The water well pipe at 15701 Golden View Drive, Lot 2 McConaha Subdivision, has been
successfully cut below grade sometime during the week of 6/29/26. See attached invoice
from Hefty Drilling. I can provide progress photos in 2-weeks. The attached photo is from
October 2025. Still need to backfill. The bunnies and moose don’t care about the hole.

You caught me the night before a 2-week river raft trip on the Tatshenshini River. We leave
from Haines tomorrow at 0730 am to the put-in. Will be in the wilderness until 7/21/26, then

I had Hefty Drilling scheduled to do that work last fall. The were delayed and then it dumped
snow. Johnny Kay, Hefty Drilling is now scheduled to do this work next week. Still looks like
the attached photo. Rabbit Creek bunnies, moose, and Lynx have taken over that property.
Will forward the sign-off when Hefty is complete.

Thanks for the reminder. We have not yet scheduled Hefty Drilling to complete the efforts of
lowering the water well casing cut-off elevation below grade. We are actively slowly performing
cleanup efforts at this property. Finalizing the water well work is on our “To Do List”. Will formally
advise when that effort is completed. Expecting this water well work to be done soon.

Hefty Drilling will need to return in the spring, after breakup, to cut off and install a new
welded cap below grade. I will keep you informed when that work is performed.

Hello David, thanks for stopping by today.
Septic tank has been decommissioned.
You relayed that the well drop pipe, pump and electrical is to be removed this week from the well
casing. The casing is to be filled with bentonite and a steel plate is to be welded on the top of the
casing above grade. Come spring, the casing will be cut down below grade and a new cap is to be
welded on top.
Please have Hefty submit a well decom log reporting on what they do complete this week. We will
need a new log come spring once it is all complete. Thanks so much.

Based upon our many discussions and your guidance, we have successfully Decommissioned the
septic system at Lot 2 McConaha Subdivision, 15701 Golden View Drive, Anchorage, AK 99516. The
attached report describes and certifies the work performed in detail and meets the UPC
requirements. Not sure exactly what sort approval that the Onsite Water & Wastewater Division
provides for closing of the Purchase Agreement on the property. Please advise or provide the
approval. I can stop by for a visit on Monday.
If addition, as described in the report, Hefty Drilling, Johnny Kay, during the week of November 25th
to 29th, 2024 will be Decommissioning the Water Well. Because of frozen ground conditions, Hefty
Drilling, Johnny Kay, is requesting permission to weld a metal plate onto the pipe casing above
grade, and then return in Spring 2025 after breakup to excavate and weld on a new plate below
grade and bury, to meet MOA requirements. He advises that is a standard practice during frozen
conditions. Please advise.

Subject: Decommissioning Report of Septic System
Dear Curtis Townsend,
This letter intends to inform and report to the MOA On-Site Water and Wastewater Program
that the Septic System located at the referenced 15701 Golden View Drive Lot 2 McConaha
Subdivision has been decommissioned following the procedure as discussed during meeting on
Thursday 11/14/2024. The situation and procedure implemented is described below in detail.
Pending Sale – This letter requests acknowledgement from the MOA to allow for Closing in
transfer of Ownership from the current Owners, relatives of Daniel Borer, to David and Claudia
Sterling on or before December 1, 2024.
1. Current Condition of the Property – The homeowner, Daniel Borer, passed away in early
November 2023, after living in the house for many years. The property was willed to
Daniel Borer’s daughter, who lives near Reno, Nevada. After Daniel Borer passed away,
the house was closed up and allowed to simply go cold, no heat. None of the normal
methods of allowing an unoccupied structure to remain in a cold condition were
followed. The house has since experienced substantial mold growth to the point of being
uninhabitable. Structurally, the house appears to be in satisfactory condition. The house
mechanical and electrical need major servicing. Substantial quantities of junk and debris
lay within and outside the house. There are 8 vehicles and 4 trailers in the yard all in
major disrepair. The Borer daughter does not have the financial or physical means or
ability to perform any of the property owner requirement to perform a COSA, and
cleanup of the property. As the Buyers, the Sterling’s have offered to help by performing
these scope items as part of the Purchase Agreement.
2. Reason for and Performance of Decommissioning the Septic System - The existing septic
system was built in May/June 1989, 35 years ago. Little to no maintenance has been
performed on the system over its lifetime. The ability to certify this septic system is
questionable and probably not sensible, especially during frozen conditions. The tank and
leach field location are not in the proper location for future development. Therefore,
following the direction and recommendation guidelines of the MOA On-Site Water and
Wastewater for Decommissioning by following the Universal Plumbing Code Section
722.2 & 722.3, on 11/18/2024 the tanks was pumped dry of all sewage, and on
11/21/2024 the septic tank and lift station housing were completely filled with 8 cy of
flowable fill, a mixture of sand/cement/water. Reference attached invoices and photos as
proof. The 24” diameter lift station metal shaft allowed for viewing the top of the tank
for inspection, prior to filling all risers and pipes up to the surface of the ground. The
septic tank and lift station are now filled to the top of the ground, as inspected and
certified by David Sterling, PE.
3. Future Plan of this House and Property – David & Claudia Sterling have lived at 5800 East
156th Ave, Anchorage, AK 99516 or Lot 1 McConaha Subdivision, the lot directly north
and bordering this property, since December 1984, 40 years. Always friends with and
supporting whoever lived in this house, which was basically two separate single men.
After closing, we intend to clean up the debris, remove the structure, subdivide the lot in
half, adding the northern half to our property and build a house on the southern half.
4. Water Well Decommissioning – Decommissioning of the Water Well will be performed
by Hefty Drilling, Johnny Kay, during the week of November 25th to 29th, 2024. Because
of frozen ground conditions, Johnny Kay is requesting permission for Hefty Drilling to
weld a metal plate onto the pipe casing above grade, and then return in Spring 2025 to
excavate and weld on a new plate below grade, to meet MOA requirements. The
Sterling’s will ensure this work is performed and notify MOA Onsite Water and
Wastewater to formally close out that Decommission.
We assume this report meets the requirements for Reporting Decommissioning of the Septic
System at Lot 2 McConaha Subdivision, 15701 Golden View Drive. The Sterling’s are trying to
close on the Purchase Agreement for this property on December 1, 2024. Advise of any
additional information, fees, or other requirements.
