Health & Human Services Re: Henkins, Lot 4, Block 4 Dear Mr. Roth: Attached is our septic system upgrade permit submittal for the above referenced two bedroom home, which was previously submitted for approval by S & S Engineering. We have constructed a 6' deep curtain drain on the up gradient side of the proposed leachfield location as per the plan previously submitted for your review. In addition, regrading of the lot was accomplished to direct surface water away from the leachfield area. Four ground water monitor tubes were placed around the proposed system site, and the ground water levels were monitored weekly through May 16, 1992, the usual high water table period. These monitoring results are attached. A system design is based on perc tests conducted to determine soil acceptance rate. The septic leachfield will have minimal impact on the neighboring lots due to adequate lot area, and the fact that neighbor's systems are installed. The replacement field location will not require excavation in to the existing field, and will improve the overall situation on this lot. Overall lot drainage is not impacted. It would appear that all concerns are resolved, and we desire a permit to begin construction. If you have any questions please call our office at 694-5195. The well and septic plan are for a single family residence only. 2. The drawing and or site plan shall be a part of this specification. 3. All materials and workmanship shall meet the Anchorage Department of Health and State Department of Environmental Conservation requirements. 4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer. 5. All excavations and depths are advisory and are to be verified or modified in the field by the contractor to meet Municipality of Anchorage, Department of Environmental Conservation requirements. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any adjacent multi-family wells. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer approval. It is always recommended that a surveyor locate the nearest lot line position and the location of any easements. TANK 1. Septic tank is to be raised to level indicated on profile, and integrity of tank verified. C. DRAINFIELD 1. The drainfield is to follow the natural land contour to maintain uniform total depth of the drainfield bottom. 2.The bottom of the drainfield shall be level, plus or minus 1.5". 3. The total depth of the drainfield excavation is not to exceed a level 7.5' below top of front deck (used as datum). 4.The sewer line is to replace the existing sewer line that leads to the existing field. 5.The drainfield gravel is to be covered with typar fabric material. 6. Soil or combination of soil and extruded board insulation to a depth of 3' or equivalent is to be placed over the leachfield. 7. The area over the drainfield is to be finish graded to prevent ponding of surface water runoff. 8. The septic tank and leachfield must not be closer than 100' to any existing private well, 150' to any Class 'C" well, or 200 feet to any community well. E. $ & S Engineering 17034 Eagle River Road, Ste. 204 Eagle River, Alaska 99577 Subject: Lot 4, Block 4, Henkins S/D, P.I.N. 051-291-03 Dear Mr. Shafer: Your request for a permit to upgrade the sewer system on the above property has been denied. The reasons for the denial are as follows: The accepting layer of "in situ" soil was visually rated "GM" but a percolation test was not performed. To use this layer as the accepting soil stratum in your design, a percolation test must be conducted. We do understand that the soil could not be tested due to the ground water table level. The water monitoring results are inadequate as they were taken prior to a seasonal high water period. The final monitoring occurred one to two weeks prior to a recognized high water period. Previous experience and evidence in this office shows that ground water in portiono of this subdivision rises to the surface during high ground water periods. In cases where there is not a minimum of two feet of unsaturated, accepting soil below an installation, the imported material must be layered and'compacted in place to provide simulated "in situ" conditions. A percolation test must be conducted on this imported layer. At that point, a sand filter may then be placed and the system installed. There is no provision in your design for this type of treatment. Page 2 Henkins S/D 4. Providing all the above conditions may be met, we find no reason why the new system should be placed over the old onD. A more prudent method of installing would be to find a suitable area on the west of the driveway, thus avoiding many of the problems associated with the proposed design. You are welcome to submit additional information in support of this application; however, you will need to provide us with spring water monitoring results prior to reconsideration of this application. Although the two ft. of unsaturated r~c~iving soils typically r~quired do~s not ~xist, we fe~ the 3.5 ft. sand fd~er proposed will provide sufficient wastewat~r purification prior to discharging into the groundwater. In our letter of May I, 1990 to Lynda Banner on the referenced property we stated that the water levels on the property wer~ sufficiently high enough to alleviate the possibility of installing any type of soil absorption system. This is due to Anchorage Municipal Code 15.65.060 1.2. which requires a minimum of 2 ft. of receiving soil above the groundwater level. Due to the seasonally high groundwater levels, this 2 ft. layer of receiving soil dow not exist. However, since ou~ previous l~ter we have become aware of a case where the above mentioned requirement has been waived. It seems possible to install a 4 ft. thick sand layer below the absorption bed in place of the in-situ soils and to elevate the system above groundwater. Th~ has been discussed with the Municipal Health Department and the r~sponse was positive.. At~ch~d we have sketched a plan and profile of the proposed system. On April 27, 1990, the water levels in the north and south tubes were measured at 2' 10" and 3' 8" respectively. I regret to inform you that these water levels are sufficiently high enough to alleviate the po~sibitity of installing any t~pe of soi~ absorption system. Therefore, we recommend the installation of a 2,000 gallon holding tank for wast&water disposal on the property. SEPTIC SYSTEM: Attached is a memorandum within the Municipal files which shows how the septic system on this property is suspected of groundwater encroachment. To verify the existance of this encroachment, two groundwater monitoring tubes will need to be installed adjacent to the ~xisting absorption bed. These tubes will need to be monitored periodically for groundwater through the end of May. Another option for this property is to insta~ a holding tank for wast~wat~r disposal as the adjacent Lot $ has recently done. It is our opinion that a holding tank may not be necessary, therefore, installing monitoring tubes and monitoring until the end of May may be benificial. One of the pur~ poses of this investigation was to explore the possibility that a stream diver- sion around Lots 8, 9, and i0, Block 2 within the past two years had caused water levels to increase several feet, in some cases more than 4 feet based on historic soil logs, on Lots 12, 13, and 14, Block 3. Shallow monitoring wells ware installed up-gradient of the problem area at the locations shown in Figure 1. Water levels were measured and samples were collected and analyzed for fecal coliform. The pur- pose of this task was to determine the separation distance between the base of an absorption (leach) field and the water table, which must ~e a minimum of 4 feet to minimize degradation of ground water quality. This 4-foot separation is required by AMC 15.65.~60 (A) and ~8 ACC 72.026 (a)(3). In 'Addition, the septic systems on Lots 2 and 3, Block 5 will be investigated in light of shallow ground water and the high fecal'coliform counts (>2000) found in the well on Lot 3, Block 5. . Streams in the immediate area, and there are many, appear to be recharged by ground water and are thus "gaining" streams for the most part. According to a long-time resident Mr. Don Olson (688-2434).~ who lives hizher up in the sub- division, the .low part of the subdivision where the problem exists was a "swamp" elo ment. It was subsequently.drained through a series of drainage prior to d~erePis therefore historic evidence to indicate that the lower ditches. reaches of this subdivision were normally saturated. Mr. nlson also stated that a slow and prolonled snowmelt perio~ this year has accentuated the-problem by recharging streams for a greater length of time. In reality, this prolonged melt period charges both the stream and ground wate~ system, since ? complex interaction usually exists between a stream and ground'water.' In summary, there does not appear to be any quick or inexpensive solution to the water table increase in this area and its effect on septic system operations. The stream diversion mentioned earlier does not appear to play'anY significant role in causing the water table to increase on Lots 12-15, Block 3. Previously, it was zoned UNRESTRICTED 61 lots and 3 tracts. Majority of the lots are 20,000 s.f. One of the affected lots is only 14,365 s.f. Water table has increased in recent years causing systems to fail and sewage to leak onto the ground surface. Lots most affected are cross-hatched on Figure 1. Based on soil tests conducted in 1982 on several of these lots, water levels have increased 4-6 feet. System failure in this case can contaminate the shallow water table, and the potential exists for contaminating the deeper drinking water aquifers although no problems have surfaced to date. Due to a combination of 3 factors; 1. Natural phenomena - A natural increase in the water table due to changes in the hydrologic cycle. There is historic evidence that the area affected was very wet, saturated by ground water, prior to development. There are presently many indications of saturated soil as evidenced by small streams, springs, and weeps within the affected area. Monitoring well data helped establish the boundaries of the affected area. 2. A stream diversion around lots 8,9, and 10 may be a factor in fixing the water table elevation on Lot 15, Block 3, although the degree of impact is difficult to assess and is not the sole factor. 3. Wastewater loading from septic systems probably aggravates the situation by contributing to the water table rise. Lots 12-15, Block 3 and Lots 5-6, Block 4 will be required to abandon their existing systems and hook up to a holding tank or package treatment plant (innovative) by November 1, 1985. Lots 3-4, Block 4 will be required to raise the absorption field to meet the proper separation distance to ground water. Curtain drain systems are not viable and have been excluded as an option. High fecal coliform levels found in a monitoring well on Lot 3, Block 5 are currently being investigated. The water supply well for this lot is in close proximity and is only 'drilled to a depth of 44 feet with a static water level of 6 feet from the ground surface.
