A new permit must be obtained from this Department for any well and/or on-site sewer system not installed by the expiration date; If you have drilled the well, a well log needs to be sent to this Department for documentation of the installation and to close the permit. If a private engineer inspected the installation of the on-site sewer system, the original as-built inspection report (three-part form) must be sent to this office for review and approval, and for documentation. Effective January 1, 1988, a new fee schedule is in effect. When re-applying for a new permit, the new fees are; $90.00 for an on-site sewer permit; $50.00 for a well permit; $140.00 for a combined sewer and well permit. Upon arriving at the property I investigated the lot and observed locations of sill previous test holes which were performed by others. Also , I noted the presence of surface water within the drainage easement. There is no evidence of a channe~ which weldd indicate a flowing strea~T~. ~herefore, t sumrnized that setback distances would be established from the centerline et the recorded easement. The site plan was delineated on the I~lat map delivered to me. it is desirable to establish the building site along the western Proi~er~y line and the absorption area ~n the northeastel~n corne~ Three res! holes were dug at this ~ocation e~ch identi~yin§ suitable material for establishing a leach fi~,ld ~see attached). I spoke with Steve ~..~is of the Department .of Xealth and Mark Dalton of Community P~lnnning. I eiwlained !he development plan with each of tllem and asked what concerns they may haVe in enforcing the municipal ordinances, i explained to them that the lot contained a valley with a platted twenty-five foot drainage easement. It was desirable to place the residence and septic tank on one side of the valley with the leach field on the opposite slope. In' order to transfer the effluent from one location to the other it will be necessary to pump through a pressul~ized line crossing under the e~soment. Marl~ indicated his concerns were re~ated to adequate ~rost depth cover and the area was r~'~d to ~e~.-~isting contours. As the dwelling has not been selected or orientated to the site some assumptions have been made. Therefore, once the foundation is configured for this lot then the design should be reviewed for comparability. It has been indicated that the dwelling will be placed within the location designated as "Proposed Building Area" on the attached survey plat. A cross-section of the lot was performed from this area to profile the terrain between the proposed septic tank location and the drainfield as identified by TH #2. This information was used to size the pumping station and plumbing run. Bob Cannon of Alaska Pump and Supply was very helpful in this area. They have all the materials in stock and will gladly fabricate this part of the system when the time comes. The trench system was selected as being the most economical for this site. Because of the proposed location on the slope it is perceived that the water table will not influence the bottom of the trench. I'm indicating that a trench between 4-10 feet below original ground and 75 feet in length will support a 4 bedroom residence . Please be advised that in accordance with municipal ordinance 15.65.040 H (3) that an additional soils log and percolation test is required at the time of installation. (Exceeds 50 feet in length). Drainage easements are designed by an engineer, at the Municipality's request, to be platted during the design stages of a subdivision. They are the lowest areas of land with water present or which have the possibility of water becoming present at a later date. As a new subdivision developes, more water is brought to the surface by individual landowners until finally there may be water running in all available drainage ditches. In the past there were not as many dedicated drainage easements as required now. Consequently, today there are many septic systems within the required 100 foot setback to surface water. We do not have a provision in the wastewater ordinance ~reventing the placement of a septic system within a drainage easement. We do, however, carefully review permit applications we receive proposing to construct a septic system within a 100 feet of a drainage easement. When we received.the permit application for Lot 4 Block 3 Loma Estates, I personally visited the site. I saw a low lying area on this lot with a spungy surface and swamp type grass growing within the drainage easement. Water was also noted in the easement. In my opinion this drainage easement will require a 100 foot setback to protect the water course running through it. Robinson, On-site Services Supervisor ~ Denial of Application for On-site Septic System Lot 4 Block 3 Loma Estate Subdivision As indicated in the attached letter, Mr. Tobben Spurkland, P.E., recently advised Ms. Robin Ward that "the soil conditions shown on the test logs are not suitable for standard septic systems." What Mr. Spurkland said is true as far as it goes; however, I believe several comments should be added. Ail five (5) of the soil tests taken by Mr. Spurkland fall within the 100 foot setback requirement from the designated and platted drainage easement. Unless Mr. Sprukland attested as a professional registered engineer that the dedicated drainage easement would at no time during the year carry sufficient water to be classed as a stream under the State of Alaska, Department of Environmental Conservation stream interpretation, then a septic system could not have been installed at any of the soil test sites regardless of the soil conditions. Before it can be assertively stated that the subject lot does not have suitable'soils to support an on-site septic system, additional soil investigations should be made. These tests should be conducted in.the southwest corner of the lot (approximately 10,600 square feet), and in the northeast corner of the lot (approximately 28,700 square foot area). I believe the statement made in Mr. Joseph S. Blair's letter dated October 10, 1977, to the effect thaZ the subject lot would support an on-site sewer system is erroneous. The soil tests conducted by H.W. Waterfield and marked as being the ones pertinent to the subject lot were test holes #1-2, #3-2, ~1-6, and ~1-4. None of these tests, or for that matter, none of H.W. Waterfield's soil tests were closer than 180 feet to the subject lot. Even under the 1977 guidelines there was not sufficient data available to show that the subject lot would support an on-site septic system.
