The attached Soils Log- Percolation test, site location drawing
and this letter describe the test performed on your property.
~hvo holes were drilled f~r a soils log on Wednesday 31 May 1978
and a percolation test was performed on Thursday 1 June 1978
at the Hanks residence, legal description Henkins Block 5 lot 9.
The lower hole as shown on the attached drawing was drilled down to'
16 ft and the upper hole was drilled do~n to 6 ft. The percolation
test was performed on the upper hole. Both holes were 12 inched
in diameter. The attached drawing shows relative elevations of the
two holes and the surrounding ground. The lower hole had brown
sandy silty gravel GM down to 16 ft and water was encountered
at 8.5 ft down, approximately elevation 13.5.'In the upper hole
no water was found after drilling down to 6 ft however during the
second day after checking the hole before and .after the pero test
it is believed that water is found there at 4.5 ft down at
approximately elev 22.5. The perc test as run is thus invalid as
the water in the hole appeared to drain down into the hidden water
at the bottom of the hole.
It is believed that the water seepage from the existing upper
'.pe~qrat~d septic tsazk located 46 ft away and 3 ft above the upper
test hole is the cause of the water being 4.5 ft below the ground
at the upper test hole at elevation 22.5. The water table at the
lower test hole was found 8.5 ft below the ground at elevation 13.5
and this should be the normal elevation for the ground water at
'the upper test hole were it not for the fact that the existing
perforated septic tank has been saturating the ground around it
and below the tank.
The existing water wells in the adjoining properties limit the use
of a 10 ft strip by 90-100 ft long for a leaching trench and septic
tank location. The existing house is a 4 bedroom house and an
additional bedroom is being contemplated to attach to the house
this summer. Based on 225 sq ft per bedroom seepage area for a
GM soll 1125 sq ft of drainage field would be needed.
It is recommended that a 1500 gallon' tank'be temporary installed
at the lower test hole location approximately 128 ft behind
the building and a temporary septic trench be constructed in the
vicinity of the lower test hole with all the sewer piping from
the building be connected to a 4 inch plastic pipe (ASTM D3034)
that would connect to the septic tank and leach field at the
temporary location. This would allow the upper test hole area
to dry out (hopefully) as there would be no further sewer seepage
in that area. The existing perforated tank should be removed.
It is recommended that with the passage of two or three months,
during this fall,a test be run at the upper test hole to determine
whether the water table there has dropped any and if s° to run
a perc test there and install a permanent seepage trench and a
septic tank in the 10 ft strip running across the property in
the vicinity of the upper test hole. The design of the septic
trench would be based on findings obtained during the perc test.

Dear Reviewer,
The subject property is served by a older ADEC approved septic system. We are requesting approval of
the well and septic for 6-bedrooms. The tank is reportedly a 2000 Gallon Sunset Plastic Tank. It is
possible that this tank may consist of two each 1000 gal sunset plastic tanks. Sunset plastic tanks of this
vintage were commonly single compartment. We were not able to verify the tank configuration. Care
should be taken when having this tank pumped as sunset tanks are susceptible to failure if pumped dry in
high groundwater conditions.
The leachfield is a trench with 740 sqft of absorption area, in working order. We noted that the only
percolation data for this lot, performed on 1 June, 1978, indicates a perc rate of “0.4”/min” which equates
to 2.5 minutes per inch.
Visual ratings for the soils on this lot range from 85 sqft/Br and up. A rudimentary soil log on the moa
inspection report indicates that the trench is in SP, GP, with a 1’ band of ML somewhere in the sidewall of
the trench. A perc test was recently performed on Lot 7 and revealed a perc rate faster than 1 minute per
inch. A perc test performed on lot 6 revealed a percolation rate of 1.3 minutes per inch. These percolation
rates would have resulted in a 85 sqft/br application rate at the time of design, requiring just 510 square
feet of absorption area. A 125 sqft/br application rate would result in a required 750 sqft/br.
Based on the above, the long term occupied use of this property, DEC approval (for 6 bedrooms),
percolation test results, and the age of the system, we believe it is reasonable for the system to be
approved as-is for 6-bedrooms.
It must be noted that records of these assumptions of soil conditions are based on available information
for this and nearby lots, and a passing adequacy test. We can not guarantee the accuracy of the
information on file. There is also concern that seasonal groundwater concerns could impact the system. If
the system becomes impacted by seasonal high groundwater, it should be replaced.
The lot has sufficient space for the development of a reserve site, particularly if AWWTS is used.
Due to the age of the system, we would assess its remaining useful life to be approximately 5-years,
depending on usage. Pro-active replacement of the septic may be considered due to the age.
We are requesting a waiver between the onsite well and the septic tank. The tank and well have been in
the same locations since the late 1970s. A waiver appears to have been approved by the ADEC, but a
copy of the waiver could not be located. The waiver is justified for the following reasons:
• The fiberglass tank is not susceptible to corrosion and is less susceptible to leakage than a steel
tank.
• The nitrate levels in the well are 2.55 mg/L (2023), which are relatively low.
• The well log shows silty gravel between 20 and 55 feet. This material provides filtration between
the well and septic effluent.
• The septic tank is down gradient of the well which would prevent effluent from traveling towards
the well in the event of overflow.
The requested separation distance is 87-feet.

System description:
The onsite disposal system consist of a septic
tank and drainfield trench which serves a duplex
with a total of six bedrooms.
Test proccedure~
The system was in normal use before and during the
test. In addition to the normal load on the system
a surge load of 1000 gallons was applied at a rate
of 9 GPM for each of the two days of the test. The
inspection stand pipe at the end of the drainfield
thench was monitored during the test. No water was
present in the stand pipe at any time during the
test indicating that all the water was being absorbed
into the soil before it could reach the end of the
trench. There was no surcharging of the septic
tank or any other indication of failure.
Conclusion:
Based on the test preformed this system is currently
adequate to handle the wastewater disposal require-
ments at this site.

department~ June, 1978. The septic tank is listed as exist~%g
in ~. John Lee's ~%spection report dated May 29, 1975.
The original existing tank was represented to this department
by Mrs. Ferris as a 1~250 gallon septic tank and a statement
by ~-~s. Ferris was signe~ to this effect. This statement was
required because a permit was never issued nor an inspection
conducted regarding the tank.

Re: Hanks septic system
Dear Mr. Strickland:
Pursuant to earlier conversations of both myself and Mr.
Bernard Bruss with you regarding the septic system located
at Henk~_Blo~c~ 5,~.~o~.~ Chugiak, owned by the Hanks, this
let~~ you that the Hanks are claiming the
amount of $6,100.00, as of this date, from the Municipality.
This amount is based upon sums expended by the Hanks for
engineering, related equipment rental and tests necessary for
the design and installation of their new septic system.
The new septic system was warranted by the following facts:
A partially covered steel tank, badly corroded With'several
holes, inlet line broken, was located at 23 feet from the
rear of the house. This tank measured 8 feet long and 2.5
feet in diameter, for a volume of 294 gallons. This was a
one compartment steel tank. The house at present has 5
bedrooms serving 15 people.
Based on the Uniform Plumbing Code 1976 and on the One and
Two Family Dwelling Code 1975 the minimum septic tank
requirement for a 5 bedroom house should be t400 gallons.
The discharge line from this septic tank was a 4 inch cast
iron line. Septic discharge was observed flowing out of the
tank through a hole around the 4 inch discharge line. This
septic flow was on the ground toward the parked bus south of
the septic tank.
Excavation of the 4 inch discharge line revealed that this 4
inch cast iron line was coupled to a 4 inch flexible plastic
line that terminated blindly into the ground some 36.5 feet
from the septic tank. This open end was frozen solid and
plugged.
A review of all the inspection reports from the Greater
Anchorage Area Borough reveal that Mr. John R. Lee,
inspector, filed a report on 29 May 1975 of this septic
system stating that there was an 8 inch Cast Iron line from
the Septic tank terminating 57 feet from the tank into a large
120 foot long Drain Field (Leach Field). No Leach Field wa~
found. The existing line terminated 36.5 feet from the tank.
A 18 March 1974 GAAB Inspection report listed a 1000 gallon
tank installed in 1969 with 56 feet to a leach field. A 25
April 1975 GAAB Inspection report by Lee listed a 1250 gallon
septic tank. The septic system as inspected by Bernard Bruss
differed considerably from the septic system as listed in the
Inspection reports and was totally inadequate as well as a
health danger to the occupants.
The above statements are based upon an inspection of the
system by Bernard Bruss.
Invoices will be provided upon request, note this amount does
not reflect any sums for the hardship, inconvenience and
distress caused the Hanks family.
