The Environmental Services Division, On-site Services Section,
of the Department of Health and Human Services has reviewed
the following cases and has these comments:
S-9042:
Heritage Estates Addition
No objection.
S-9217:
Heritage Estates West Subdivision
No objection.
S-9291:
Halcro Subdivision
We have reviewed additional information submitted
by the engineer for the applicant. The following
deficiencies still exist:
1. Show 100' setback to all surface waters on the final
plat.
2.Show proposed locations for new wells and driveways.
3.Provide groundwater monitoring through a high
water season.
4. Percolation tests on Lot 2 are greater than 60
minutes per inch in areas of proposed disposal.
5. The proposed subdivision has a high groundwater
table and poor soils, and as a result these lots
do not contain a reserved area. The engineer has
failed to adequately demonstrate the presence of
three acceptable disposal sites on each lot.
6. Provide soils information on Tract A-1 which has
been added to the original plat submittal. No
information has been given the department on this
third lot.
This subdivision does not currently meet the standards
set out in AMC 15.65, based on information submitted.
This plat needs to be returned or denied.

Sundi Lake Subdivision
1. Provide water monitoring on all test holes
through May, 1993.
2. Redesign systems on Lot 16A to be in compliance
with separation requirements to ground water
(determined by long term monitoring).
3.Survey in and plat the three disposal sites on
each lot. Add a plat note limiting bedrooms on
each lot.
4. Abandon existing cesspool on Lot 16A; provide
written documentation from engineer that
abandonment is done.
Ordinance of the MOA amending AMC Title 21 to include
appropriate sections prohibiting plat stacking.
No objection.
Baranof Woods Subdivision
No objection.
Potter Pointe Subdivision
This plat is substantially identical to the original
Saugstad Subdivision, S-9020. However, unlike S-9020,
the new plat application indicates two sanitary sewer
easements. We object to designating more than one
easement; the use of two will preclude the installation
of a private well on Lot 4.
Brandon-Hoffman Subdivision
Provide proof of connection to public sewer and water
for existing dwelling on Lot 5.
Forest Ridge Subdivision
This plat is missing multiple components of the
minimum filing requirements. DHHS will not review this
submittal until the missing documents are provided.
Eagle Crossing Subdivision
No objection.
Forest Ridge Subdivision Agreement Extension
No objection to the time extension.
Concord Hills Phase III, IV, v Subdivision
No objection.
Brookwood Hills North Subdivision Extension
No objection to time extension.

The variance is required due to the property existing conditions involving the size
shape, width on Eightieth Street, depth to rear property lines established and
effected by the Sand lake shoreline which at one time established the existing
rear property lot lines and combined with the fact that parcel two is a land
locked, waterfront lot. This variance combined with the new plat will give access
to both pieces of property, tot one will contain street frontage on Eightieth
of 120 feet as will lot two. tot one will have a lot width of 2~0' and an average
depth of aprox 710'. tot two will have a lot width of 150' with and average depth
of approx. 610'
2. Continued:
a land locked waterfront parcel containing approximately 36,000 square feet.
It is not this proposed variance which may be detrimental to the other properties
in the area as much as would be the use of this property for which it is zoned
being the highest density of single family detached homes. In addition, a large
number of lots on this shore of Sand lake are configured the same many with street
frontage of 70' and lot depths up to 500'. Where some other lots in the area
are as small as 9,000 square feet, these lots contain 112,000 and 79,000 square
feet. Also, each lot will be improved with large very custom homes which are
sure to increase the values of any properties in the neighborhood.

The Environmental Services Division, On-site Services Section,
of the Department of Health and Human Services has reviewed the
following cases and has these ~omments:
S-8921A:
Bainbridge Subdivision
No objection to the time extension.
S-9245:
Hillstrand Subdivision
No objection.
S-9290A:
Mc Kensie View West Subdivision - Variance
No objection.
S-9291:
Halcro Estates Subdivision
The plat application for this'subdivision does not
comply with filing requirements in AMC 15.65 and 21.15.
The following deficiencJ, es are noted:
1. The applicant needs to show the location of any
other sewer sytems/wells within 200 feet of this
proposal.
2. The waterway easement is actually a canal and will
need to be represented as a surface water source.
3. The plat must show 100 foot setbacks to the canal
and to the lake.
4. Soil tests and water monitoring results must be
reported on DHHS forms.
5. The soil tests submitted are inadequate. Further
percolation tests will be required.
6. DHHS staff were unable to locate testholes near the
lake, and thus were unable to confirm water
monitoring results. However, a small steel casing
was found and water monitored at -5.0 feet. We
will require additional water monitoring
information on Parcel 2.
7. Applicant has not designated the reserve option he
has chosen. After eliminating areas which fall
within surface water setbacks and a well radius, it
appears that providing enough land for wastewater
disposal will be nearly impossible. Testholes 2
and 3 appear to fall within the setbacks.

This area is underlain by a tight silt layer which may
be impermeable. Above this is a deep layer of organics,
and in some areas, various types of fill material. We
expect that there is a seasonal water table which reaches
the organic layer, thus rendering areas around the lake
unsuitable for on-site wastewater disposal. Contrary
to the statement made by th~ engineer, the peat system
in the Municipa.~was entirely a failure;
experiment
no new peat systems are anticipated.'~- This area is
suitable for development with public sewer. We strongly
recommend that sewer be extended, or that the proposed
plat be denied.

SOILS TESTS OF PARCELS I AND II
A portion of Section Lots 2 and 4 of N1/2,
Section 10, T12N, R4~, S.M.
BACKBROUND
This is a portion of a~__o._l_d _h~m.~staad_o_r_tgtnally owned by a
Mr. Alltson,~The cabin was located' approximately 50 feet
of It was reported to me that, when Mr. Allison dug
the two canals to the east of this property, the soil was
spread over the existing peat, It is believed that there
were beaver dams located near the existing shoreline. Some
plans were made to develop these lets, but ~one came to
fruition.
SOILS TEST -
A crawler backhoe was used to dig 5 test holes on this
property. All test holes were located at least 100 feet
from the water's edge. See attached map for test hole
locations. Mater monitoring tubes were placed in 4 of the
5 holes. The first test hole was not monitored since there
was not 2 feet of accepting oil at the site.
The soils are a silty sand 2-2.5 feet deep. The trees are
2-4 inches in diameter indicating recent growth over the fill
area. There Is a very wet area which is peat with some
standing water. See maps,
Under the fill there is between 2-4,5 feet of dry compacted
peat, Under the peat is a grey silt. The peat was very dry
even though the holes were below lake level, It appears
that there must be a dike between the lake and the soil test
areas, Two weeks after the holes were dug the testholes
were still dry. Test hole #5 is located well away from the
lake, nearer to East 80th Avenue, The test hole was dry to
10 feet below ground, There were mottled soils at 5 feet.
The soils easily smeared indicating a high silt content,
The test hole was dry at monitoring, November 15, 1990, The
wet part of the lot was reportedly flooded in the spring of
1990, The neighbor ditched along the lot edge and drained
some of the water.
The percolation tests run on November 15-16, 1990, are
typical of silty sand and silts. The rates ran between 3
and 42 minutes per inch. This is below the 60 minutes per
Inch cutoff point for on-site sewer systems,

DISCUSSION -
The fill does not cover the entire area. Parcel II is all
fill, There Is an area on Parcel I which has some soggy low
spots and relatively large birch trees. It may not be
suitable for septic systems. Additional testing tn the area
ts warrented for development. However, there is ample area
located over. 100 feet from the lake where bed systems can be
built. As these areas are limited, the selection of septic
areas must be outlined first. Buildings cannot built on
these areas.
Another possible system could be the peat dratnfield.
is presently experimental, but the results are very
encouraging.
This
Water wells in this area are generally around 200-300 feet
deep. At that depth the aquifer has a ver~ high yield.
Flows of 20-30 gpm are not uncommon, A common well should
be considered for this area.

studies were made on the grey silt. They were not water

effect. Building foundations will need to be extended
through the peat and into the g~ey silts.
