Roth Reference: Lot 2, Block 9, Kasilof Hills Subdivision Subject: Conditional Health Authority Approval Dear Mr. Roth: When conditions permit tile property owner of the referenced lot intends to perform the following operations to bring the onsite septic system into conformance with existing Municipal codes: Excavate a test pit near the abandoned seepage pit to determine the separation distance from the bottom of the pit to bedrock, if the separation distance is not sufficient the existing septic tank will be moved to provide the required 100' separation distance from the well. If the tank is found unsuitable for use it will be replaced. Excavate a test hole near the wide drain type absorption field located after the seepage pit to verify the 6' required separation distance from the bottom of the system to bedrock. Once these operations are complete, the system will be in conformance with Municipal codes. We hereby reqaest a conditional Health Authority Approval be issued on this property based on these activities taking place when weather permits. Since the waiver request will not be reviewed we ask the $410 waiver fee be refunded. Please deduct $90 from the amount as the permit fee required to upgrade the existing system as mentioned above. Box 240773 Anchorage, Alaska 99524 Re: Waiver Request For Lot 2 Block 9 Kasilof Hills Subdivision, Waiver Request Number WR920004, PID 015-131-04 Dear Mr. Anderson: Your request for waiver of the required 100 feet separation distance between the septic tank and well on the subject property has been denied. The distance requested to be waived is 94 feet. Review of the file for this lob indicates that the seepage pit immediately following the septic tank in question is most likely constructed on bedrock. The soil logs performed near the seepage pit on this lot indicat~ fractured bedrock begins at 7 feet and becomes solid bedrock at 8 feet. Seepage pits and cesspools were typically constructed a minimum of 10 feet into the ground. This lot will not be eligible to receive an unconditional Health Authority Approval until the following deficiencies are resolved: The seepage pit.in question needs to be either verified that it has the required 6 feet of separation from bedrock or abandoned properly. Move or replace the existing septic tank so it has the required 100 feet separation from the well. Verify by test hole that the wide drain type absorption field located after the seepage pit has the 6 feet required separation from the bottom of the system to bedrock. Box 196650 Anchorage, Alaska 99519-6650 Reference: Lot 2, Block 9, Kasilof Hills Snbdivision Subject: Separation Distance Waiver Deal' On-Site Services Engineer: We are hereby applying for a separation distance waiver between the private well and the septic tank located on the referenced lot. The drainfield exiting the tank is located more than 100' from the well and is therefore in compliance with Municipal regulations. The septic system was upgraded in 1978 when a 1,250 gallon, 2 compartment septic tank and drainfield were installed to an existing seepage pit system (500 gallon perforated tank). The new tank was placed between the house and seepage pit thereby reducing the separation distance from the well to 94'. The drainfield recently passed an adequacy test. The well water sample results for coliform and nitrates were also acceptable (Nitrates: 5.7mg/l, Coliform: 0, Other Bacteria: 0). An exhaustive effort has been made to locate a well log to no avail. Logs of several other wells in the area are attached. Soil conditions in the area indicate a bedrock depth at or near the static water level of 42'. Tile well is cased to this depth and probably to an estimated depth of 200'. The presence of the bedrock and the well casing make it highly unlikely any contamination from the tank could seep into the water system. The tank appears soand and no evidence of leaking is evident. Nitrate tests were run oll several wells in the area. They indicated a higher level of Nitrates than normally found, but none were out of the acceptable range. This indicates the higher level of Nitrates found in the well on Lot 2, Block 9, Kasilof Hills is not unusual for this area and certainly not attributable to the proximity of the septic tank. Test results are attached fol' your review. The lots in tile area range in size from 52,000 to 85,000 square feet with a low population density. The lots directly north and east of this property are currently vacant. The topography of the area slopes at approximately 18% from west to east. Tile hydraulic gradient appears to be on nearly the same slope. The attached drawings indicate the topography of the area with the locations of o % Lot 2, Block 9, Kasilof Hills Separation Distance Waiver February 1, 1992 Page Two adjacent wells and septic systems indicated. A cross section showing the west to east slope is also shown. The separation distance between the well and the septic tank is only 6' short of being acceptable. This fact coupled with the presence of bedrock at shallow depths and no current evidence of water contamination from any source indicate that a separation distance waiver between the well and septic tank is justified in this instauce.
