A new design is submitted to mitigate this damage. previous A soil test reveals silty sand w/gravel soil and no groundwater. The design calls for a new trench and a new septic tank. The existing trench is to be rehabilitated and connected via splitter valve. The water wells and easements are depicted on the drawing. The terrain slightly slopes southwest and is flat slope at the trench site. The system size is a single family at 4 bedrooms. Please review the wastewater system design for the existing 4 bedroom home. I have included design plans & specs, design guidelines, & soil test. A new design was submitted to mitigate this damage. During the design review a request was made for a surface water waiver. The water pond in question was constructed at a non-wetland site. An excavation was made and a liner installed to hold water for the pond. No other wetlands or associated wetlands are in the area. Three previous soils test excavations up to 17.5' in depth have demonstrated no groundwater. Surface water generally interfaces with groundwater. There is no such connection on this lot or in this area. The water well log reports the static water level @ 57' depth. Subsequent well flow inspections also revealed the static water level below 50' depth. These levels can be assumed to represent the nearest groundwater level. Review of the subject well log and other well logs in the area demonstrate that the aquifer level is below 50' depth. No other potential water sources were reported by well drillers above 50' depth. The property is relatively flat in this area,with a slight slope to the west as depicted in the previous plan view drawing. A 6"- high berm can be constructed between the wastewater system and pond to mitigate surface spillage concern. The revised drawing depicts this location. The aerial photo below presents the pond in question. This is a developed subdivision. This is a tight lot with many easements. A water pond with liner was constructed that obliterated the north end of the absorption trench. A new trench is planned+rehabilitation of the existing trench. South cleanout for existing trench requires location+north cleanout requires construction.No adverse impacts are expected from trench/tank upgrade. No conflicts to the other lots will take place by this septic system construction upgrade. A previous soil test reveals silty sand w/gravel. An application rate of 1.2 GPD/FT2. Trench Length=500 FTP/6'x 2 =42' trench, 6' effective. A new 1250 gallon septic tank will be installed; Decommission old tank per UPC. Water wells are drawn. Specification Requirements: All components and work must comply with the Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water Regulations and Wastewater Regulations. • Two compartment,New 1250 gallon septic tank. Install Double Cleanouts+Flow Splitter.Decommission old tank per UPC. • 10' minimum between the tank trench,tank to house. 10' to property lines, • 3' of cover or insulation is required for trench; 2" Minimum thickness for insulation can substitute for 1' cover. • Tank& solid pipe must be set on well compacted, stable soil. • 4 inch diameter cleanouts with airtight caps are required I' to 4' from foundation wall,prior to any 90 degree bend in 4 inch line, in each tank compartment, and two adjacent opposing cleanouts between the tank and the absorption field,not more than 10' from the tank positioned to provide cleanout access towards the tank and towards the absorption field. • All cleanouts must extend to at least ground level. • In solid pipe runs,ASTM D-3034 may be used in lieu of cast iron. • Trench to be placed level, minimum of 4' to groundwater,6' to bedrock from drain-rock. • Drain rock to be %P inch to 2 inch screened. Drain rock to be distributed uniformly throughout the trench. • Perforated pipe to be installed level with perforations down. • Silt barrier(filter fabric)to be installed above the drain rock. • Smeared trench sides must be raked or scarified before drain rock placement. • The finish grade must be mounded to promote drainage away from trench. • Insulation must be placed over any pipe installed under driveways or parking areas. • Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789, ABS ASTM D2661, • Sewer Service Line is minimum 2%slope. • Septic Tank to be pumped every two years or when required. • Insulation board to be extruded direct burial polystyrene(Dow Styrofoam HI/equal) DESIGN NOTES: 1. Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities on Lot 1, Block 11, McMah0n S/D g2, located at 12960 Killey Street. The existing septic system was found to be operating in a surcharged condition. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the soil logs, the native material between 4' and 8' is a gravelly sand with a measured perc rate of less than 1 minute per inch. The material below 8' is a slightly silty sand with a measured perc rate of 1 minute per inch. Using a slightly conservative soil application rate of 1.0 gpd/square foot, a four bedroom residence requires a total absorption area of (4 x 150)/1 = 600 square feet. The proposed 50 foot long trench with 6 feet of gravel beneath the horizontal distribution pipe has a total absorption area of 600 square feet. Since the proposed upgrade increases the number of bedrooms from the original 3 bedroom system, we have designated a location on the site plan for a replacement 4 bedroom trench as well. The topography of the lot in the area of the proposed construction slopes gently towards the west at 3% - 5%. Jesse Martin, the properly owner, plans to construct the upgrade himself, with assistance from some of his friends. Mr. Martin does have experience operating a backhoe, and as superintendent for a roofing company is well versed in general construction practices. By issuance of the permit, we will assume DHHS has no objection to the system being installed by the owner. The proposed project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage.. Minor deviations from these drawings may be allowed or required by the engineer:conducting the inspections. All construction procedm:es and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The installer shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The installer shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 The homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tank is to be properly abandoned by thoroughly pumping, crushing and burying on site. 2.2 The new 1250 gallon septic tank shall be Municipally approved and shall be set level on undisturbed soil.. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 Ail pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating a trench to a depth of approximately 10.5 feet below ground level. 3.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shah be raked to allow proper infiltration. 3.3 A total of 6.5 feet of approved sewer gravel shall be placed in the bottom of the eXcavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 6 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the ' #200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved £flter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 3.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 3.7. After the backfill soil has compacted, the homeowner shall be responsible for finish grading, placement of topsoil and seeding the disturbed areas. 4.0 Inspections: 4.1 A minimum of 4 engineering inspections will be required during the course of the project: (1) init/al stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the disu'ibution pipes have been laid and connected up to the septic tank, but prior to placement of filter fabric, and (4) after final backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. On February 14 I measured the total depth of the well on the subject lot to be 81 feet fi'om the top of the casing. Since this is greater than the 72 foot depth shown on the well log which I had surmised as belonging to this lot, I cannot prove with any degree of certainty that this is the right well tog. I do feel confident, however, that the information contah}ed on the several similar well logs from the immediate vicinity also reflects the geologic conditions in this well, and that my original waiver analysis remains valid. Also, per your request, on February 14 I measured the relative water elevations in the subject well and in nearby wells on Lot 2, Block 11, and on Lot 18, Block 9, McMahon s/D. These survey results are shown on the attached data sheet, which demonstrate that the water levels in each well are all within a foot of each other. This confirms my assumption in ~he waiver application that the water table gradient is essentially level, particularly in light of the fact that the alignment of the wells on Lot I and on Lot 18 is roughly parallel to the alignment from the well to septic system on the subject lot. Accordingly, 2.9 points should be utilized in the D.E.C.'s waiver point assignment. I do not know upon what information you are basing your assertion that the septic ~ank on the subject lot is 24 years old, as the as-built inspection report included with my waiver application indicates it to be slightly less than 13.5 years old. I am enclosing a site plan, water sample test results, well logs and the septic system as- built drawing to assist you in your review. According to the septic system as-built drawing (which was prepared by Bob Pratt, who has since transfered from Municipal to State D.E.C. employment), the septic system was installed on 10/28/76 and consists of a 1000 gallon steel septic tank followed by 39 lineal feet of 48 inch wide soil absorption trench containing 6 feet of sewer gravel beneath the perforated distribution pipe. The as-built drawing notes that the septic tank is 82 feet from the well, but makes no mention of a waiver, despite the fact that the sewer permit specifically states that the minimum separation distance allowed is 100 ft. The space provided on the the as-built form to indicate the actual separation distance between the well and the drainfield was left blank. When the present property owner purchased the house in 1983, another Municipal employee (also since departed) conducted a Health Authority Approval inspection and reported that the well is 82 feet from the septic tank and 100 feet from the absorption area, and no waiver analysis was apparently done at that time. On December 13, 1989 I conducted adequacy tests of the on-site water supply and wastewater disposal facilities, and measured the separation distances. Based on these measurements I found the well to be 84 feet from the cleanout pipe on the septic tank and 98 feet from the cleanout pipe at the beginning of the soil absorption trench. The requested waiver distances include an allowance for the assumed underground projection of the septic system components. To assess the adequacy of the septic system I ran a total of 719 gallons of water into it, approximately half through the cleanout at the beginning of the trench, and the remainder through the 6" din sump at the end. This amount of water caused the Huid depth in the sump to increase 28 inches above it's original depth of 74", and half of this increase dissipated within 20 minutes of cessation of pumping. Based on this test I concluded that the soil absorption trench continues to accept wastewater at an adequate rate for a three bedroom residence. There is no well log included in the Municipal microfilm file for this lot, but the file for the adjoining Lot 2 contains two different, but similar, well logs, and I believe the one without a lot designation actually applies to the subject lot. This log, dated 9/14/76 indicates a total well depth of 72 feet, a static water level of 57 feet, and a yield of 7 gpm. In the process of conducting a well flow test on 12/13/89, I observed a static water level in this well of 51 feet. Steady pumping of 931 gallons of water from the well at the maximum pump output of 6.3 gpm caused the water level inside the casing to be drawn down to 68 feet, but no further, and the level recovered to 52 feet within 15 minutes of cessation of pumping. This measured yield in excess of 6.3 gpm is more than adequate for any single family residence, Water samples taken on 12/13/89 showed 0 coliform or other bacteria per 100 mi, but the nitrate level was 9.8 mg/l measured as nitrogen. A follow-up sample taken on 12/19 tested out at 8.7 mg/l of nitrate-N. These nitrate levels are slightly less than the State standard of 10 mg/l, which is applicable to community wells, but they are significantly higher than levels previously noted in this area, and thus are a cause for concern, particularly in light of the fact that a separation distance waiver is necessary. The purchaser also reported concern about an odor to the water, which may or may not be related to the nitrate level. After discussions with DHHS personnel, Dan Bolles undertook a program to assess the magnitude and extent of the area experiencing high nitrate levels. Based on subsequent verbal discussions with Mr. Bolles, I understand that comparably high nitrate levels were found on several nearby lots, including a nitrate level of 9.9 on Lot 2, Block 11; 7.0 on L40, B3; 5.3 on LI8, Bg; and 8.2 on LI5, Bg. This last is particularly interesting, because there had been a previous test in 1988, at which time the level was 3.6. Based on these preliminary results, I believe it is safe to conclude that the nitrate "problem" is an areawide one, and is probably not related to the construction of the well on this lot, or to the proximity of the septic system components to this well. Nitrate levels are not particularly sensitive to the proximity of a single source, but rather are reflective of an areawide nitrate loading density, which may or may not be of human origins. Since the wells in this area are supplied by a confined aquifer, it is unlikely that the source of the nitrate levels measured in the wells is attributable to the wastewater disposal systems on the overlying lots, but rather to the nitrate concentration in the aquifer recharge area. Another possible explanation of these high nitrate levels is the fact that a nearby AWWU well has recently been shut down, causing a significant rise in locally observed static water levels. This rise in the water table could cause leaching out of nitrate deposits which had been gradually been forming in the unsaturated soils during previous years. If this explanation is true, then one would expect the observed nitrate concentrations to gradually decrease over time as a new stable water table is established. In light of the above, it is my opinion that the nitrate level is not directly relevant to consideration of the requested waiver, so the analysis shoulcl be the same as for any other situation. Analysis of the soil log prepared at the time of septic system construction shows the surficial soils to be primarily sands to a depth of 16 feet. These can be expected to provide excellent filtration of effluent and to allow the formation of a clogging mat. The well log indicates a zone of hard pan extending from 24' to 62' with granular soil underneath encompassing the aquifer. This hard pan stratum can be expected to provide excellent protection of the aquifer from contamination arising in overlying soils. The topography of the lot is generally level, with the wellhead and septic system standpipes at about the same elevation, meaning that effluent surfacing from a failing septic system would have no particular tendency to migrate towards the wellhead, and the presence of the house between the two would increase the surface flow path to over 100 feet. The following is a breakdown of how points could be assigned using the D.E.C. S.C.R.O. prescribed criteria for waiver analysis.
