WELDS ON GALVANIZED STEEL WILL BE SPRAYED WITH ZINC RICH PAINT OR COATED WITH BITUMASTIC. 2.4 THE TOP CAP SHALL BE RAIN TIGHT AND SECURELY FASTENED WITH SCREWS. 2.5 ALL ELECTRICAL FITTINGS AND CONNECTIONS IN THE LIFT STATION SHALL MEET THE REQUIREMENTS FOR A WATER TIGHT SERVICE. 2.6 THERE SHALL BE A HIGH LEVEL ALARM SET AT THE LEVEL OF THE SOIL PIPE FROM THE SEPTIC TANK. THE BUZZER SHALL BE LOCATED NEAR THE ELECTRICAL CONTROL PANEL OR IN A LOCATION DESIGNATED BY THE HOMEOWNER. 2.7 THE SUMP PUMP SHALL BE CAPABLE OF DELIVERING 10 GPM AT A HEAD OF 20 FEET. 2.8 THE SUMP PUMP SHALL BE SUSPENDED NOT LESS THAN 6 INCHES OFF THE BOTTOM OF THE LIFT STATION WITH A CHAIN OR NYLON LINE. 3.0 SEEPAGE BED 3.1 THE GRAVEL FOR THE BED SHALL BE SCREENED TO THE SIZES INDICATED. 3.2 THE SAND SHALL HAVE AN EFFECTIVE SIZE OF 0.4 TO 0.6 MM AND A UNIFORMITY COEFFICIENT OF NOT MORE THAN 4. 3.3 THE BERM AROUND THE SEEPAGE BED SHALL BE CONSTRUCTED OF IMPERMEABLE MATERIAL, AND ON A SLOPE OF 1 FOOT VERTICAL PER 2.5 FOOT HORIZONTAL. 3.4 THE BOTTOM OF THE EXCAVATION SHALL BE RAKED WITH THE BACKHOE BLADE TO INSURE THAT THE BOTTOM HAS NOT BEEN COMPACTED DURING EXCAVATION. Minimum distance between a well and any on-site sewage disposal system is 100 feet for a private well or 150 to 200 feet from a public well depending upon the type of public well. Minimum distance from a private well to a private sewer line is 25 feet and to a community sewer line is 75 feet. Well logs are required and must be returned to this department within 30 days Of the well completion. Other requirements may apply. Permits are issued on a calendar year basis by authority of Municipal Ordinance. A new permit must be obtained from this Department for any well and/or on-site sewer system not installed by the expiration date. If you have drilled the well, a well log needs to be sent to this Department for documentation of the installation and to close the permit. Box 720 Anchorage, Alaska 99510 Subject: Lots 12, 13, 14, 15, Block 3 Henkins Subdivision Dear Ms. Mueller: As you are probably aware, the lots referenced above are currently out of compliance with Alaska Administrative Code (18 AAC 72o026a) which prohibits the use of a soil absorption system that is within four feet of the underlying water table. Tests conducted by this Department have shown the sewage absorption systems for these lots to be submerged in the groundwater table during the wet season. The residents of these four lots were issued a Notice of Violation on October 3, 1985. A voluntary compliance order was outlined in this notice which required that the unlawful septic systems be converted over to either a holding tank or an alternative waste treatment system approved by the State Department of Environmental Conservation. Ail four of the property owners have opted to either vacate their residence or have notified this Department of their intent to con- vert to an alternative waste treatment system approved by the State and/or Municipality. Our understanding is that several of the lot owners, in addition to the previously vacated Lot 13, have decided to vacate the pre- mises and relinquish title on the lots rather than pursue the alternative waste treatment system option. If this is the case, the Department of Health and Human Services will require that the new title holder for the property meet the requirements of the compliance order of October 3, 1985. Under no circumstances should the dwellings on these lots be reoccupied without remedial measures being completed on the septic systems. Lola Mueller First National Bank of Anchorage Page 2 At this point in time the State and Municipality have approved plans for an alternative waste treatment system from Clearwater, Incorporated. A site plan and engineering plans were prepared and submitted by Alaska Environmental Control Services. The plans included sewer service~for all four lots (Lots 12, 13, 14, and 15). The State has permitted construction on this system to be delayed until June in order to avoid the extra costs involved with frozen ground construction° The holding tank alternative is still viable for these lots. dwellings on these lots could be reoccupied if approved 2000 gallon tanks are installed on the properties. Previously, it was zoned UNRESTRICTED 61 lots and 3 tracts. Majority of the lots are 20,000 Sol. One of the affected lots is only 14,365 s.f. Water table has increased in recent years causing systems to fail and sewage to leak onto the ground surface. Lots most affected are cross-hatched on Figure 1. Based on soil tests conducted in 1982 on several of these lots, water levels have increased 4-6 feet. System failure in this case can contaminate the shallow water table, and the potential exists for-contaminati.ng the deeper drinking water aquifers although no problems have surfaced to date. Due to a combination of 3 factors; Natural phenomena - A natural increase in the water table due to changes in the hydrologic cycle. There is historic evidence that the area affected was very wet, saturated by ground water, prior to development. There are presently many indications of saturated soil as evidenced by small streams, springs, and weeps within the affected area. Monitoring well data helped establish the boundaries of the affected area. 0 A stream diversion around lots 8,9, and 10 may be a factor in fixing the water table.elevation on Lot 15, Block 3, although the degree of impact is difficult to assess and is not the sole factor. 3. Wastewater loading from septic systems probably aggravates the situation by contributing to the water table rise. Lots 12-15, Block 3 and Lots 5-6, Block 4 will be required to abandon their existing systems and hook up to a holding tank or package treatment plant (innovative) by November 1, 1985. Lots 3-4, Block 4 will be required to raise the absorption field to meet the proper separation distance to ground water. Curtain drain systems are not viable and have been excluded as an option. High fecal coliform levels found in a monitoring well on Lot 3, Block 5 are currently being investigated. The water supplY well for this lot is in close proximity and is only drilled to a depth of 44 feet with a static water level of 6 feet from the ground surface.
