasket was placed at each joint to assure water
tight seals. In addition, the entire pipe was wrapped in 10 mil visqueen
making water intrusion nearly impossible. An end section was placed on
the uphill end of the pipe to assist in channeling all water into the pipe.
These end sections are very effective in collecting surface water. A
photograph of the installed end section is included for your review. Also
included is manufacturer's data on the gasket materials used to seal the
joints.
The present ditch flows through the reserve area designated for this lot. I
have shown an alternate site for the septic system on the as built drawing.
This site is close to the existing leach field and the soils are similar to those
in the existing site.
The elevation of tile pipe is above tile bottom of the leach field. This fact
along with the type of piping system installed make it virtually impossible
for any effluent to contaminate the groundwater. We, therefore, request
the separation distance waiver between the septic tank and leach field and
the surface water source be granted. Please note this waiver is for both
the septic tank and the leach field and not just tile tank.

Gentlemen:
Lot 9, Block 5, Kasilof Subdivision was developed in late 1988 and early
1989. At that time of year no runoff was evident since snow covered the
property and no consideration was given to separation distance from
surface water. At the southeast corner of tile property the Municipality of
Anchorage maintains a drainage culvert. I am not aware as to when this
culvert was installed. It does, however, carry surface runoff from
Municipal rights-of-way and private property uphill from the subject lot
and dumps the water directly ou tile lot. The runoff then traverses tile lot
and eventually ends up in the ditches along the right-of-way of Voskof
Place. The Municipality has secured no drainage easement to cross this
property with the runoff and appears to be doing so illegally.
In the summer of 1989 tile property owner of the lot constructed a ditch
to confine tile runoff into a single corridor in an effort to utilize a larger
portio,n of his property. This ditch, however, was constructed within 30' of
the s~ptic tank and leach field. Several attempts [lave been macle to
reroh?Oe the drainage prior to its emptying on tile lot, but to no avail. The
Municipality has refused to allow placement of additional culverts to
confine the drainage within the Municipal right-of-way even though they
are aware they have no drainage easement on tile property. Tile property
owner would have to initiate legal action laefore the Municipality would
act. Without cooperation from the Municipal:ity and tile Local Road and
Service Area Board it is impossible to obtain tile required separation
distance between the drainage clitch and the septic system.

We are therefore requesting a waiver which would allow the septic sytem
and drainage ditch to continue to function in their existing locations. The
ditch, however, would be modified to ti closed conduit system. Tile conduit
would be placed in tile ditch and tile ditch backfilled to tile surface.
Runoff water enters the conduit approximately 60' up gradient from the
septic tank and exits tile conduit approximately 40' down gradient at the
outfall location. External water would not be able to contaminate the
runoff water while it is in the conduit.
The bottom of tile leach field on tile lot is 6' below grade. The ditch bottom
is 3' below grade providing a 3' vertical separation between tile conduit
and the bottom of tile field. The l:ield is constructed in well graded
granular soils which percolate at a rapid rate. Effluent from the septic
system percolates down through tile soil and does not seep (>ut at the toe
of the slope. Contamination of thc runoff water as it passes the septic
system is highly unlikely.
Water samples taken from the two wells on the lot indicate no
contamination. These results are attached for your use. A copy of the
design from which the conduit system was constructed is also included for
your review. Please advise il' additional inl'ormation is required.

At your request water samples were collected fi'om tile two wells on
the subject lot prior to filtration on June 24, 1992.
The first samples were collected from well # 2, for nitrates and
coliform, which is the well that is itl use due to the high nitrates that
were apparently created itl well #1 when the well was charged by
M&W.
Power was then supplied to well #1 and water was wasted for
approximately 15 minites to ensure representative samples were
taken fi'om well #1. Following tile collection of water from well#l,
power was restored to well #2 for normal operation. The laboratory
testing results from both wells are included for your records. An as
built showing the well locations is also attached.
Another question you had verbally addressed was the current flow
capacity of 1.0 gpm from well #2 when the original test indicated
0.13 gpm. During the recent 1992 test, water was pumped from well
#2 at a flow of 1 gpm over a 4 hour period and at steady drawdown
was noted. Since the well is over 400 feet deep, and there are 1.47
gallons of water stored per foot, the storage capacity alone is 588
gallons without any recharge during the pumping period. Although
the level of the pump was not established there was over 450 gallons
delivered.
