Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 20, Block 1, Hidden Hills Subdivision intends to construct a new three-
bedroom home on the lot. A mobile home was recently located on the lot and has since
been removed. The mobile home was served by a STEP tank acting as a holding tank.
We are therefore requesting a permit be issued for the construction of a new septic
system to accommodate the new home. The lot is currently served by a Class C Water
System. The attached Site Plan and backup documentation identify the location and
configuration of the proposed septic system along with the alternate site and the
existing STEP tank which will be removed from the site. No existing wells or septic
systems conflict with the proposed septic system. Drainage arrows are shown on the
site plan showing the grade and direction of flow on the lot. The drainage pattern will
not be changed as a result of this project.
The test holes placed on the lot in the area of the absorption trench and alternate site
indicated poorly graded sand and silt (SP/SM). The percolation rate in the material was
determined to be less than 1 to 2 minutes per inch. No groundwater was found during
the placement of the test holes and none was noted during the monitoring period. An
application rate of 1.0 gallons per day per square foot was used in the design of the
absorption system. We are proposing to place a new 1,000-gallon septic tank and a 33'
long by 3' wide by 7' effective depth absorption trench to treat and dispose of the
effluent generated in the house. The elevation of the distribution line in the absorption
trench will be 4' below the surface and the total depth will be 11'. A minimum of 3' of fill
or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over the
septic tank.
The ground surface on the lot in the area of the absorption trench is virtually flat with a

slight grade to the west. A steep slope however is located to the south and east
approximately 30' to 35' from the edge of the new or alternate absorption trench. A
waiver has been issued allowing the trench to be located less than 50' from the edge of
the trench. The new trench will be constructed parallel with the contours of the slope as
much as possible in conformance with Municipal requirements. The new septic system
will be constructed a minimum of 100' from any surface water and 10' from the
proposed and existing water services in the area.
If the system is constructed in accordance with our design the following statements
apply:

The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

Absorption Trench to Slope Waiver
Dear Onsite Services Engineer:
Lot 20, Block 1, Hidden Hills Subdivision has limited area for construction of a septic
system due to a steep slope to the east and south. We have located an area with
acceptable soils, but it is situated slightly more than 25' from a break in grade greater
than 25%. The alternate site at its closest point is 10' from the break. We are therefore
applying for a waiver allowing placement of the absorption trench at the location shown
on the Site Plan. The attached cross section of the property shows the 25% slope from
2.5' above the distribution does not daylight.
Subsurface soil on the lot absorbs water at a rate less than 5 minutes per inch. It is
highly unlikely septic effluent will migrate laterally. We therefore recommend a waiver
be issued allowing placement of the new absorption trench within 35' of a slope greater
than 25%.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 20, BLOCK 1, HIDDEN HILLS SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a new
1,000-gallon septic tank at the location shown on the Site Plan. Work also
includes the construction of a new 33' long X 3' wide X 7' effective depth
absorption trench at the location also shown on the Site Plan. The
distribution line in the trench will be placed at 4' below the existing ground
surface. Total depth of the trench will be 11' below the existing ground
surface. The new absorption trench and septic tank must be placed a
minimum of 100' from all private wells, 150' from Class C Wells and 100' from
any surface water in the area and 10' from the water service line proposed for
the lot. A minimum of 3' of cover is required over the absorption trench and
4' of cover over the septic tank.
Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified by the
Municipal Building Safety Division On-Site Water and Wastewater Program
for system installations. Owners installing their own systems must receive
prior approval from the On-Site Water and Wastewater Program. before
beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,000-gallon septic tank must be procured from an approved source
and installed at the location shown.
2. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.

3. The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches above
final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation. Two cleanouts are required between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive slope exists away
from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the design.
The bottom of the trench shall be within 2" of level.
Distribution piping must be placed level with perforations down atop a level
bed of drainfield rock. Rock should then be placed over the pipe to provide a
minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield rock
and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations shown on
the design. The portion below ground must be perforated.
Contractor shall verify the septic tank and drainfield are a minimum 100' away
from any private water wells in the area, 150' from a Class "C" Well or 200'
from any community well.
Direct bury insulation must be placed over the distribution system if less than
3' of backfill depth is available. Finish grade over the trench must be
mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for a 5'
wide trench. All pockets of unacceptable materials must be removed and
replaced.

MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and
solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662
or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
septic tank may be set in place, but may not be backfilled.
The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as-built of the completed system.

Ref: Proposed Septic Upgrade for Hidden Hills S/D; Lot 20, Block 1,
To whom it may concern:
The subject property has a mobile home on it that is served by a class "C' community well and a
private holding tank (a 3000 gallon S.T.E.P. tank installed in March 2005). The mobile home is
to be removed and replaced by a new 3 bedroom house and the holding tank will be replaced
with a septic system We are proposing to use the existing tank and plumb it to serve the new
drainfield. We are also proposing to install a new deep trench type drainfield. Two test holes
were excavated on the property. The drainfield is designed around the 30 foot radius of test hole
#1. Comments regarding the design are summarized as follows:
1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring,
and the percolation test results.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications°
3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic
system.
4. TOPOGRAPHY: As can be seen on the attached design drawing the average topography in
the area of the proposed drainfield is relatively flat. However, the proposed location would place
the drainfield approximately 35' from slopes greater than 25%. We request you waive the
distance from 50' to 35'. The following items are justification for the waiver.
· The soils from test hole #1 were classified as SP-SM and had a very fast percolation rate.
These soils will allow for rapid downward migration of the effluent and minimize lateral
movement towards the cutbank.
· As can be seen on the attached drawing, at a 25% slope (starting 2.5 feet above the drainfield) the
potential point of daylighting is greater than 50' horizontally from the trench.
We are unaware of any adverse impacts with the granting of this waiver would create.

5o SAND FILTER: Typically, a sand filter is required for systems designed around percolation
rates less than 1 minute/inch. We believe the insitu sandy soils will act as a sand filter and
request you waive this requirement.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 20, BLOCK 1, HIDDEN HILLS SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a new
1,000-gallon septic tank at the location shown on the Site Plan. Work also
includes the construction of a new 33' long X 3' wide X 7' effective depth
absorption trench at the location also shown on the Site Plan. The
distribution line in the trench will be placed at 4' below the existing ground
surface. Total depth of the trench will be 11' below the existing ground
surface. The new absorption trench and septic tank must be placed a
minimum of 100' from all private wells, 150' from Class C Wells and 100' from
any surface water in the area and 10' from the water service line proposed for
the lot. A minimum of 3' of cover is required over the absorption trench and
4' of cover over the septic tank.
Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified by the
Municipal Building Safety Division On-Site Water and Wastewater Program
for system installations. Owners installing their own systems must receive
prior approval from the On-Site Water and Wastewater Program. before
beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,000-gallon septic tank must be procured from an approved source
and installed at the location shown.
2. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.

3. The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches above
final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation. Two cleanouts are required between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive slope exists away
from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the design.
The bottom of the trench shall be within 2" of level.
Distribution piping must be placed level with perforations down atop a level
bed of drainfield rock. Rock should then be placed over the pipe to provide a
minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield rock
and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations shown on
the design. The portion below ground must be perforated.
Contractor shall verify the septic tank and drainfield are a minimum 100' away
from any private water wells in the area, 150' from a Class "C" Well or 200'
from any community well.
Direct bury insulation must be placed over the distribution system if less than
3' of backfill depth is available. Finish grade over the trench must be
mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for a 5'
wide trench. All pockets of unacceptable materials must be removed and
replaced.

MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and
solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662
or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
septic tank may be set in place, but may not be backfilled.
The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as-built of the completed system.

Dear Mr. Blake Butler,
This letter is a follow-up to our conversation this afternoon. It is my understanding that
you are the real estate agent representing the seller of Lot 19 and a person has entered into an
agreement to purchase Lot 19. As I informed you in our conversation, certain steps need to be
taken for the title transfer and subsequent redevelopment of Lot 19. The follow sequential steps
are necessary;
1. As indicated in my April 27, 2005 letter, a portion of the on-site wastewater disposal
system located on and serving Hidden Hills Subdivision, Block 1, Lots 19 and 20 has
been decommissioned. The portion of the wastewater disposal system located on Lot 20
has been decommissioned and the remaining portion of the system located on Lot 19 is
no longer in compliance with municipal code. Therefore, the remaining portion of the
wastewater disposal system on Lot 19 must be permanently decommissioned.
Decommissioning of the wastewater disposal system will be required in order to obtain
the Certificate of tlealth Authority Approval required in/13.
2. It is my understanding the mobile home on LOt 19 is uninhabitable and the buyer plans to
remove it following title transfer. In the intermittent period, the mobile home should be
secured against entry and occupancy.
3. ACertificateofHealthAuthodtyApproval for the water supply system on Lot 19should
be obtained from this department prior to title transfer.
4. A recorded agreement to run with the properties should be made between the Lots 19and
20 property owners for the sharing of the Lot 19 water supply well.
5. A wastewater disposal system must be constructed to serve Lot 19 prior to
redevelopment. There appears to be two potential options for a wastewater disposal
system to serve Lot 19. Option #1 - A permit be obtained from this department for the
construction of an individual on-site wastewater disposal system on LOt 19. This option
would require the appropriate separation waiver be obtained from the Alaska Department
of Environmental Conservation (ADEC) for the Class C public water supply system on
LOt 19. Option #2 - A permit be obtained from the ADEC for construction of a
wastewater disposal system on LOt 20 that serves Lots 19 and 20. A 3,000 gallon septic
tank has already been installed on Lot 20 for the potential of a future shared wastewater

disposal system. This option would likely require both parties to entire into a recorded
agreement to run with the properties for the sharing of the wastewater disposal system.
Please be aware that Anchorage Municipal Code (AMC) 15.65.040 prohibits the
installation ofa wastewater disposal and/or water supply system in a location that would prohibit
future residential use of an adjacent lot. Therefore, this department is unable to issue a
wastewater disposal system permit for Lot 19 because it would prohibit the installation of a
water supply system on Lot 20. Likewise, this department is unable to issue a water supply
permit for Lot 20 because it would prohibit the installation of a wastewater disposal system on
Lot 19.
Based on the site plan of the subject properties provided by Gamess Engineering Group,
there does not appear to be sufficient area for both properties to have an individual on-site
wastewater disposal and water supply system. Therefore, it is to the mutual benefit of the Lots
19 and 20 property owners to come to a recorded agreement regarding the sharing of the water
supply well on Lot 19 and potentially the sharing of a future wastewater disposal system on Lot
20. We hope that this letter aids each property owner to understand the need to work together to
resolve the wastewater disposal and water supply system issues of the subject properties.

To whom it may concern:
The existing 3 bedroom house is served by a class "C" well located on Lot 19, Block 1, and also shares a
community septic system both located on Lots 19 and 20. The septic system consists of two - 1000
gallon septic tanks located on lot 19 and a deep trench type drainfield with the majority of the trench
located on lot 20. There is an abandoned mobile home located on lot 19 and it is our understanding that
this trailer is to be completely removed. The property owners of lot 19 are requiring the owners of lot 20
to disconnect from the all portions of the septic system located on lot 19. The owners of lot 20 have hired
us to design a possible well site and a new septic system. There is only one location for a possible well
and will require the complete abandonment of the septic tanks located on lot 19. The owner of lot 20 is
not looking to drill a well at this time, but would like to reserve a site in the case that she will be need to
be served by her own well. As can be seen on the attached design, there are steep slopes along the east
property line. Given the possible 100 feet well radius and the setback from cutbanks, there is no location
for a conventional type septic system. We are proposing to have a 3000 gallon 3/16" poly coated holding
tank with a manhole installed in the northeast comer ofthe property. The tank is to be built with a baffle
in order to be used a possible lift station. The owner of Lot 20 is required to disconnect from the septic
system located on lot 19 as soon as possible. We request the permit be issued at your earliest connivence.
Prior to our submittal, this design was discussed with Dan Roth and received preliminary approval to our
proposed design. There are no surface waters within 100 feet ofthe proposed septic upgrade

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) ,for properties served by a single-family on-site wastewater disposal and/or
water supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority
Approval are valid for 90 days from the date of issue for properties served by a private or Class C well and may
be reissued with new water samples. (Certificates may be reissued for a period of up to one year with valid
water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water
system. The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's
work.

In conducting this evaluation, GEG, Ltd. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regu/ab~ns. The reported results desonbed the performance of the
system under the conddions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational lifo of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions ore outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future perfon'nance of the system, nor do they guarantee that
there are no bidden defects or encroachments. GEG, Ltd. can therefore not provide
any warranty or fufure estimate of how long the system will continue to meet the
operational requirements of the ADEC ~r MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
other person or party ls not authorized, nor will it confer any legal tight whatsoever.
