Septic system design and waiver requests
Dear On -Site Services Engineer:
The owner of the above lot intends to build a 5 -bedroom home on the property, so we are
submitting this permit application for the construction of a new septic system. The attached site
plan identifies the location of the home as well as the existing well, septic location and alternate
site. No conflicts exist between this proposed system and any other well or septic system, whether
on this lot or adjacent lots.
The ground surface on the lot slopes moderately to the east at between 5-10% in general. There
are some areas that are steeper but do not approach 25%. Contours are shown on the site plan
showing the grade and direction of flow. Stormwater drainage will not impact this septic system.
The new bed will be constructed over the lower gravel layer and will be flat.
The soils on this lot support a deep -bury shallow bed, as there is very rocky gravel about 10' below
grade, as measured from original grade on the high end (toward the center of the lot). The lot slopes
down toward the east, where the gravel is about 7.5' below grade along the property line. However,
with the limited area and the location of the existing well the system will only fit if the separation
distances to the building, lot lines and septic tank are reduced. The lot lines are the boundaries for
the ROW in Quiet Circle and Lucy Street. The installation of bed will not cause problems for the
ROW, and will not affect any neighboring lots. Currently, the excavation has been open for the
construction of the foundation and installation of the septic tank for well over four weeks, and
there have been no problems with sloughing of the side walls.
The rocky bed with the sand filter does not undermine any structures. The attached profiles show
the relative elevations of the building foundation, bed, and septic tank, and show the reduced
separation distances. The bed is outside the line of influence of the building foundation and there
is only a small portion of the sand below that falls within that. As clean filter sand is solid
structurally and typically considered non-compactable (as is larger gravel/sewer rock), this does
not adversely affect the foundation. The effluent from the bed will disperse fairly rapidly through
the sand and larger gravel below, spreading laterally minimally. It could reach the septic tank
before flowing further downward but will not degrade the plastic tank. The primary treatment is
the 2' sand filter, and even in fast -draining gravel the effluent is assumed to flow vertically through
it. As gravel is mostly incompressible and minimally affected by liquid flow there is little risk of
either preventing treatment or undennining the tank with effluent from the sand filter. For all of
these reasons we request waivers for 1' to both South and East lot lines for the bed, 3.5' to the
building foundation, and 2' to the septic tank.
Code limits beds to being constructed on slopes less than 10%. In this case, we have verified that
the gravel layer that we are installing on is flat below the surface of the ground, and we have test
hole information down more than 12' further below with no impermeable layers or groundwater.
The bed will be built flat, and we have evidence of much more than sufficient vertical separation
even taking into account the approximate 3-4' difference in surface grade from one side to the
other. We request a waiver to allow the bed to be built as a deep burial bed on a slope greater than
10%.
The bed, as it fits, would be wider than the standard 15'.1 have discussed this with the contractor,
and they will be able to construct the bed from both sides of the excavation to a width of 10'
without tracking onto the bed. They are able to construct the middle portion, whatever they're not
able to reach with the equipment, using workers with shovels. We therefore also request approval
to construct the bed as a 25' wide bed, the length changing depending on the well radius.
We recognize that this is a non-standard installation; however, we are able to make the design
work with these basic waivers. The homeowner understands that in the case of drastic failure it
may not be easy to excavate or repair the bed after the home and driveway are built, and in that
case, they will be looking at using advanced treatment with the alternate site.
Wells on this and adjacent lots are shown. The new system will be a minimum of 100' from all
wells and surface water. The alternate site is located more than 16' away. Please refer to the
attached test hole log, plan and profile pages for the septic design. If this design is followed, there
will be no adverse impacts to adjacent properties.

The Department has reviewed the request for a waiver of the 150 feet
well to septic separation distance on the subject property and cannot
grant the waiver because the small Lot sizes of Lots 8, 9, 10 and 11
increases the risks of contamination for these wells which have no
impervious layer between the source of contamination and the water
table.
