4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:

b. Covered, sealed, and heated to prevent freezing

Hello Mark,
Thanks for your patience. Here are my comments on this change order:
I. C-101 Your visual description of the existing trenches differs than what you submitted to us at permit request.
Did you confirm visually that this is how the existing system is orientated? This is important because we require
horizontal separations between the new field and the old. See 15.65.210 B1g
The existing system location as shown on the plans is based on the following information
® The contractor excavated into the side of the existing system when setting the new septic tank
® Reviewing the MOA records more closely, the existing system was located as shown
It is relevant to note the survey sheet provided by our client does not appear to match with what we observed in
the field.
The proposed system should be able to have greater than 6 FT offset to the existing field, and I have revised the
drawings to indicate this.
2. C-101: Bed width is controlled by 15.65.210 D2c You can justify bed width being larger if you desire.
We propose to install a 24 FT x 24FT bed soil absorption system wider than 15 FT specified in 15.65.210 because
we want to maintain adequate separation from the existing soil absorption system and available area on the lot
is limited. The lot will allow for the bed soil absorption system (SAS) to be constructed without tracking
equipment over the SAS; I have added a note to the detail drawing for the SAS.

3. G-003 is it not desirable to have the DESIGN POINT closer to the OPERATING POINT on the pump curve?
The design point shows based on the input parameters the feet of head and flow rate required. The operating
point shows how the system will perform with the selected pump. The operating residual head will be higher
than the 5 FT residual design point. The residual head will be approximately 25 - 26 FT (11psi) and will keep the
system adequately pressurized.
4. V-101: existing trench description doesn't match what is shown on C-101. Please coordinate. See comment #1
above
I have remove V-101 from our plan set as discussed.
5. V-101: can you show the location of the new test pit dug in June 2023 on this page with the 30' radius?
I have removed V-101 from our plan set.
6. C-101: can you show all test holes dug in support of this project on this page with 30' radii around each?
Yes. The test holes were originally not included because they are greater than 30' away from proposed soil
absorption system. Please see revised C-101.
7. C-103: bottom of bed sewer rock looks to be at approximately 634'. This is approximately 2.5'— 3.5' bgs. Please
justify that this will all be draining into the soil strata that you performed the perc test in. Perc test was
performed at 3.5' bgs. Looks like from your soil log there is a different layer between 2 — 3.5'. Or justify that this
is all similar soil.
The bottom of the sewer rock is approximately at 3 FT below ground surface and the soil absorption system will
be draining into the same soil strata as the perc test at 3.5 FT.
I would like to explain the test pit log. The soil has the same classification from 2.0 FT to 7.5 FT (sp/SP). The soil
changes on the test pit log are identified by the lines that run halfway across the page under subsurface
material. According to our geotech group, the uppercase SP at 3.5 FT identifies lab testing was used for the soil
classification and not a change in soil type. The sm classification at 8.0 FT is not capitalized because testing to
distinguish between silt or clay was not performed.
8. C-301: please clarify native sand below sewer rock? This makes it look like you are installing a sand filter layer
below the sewer rock. Not needed since the soil is classified as SP.
The native SP soils will be used, not a sand liner. I revised detail drawing to clarify.
9. C-301: laterals should be located in the middle vertically of the sewer rock. it appears you have the laterals
located towards the top of the sewer rock.
I have revised the drawings to indicate 2" of sewer rock above the laterals.

Platt Residence Test Pit & Percolation Testing
Loma Estates L1 131
HDL Engineering Consultants, LLC (HDL) conducted a test pit and percolation testing in
support of a wastewater system replacement at the Platt residence located at 16910 Bettijean
Street in Anchorage, Alaska (Site). This geotechnical memo is subject to the attached
limitations.
HDL conducted a falling head percolation test in an excavated test pit (TP -01) near the
proposed soil absorption system on May 31, 2023. We conducted the test in general
accordance with the Environmental Protection Agency's Falling Head Percolation Test
Procedure by placing a 4 -inch diameter standpipe in a bench adjacent to TP -01. The final depth
of the standpipe was approximately 3.5 feet below the existing ground surface (bgs). See HDL
TP -01 on the attached Site Plan for the test pit location.
The test pit encountered an organic mat followed by layers of poorly graded sand with varying
amounts of silt and gravel extending to the test pit termination depth. HDL collected grab
samples at select depths and returned them to HDL's laboratory for testing. See the attached
Test Pit Log for detailed soil information and results of the laboratory testing.
HDL observed a groundwater seep during excavation at a depth of approximately 7.5 feet bgs.
HDL installed a slotted 2 -inch PVC pipe in TP -01 to monitor groundwater levels at the Site. On
June 8, 2023 we measured groundwater in the PVC pipe at a depth of approximately 8.75 feet
bgs. We adjusted the groundwater depth by 1 foot in accordance with the Municipality of
Anchorage code 15.65. The resulting adjusted seasonal high groundwater level at the Site is
7.75 feet bgs.
Due to the permeable nature of the soil, HDL collected 7 measurements of the time it took for
the water level in the standpipe to drop 6 inches. Table 1 presents the results of the percolation
test.

rate. Based on the last measurement, the calculated percolation rate was 0.23 minutes per inch.

GEOTECHNICAL LIMITATIONS
Use of Report
1. HDL Engineering Consultants, LLC (HDL) prepared this report on behalf of, and for the
exclusive use of our Client for the stated purpose(s) and location(s) identified in the
Proposal for Services and/or Report. Use of this report, in whole or in part, at other
locations, or for other purposes, may lead to inappropriate conclusions; and we do not
accept any responsibility for the consequences of such use(s). Further, reliance by any party
not expressly identified in the agreement, for any use, without our prior written
permission, shall be at that party's sole risk, and without any liability to HDL.
2. If substantial time has elapsed between submission of this report and the start of work
at the site, or if conditions have changed because of natural causes or construction
operations at or adjacent to the site, we recommend that HDL be retained to review this
report to determine the applicability of the conclusions considering the time lapse or
changed conditions.
Standard of Care
3. HDL's findings and conclusions are based on the work conducted as part of the Scope of
Services set forth in the Proposal for Services and/or Report, and reflect our professional
judgment. These findings and conclusions must be considered not as scientific or
engineering certainties, but rather as our professional opinions concerning the limited data
gathered during the course of our work. If conditions other than those described in this
report are found at the subject location(s), or the design has been altered in any way, HDL
shall be so notified and afforded the opportunity to revise the report, as appropriate, to
reflect the unanticipated changed conditions.
4. HDL's services were performed using the degree of skill and care ordinarily exercised by
qualified professionals performing the same type of services, at the same time, under
similar conditions, at the same or a similar property. No warranty, expressed or implied, is
made.
Subsurface Conditions
S. The generalized soil profile(s) provided in our Report are based on widely -spaced
subsurface explorations and are intended only to convey trends in subsurface conditions.
The boundaries between strata are approximate and idealized, and were based on our
assessment of subsurface conditions. The composition of strata, and the transitions
between strata, may be more variable and more complex than indicated. For more
specific information on soil conditions at a specific location refer to the exploration logs.
6. Unanticipated soil conditions are commonly encountered and cannot be fully
determined by merely taking soil samples or advancing borings. Such unexpected
conditions frequently require additional expenditure to attain a properly constructed
project. Therefore, some contingency fund is recommended to accommodate such
potential extra costs.
7. In preparing this report, HDL relied on certain information provided by the Client, state
and local officials, and other parties referenced therein which were made available to HDL
at the time of our evaluation. HDL did not attempt to independently verify the accuracy
or completeness of all information reviewed or received during the course of this
evaluation.
8. Water level readings have been made in test holes (as described in the Report) and
monitoring wells at the specified times and under the stated conditions. These data have
been reviewed and interpretations have been made in this Report. Fluctuations in the
level of the groundwater occur due to temporal or spatial variations in areal recharge
rates, soil heterogeneities, the presence of subsurface utilities, and/or natural or
artificially induced perturbations. The water encountered in the course of the work may
differ from that indicated in the Report.
9. HDL's services did not include an assessment of the presence of oil or hazardous materials
at the property. Consequently, we did not consider the potential impacts (if any) that
contaminants in soil or groundwater may have on construction activities, or the use of
structures on the property.
10. Recommendations for foundation drainage, waterproofing, and moisture control address
the conventional geotechnical engineering aspects of seepage control. These
recommendations may not preclude an environment that allows the infestation of mold
or other biological pollutants.
Compliance with Codes and Regulations
11. We used reasonable care in identifying and interpreting applicable codes and regulations.
These codes and regulations are subject to various, and possibly contradictory,
interpretations. Compliance with codes and regulations by other parties is beyond our
control.
Additional Services
12. HDL recommends that we be retained to provide services during any future: site
observations, design, implementation activities, construction and/or property
development/redevelopment. This will allow us the opportunity to: i) observe
conditions and compliance with our design concepts and opinions; ii) allow for changes
in the event that conditions are other than anticipated; iii) provide modifications to our
design; and iv) assess the consequences of changes in technologies and/or regulations.

A Certificate of On -Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Block 1, Lot 1 of
Loma Estates subdivision. This inspection revealed a nitrate concentration of
5.02 milligrams per liter (mg/L) was reported for the property's well water
sample. The Environmental Protection Agency (EPA) has established a
maximum contaminant level (MCL) of 10.0 mg/L for public drinking water
systems. While private wells are not subject to this regulation, EPA
standards are based on existing health information and can therefore be used
to gauge the relative quality of water from private wells. Please see the
attached "Nitrate Fact Sheet" for important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -
Site Systems Approval.
