Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic Design for Lot 1, Longview Subdivision To whom it may concern: RECEIVED JAN 31 2000 MUNICIPALITY OF ANCHORAGE NIRONMENTAL SERVICES DMS, " The proposed 4 bedroom house is served by a private well and septic system. The current system's septic tank and a portion of the drainfield fall in the 100' well radius. Test holes were excavated on the property. The proposed septic system will be designed around the 30 foot radius of test hole #2. We are proposing that a 1250 gallon septic tank and a five foot wide drainfield be installed. Comments regarding the proposed design are summarized as follows: 1. SOILS: Attached are logs which show the soil classifications, groundwater monitoring, and the percolation test results. The soils below the organic/fill layers are a material (primarily GW and SP soils) to a depth of 13 feet in TH#1 and to a depth of 13 feet in TH#2 (bottom of test holes). No groundwater was encountered during the excavation of the test holes. A percolation test for TH92 was performed between the depth of 4.0 feet to 4.5 feet which had a percolation rate of <1 minute/inch. The insitu soils will serve as a sand filter. 2. TRENCH DESIGN: a. Percolation Rate: <1 minute/inch b. Allowable Application Rate: 1.2 gallons/day/ft2 c. Number of Bedrooms: 4 d. Design Flow: 600 gallons per day e. Minimum Absorption Area: 500 R2 f. Total Depth: 4 feet (max.) below original organics g. Effective Depth: 3 feet h. Width: 5 feet i. Reduction Factor (only considered 2' effective): 0.7 i. SURFACE WATERS: There are no surface waters within 100 feet of the proposed upgrade. 4. TOPOGRAPHY: As can be seen on the attached topography site plan, the average slope at the septic site is 5 to 10 percent, running from east to west. In short, there are no slope concerns. The trench is to be installed parallel to slope contours. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. The results of our investigation are summarized as follows: I. WELL: Prior to performing the adequacy test, the plumbing was modified in the house so that flow from the well would by-pass the two storage tanks (approximately 450 gallons each for a total of 900 gallons). On the day of our test (10/29/99) the static water level was 160 feet below the top of the casing. Flow was turned on until the well was depleted, which took approximately 302 minutes. A total of 891 gallons was pumped. The water level in the casing (at 10(rdrawdown) could not be measured with the acoustic sounder because of cascading water. Several cycles (3) were performed in which the well was pumped down, allowed to recover, and then pumped down again. Based upon this data it was concluded that the well recovery rate is roughly 0.52 gallons per minute, which meets the MOA standards for a 4 bedroom house (.42 gpm). It should be noted that seasonal fluctuations in well production can occur and that future performance is not guaranteed. 11. SEPTIC SYSTEM: According to MOA records the septic system consists of a 1250 gallon steel tank and a deep trench system (both installed in 6/77). The trench has an effective depth (drainrock below the perforated pipe) of 84 inches. On the day of our inspection (10/8/99), the liquid level in the sump was 77 inches (one inch above the lateral). When we introduce water into the cleanout at the beginning of the trench, we observed liquid backing up into the septic tank, indicating the septic system is surcharged and will need to be upgraded. .P.:ge Two The following is a summarization of the engineering costs associated with the upgrade: • Charges to date for well and septic adequacy tests: $600.00* • Excavator to dig test holes: 5350.00 estimated. We will have the excavator quote you a price and invoice you directly. • Percolation test: 5400.00* for one perc test, $200.00* for each additional perc test (ideally only one percolation test will be required) • Engineering services to design the septic system: $500.00* This is based upon a conventional gravity flow septic system with no waivers to surface waters, or nearby wells • M.O.A. sewer upgrade permit: 5320.00* Payable to the M.O.A. . • Engineering services to inspect the installation of the septic system and prepare asbuilt drawings. Assuming a conventional gravity flow septic system with a single trench or bed without a sand filter: $450.00 • If an innovative septic system is required, such as an Intermittent Sand Filter (ISF), a BioCycle, or a Reactex system, the design and inspection costs will be $950.00 higher. We will not know what type of system will be needed until we complete our soils evaluation, which takes 7 days after the test holes are excavated. The items marked with an asterisk must be paid prior to submitting the design package to the Municipality of Anchorage. Prior to digging a testhole for the upgrade, we will need a copy of a current asbuilt survey showing an accurate location of the existing well and septic system. The cost for the excavator to perforin the installation is unknown at this time. After the soils testing and design is completed you should obtain bids from several reputable contractors. We can provide you a list of recommended contractors. Once the septic system has been upgraded, the following will need to be done: Water sampling and analysis: $100.00 Apply for a Municipal Health Authority Approval (HAA). The first owner never lodged a complaint regarding adequacy within the ninety(90) day period, nor was this department ever asked for approval of adequacy within the ninety(90) day period. Therefore, a review of ordinances regarding water adequacy for ninety(90) days after drilling and the department's current involvement over a year after drilling leaves the Municipality with no responsibility for guaranteeing adequacy beyond ordinance time limits(90 days after drilling. Conrad who purchased the abovementioned property in November 1979. Closing was had on November 8 and the Conrads moved in on November 1.5, 1979. Two days after they moved into their new $187,500 four-bedroom home with their five children, four of whom are teen -tigers, they ran completely out of water. The person who had shown them the home indicated that arelay switch was not working and a temporary supply of water was developed. A week later the Conrads ran out of water again. A check of the municipal records shows that the builder had two wells drilled, both being completed April 26, 1977. The municipal records show that well #1 was drilled to 200 feet with 6". casing cased to 44 feet, with a yield of 10 gallons of water per hour and that well #2 was drilled to a depth of 105 feet cased with 6" casing to 49 feet, with a yield of water of 5 gallons per hour. Although this is but a fraction of the amount of water per hour required by the Municipality for a four-bedroom home which the municipaly records and actual facts disclose this to be, the wells were approved, both for Jan Koslosky and on Elliott Lawson's .request in "November of 1979. 10 December 1979 Page 2 Re: Lot 1, .Longivew Subdivision It is obvious that Mr. Luchsinger, the builder, Jan Koslosky, the Municipal Department of Health & Environmental Protection, Jan Koslosky and Jack White Company all had actual knowledge of the extremely deficient and inadequate water supply for domestic purposes to this four-bedroom home and all from time to time misrepresented it as an adequate water supply. Although the Conrads moved here from San Francisco where they have experienced shortages of water supply and endured ration- ing in Marin County they have never had to endure such intoler- able and near primitive life style as they are compelled to suffer under- these conditions. Dr. Conrad has found it necessary to melt snow to shave, use of the bathrooms is limited to the extent humanly possible to endure. Toilets are flushed only following bowel movements. The children are limited to one shower per week each and are required to wear the same shirts for three or four days without laundering. It would appear that if both pumps were in operation 24 hours per day at maximum capacity of the two wells 360 gallons of water could be produced each 24 hours. It is my understanding that the Anchorage Code requires a minimum availability of 150 gallons per day per bedroom. This is to demand on behalf of Dr. and Mrs. Conrad . their rescision of the sale and complete restoration of the Conrads to their former financial position, together with a reasonable settlement for all out-of-pocket expense they have had in addition to the purchase price, including closing costs, moving expenses, costs for housing .in an alternate location until a suitable and habitable home can be located, and a reasonable settlement for the hardships being endured until satisfactory relocation can be effected. All addressees herein should be aware that the Conrads are not only suffering physical inconvenience and hardship but mental and emotional distress, and all are living in a situation which is a present threat to their health. I have no idea whether it is possible that an adequate water supply could be located on this property or not. I have been advised that the builder, Mr. Luchsinger, is presently building on a lot adjacent to the subject lot which was sold to the Conrads. Should 10 December 1979 Page 3 Re: Lot 1, Longview Subdivision it be that in this construction Mr. Luchsinger has located an adequate supply of usable water which would indicate that such might be available for the subject property it is conceivable that the addressees herein who are responsible for this situation might hasten to rectify the situation by providing a new well and water_ supply to the premises without delay and making such additional settlement with the Conrads as is then indicated. Unless immediate and successful steps are taken to do so, the Conrads will physically tender the property back to all of you, subject to existing encumbrances, and proceed in court for their legal and equitable remedies.
