Ref: Proposed Septic System Upgrade for Heritage Hills; Block 4. Lot 7
To whom it may concern:
The existing two (2) bedroom house is served by a private well and septic system. The
existing drainfield is in a state of failure and needs to be upgraded. We are proposing to
install a new 1000 gallon steel septic tank and deep trench type drainfield. We are
proposing to utilize the 1996 testhole by Robert C. Cowan, P.E. with the proposed
drainfield designed within its 30 foot radius. Per conversation with the owner of the
subject lot, the well that serves the property is located on Heritage Hills; Block 4, Lot 8A.
The well was previously designated by ADEC as a Class "C" system; however, recent
regulatory changes resulted in former Class "C" wells being re-designated as private
wells. In short, we are treating this well as a "private" well with a 100' protective well
radius. The well is believed to have 7 service connections in total, and the amount of
people served is unknown to GEG. Unless directed otherwise, we are assuming it is still
a private well. Comments regarding the design are summarized as follows:
1. SOILS: See the attached 1996 soil log which show the soil classifications,
groundwater monitoring, and the percolation test results.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There are no surface water concerns.
4. TOPOGRAPHY: As can be seen on the attached design drawing, the average
topography around the proposed drainfield is flat.
5. WAIVER: We are requesting that your department issue a variance from the required
separation distance of 10 feet from drainfield to lot line down to 1 .5 feet. We are also
requesting a variance from drainfield to drainfield down from 11 feet (5.5 feet of
effective) down to 10 feet. Per my conversations with Rebecca Carrol, on 9/26/2017, it
is understood that the exact separation distance between the two trenches is currently
unknown (due to the location of the existing septic tank). However, in the area separate

from the tank excavation a minimum separation distance of 10 feet will be maintained.
Justification for granting these waivers is as follows:
• The proposed drainfield would not encroach on an adjacent lots septic system
with the 1 .5 foot lot line waiver.
• We are proposing the use of a diverter valve, only one drainfield will be in use at
a time.
We are unaware of any adverse impacts this installation or waivers would have on

REFERENCE: Lot 7, Block 4, Heritage Hills Subdivision
Request you issue of a permit to upgrade the septic system
serving the existing %~o bedroom house on the referenced
property. A waiver is requested from the proposed trench to
the North and West lot lines at i foot.
A waiver request for the Class "C" well located on Lot 2,
Block 5, Heritage Hills S/D is being requested from
A.D.E.C. concurrent with this request under seperate cover.
A test hole was excavated and percolation test performed in
the area of the proposed upgrade. The approximate location
of the test hole is located on the attached site plan.
At the time of excavation no water was

Septic tanks installed with less than 4 ft. of cover shall
be insulated.
A foundation cleanout shall be installed one to four feet
from the building foundation. In the line between the tank
and the leachfield there shall be two adjacent cleanouts
(unless an effluent pumping system exists within the septic
tank). These cleanouts shall be located on undisturbed
soil not more than 10 ft. from the tank. The first
cleanout, in line, shall be to clean toward the leachfield.
The second cleanout shall be to clean toward the septic
tank.
Final grading over the septic tank shall be such that a
positive slope exists away from the septic tank.
ABSORPTION TRENCH/DRAINFIELD INSTALLATION:
Excavate the proposed trench to the dimensions shown on the
design. The bottom of the excavation shall be within 2
inches of level. If the sidewalls of the excavation become
smeared, they must be raked or scratched (ruffed-up) before
gravel (sewer rock) placement.
Once the gravel is installed~ the distribution pipe is to
be installed level with the perforations faced downward.
Gravel is then to be placed over the distribution pipe to
provide a minimum of 2 inches of cover over the pipe.
A silt barrier must be installed between the final gravel
layer and the native soil backfill. Ensure the silt
barrier covers the entire gravel surface before placing
backfill.

Monitor tubes shall be of four (4) inch diameter,
installed approximately in the locations shown on the
design, and extend a minimum of 12 inches above final
grade° The portion of the monitoring tube extending
through the gravel shall be perforated from the bottom of
the trench to the invert of the distribution pipe. This is
equivalent to the effective depth of the gravel as noted on
the design.

Backfill over the final gravel layer must not be less than
twenty-four (24) inches. Insulation must be installed when
the backfill depth is less than thirty-six (36) inches.
The finish grade over the trench must be mounded to prevent
the formation of a depression after settling.
MINIMUM MATERIAL SPECIFICATIONS:
Any septic tank proposed for installation must be
constructed by a Municipally approved septic tank
manufacturer.

Insulation shall be at least 2" thick extruded direct
burial polystyrene (Dow Chemical Company Styrofoam HI or
equal).
Septic tank inlets and outlets shall be fitted with
watertight couplings (Caulder, Fernco, or equal).
A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N,
or equal) must be installed between the final leachfield
gravel layer and the native soil backfill.
Ail leachfield gravel (sewer rock) shall be 0.5"-2.5"
screened gravel with ].ess than 3% passing the 9200 sieve.

INSPECTIONS:
Typically there will be a minimum of three (3) inspections
required during the installation of the wastewater disposal
system. These inspections will occur as follows:

The first inspection must be conducted after the
excavation of ditches, pits, trenches, or beds and
before the installation of any gravel. A septic tank
may be set in place, but may not be backfilled before
this inspection.
The second inspection must be conducted after the
placement of the silt barrier, gravel, distribution
lines, standpipes, cleanouts, and insulation, but
before the placement of any other backfill.
The final inspection is to occur upon final grading of
the property.
Often there will be more than these 3 inspections required.
Especially with the installation of multiple trenches, sand
filters, pressurized distribution systems, etc. Thus, the
inspecting engineer is to be contacted at least 24 hours prior
to the start of construction. If necessary, a pre-construction
meeting will take place on-site. The inspecting engineer will
not coordinate, direct or control in any way the contractors
activities.
The owner shall contract with the contractor to perform the work
outlined in these specifications and plans and in accordance
with the attached M~O.A. permit. There will be no contractual
arrangement existing between the contractor and S & S
Engineering. S & S Engineering shall be the owner's
representative and will inspect the work as stated above to
document the contractors activities. Final acceptance of the
contractors work rests with the owner and the M.O.A.

S & S Engineering shall have no liability to the owner or to
others for acts or omissions of the contractor or any other
persons performing work on this project or the failure of the
contractor to carry out the work in accordance with these

will not be responsible for the construction means, methods,
techniques, sequence, procedures or the safety precautions
incident to this project.

Dear Mr. Cowan:
This letter is in response to the submittal received on November 4, 1996, in which you address
the concerns noted in my October 23, 1996, letter regarding the following separation distance
waivers:
Between a Class C Public System Source Well on Lot 2, Block 5 and the septic
tank on Lot 7, Block 4 from 150 feet to 107 feet.
Between a Class C Public Water System Source Well on Lot 2, Block 5 and the
soil absorption system on Lot 7, Block 4 from 150 feet to i04.5 feet.
We have completed our review of the submitted information which include a cover letter, soils
logs,, site plan, well logs, some geological data, and water quality analysis of the water from the
source well on Lot 2, Block 5. From our review, it appears the lesser separation distance could
provide the need treatment of the wastewater which is need to protect public health and the
environment. Therefore, in accordance with the provisions of 18 AAC 80.030, the above noted
separation distances are granted.
The following are requirements of the above granted waiver:
Verification that the vertical separation distance of four (4)feet between the lowest
part of the soil absorption system and the seasonal high ground water has been
meet. In addition, verification of the in-situ soils will need to be submitted to this
office.
Mr. Cowan 2 November 18, 1996
As-built drawings, under the stamp of a Professional Engineer (P.E.), needs to be'
submitted to this office within 90 days of completion of the project. The as-built
drawings will need to include a cross section of the soil absorption system.
This waiver will remain valid until the wastewater disposal system on Lot 7, Block 4 again
requires upgrading. If upgrading or replacement is necessary, due to the small lot size and the
high density of wastewater disposal systems, additional treatment to the waste stream will be a
requirelnent of any futurq waiver requests for this property.
This approval to construct does not imply the granting of additional authorizations, nor obligate
any federal, state, or local regulatory agency to grant the required authorizations.

Dear Mr. Cowan:
This letter is in response to your October 9, 1996 submittal in which you requested this
Department to waive the separation distance between the Class C Public Water System
on Lot 2, Block 5, Heritage Hill Subdivision and the proposed wastewater treatment and
disposal system on Lot 7, Block 4, Heritage Hill Subdivision from 150 feet to 100 feet. I
have completed my review of the submitted information, information in this office's files
regarding public water systems and wastewater disposal systems in the Heritage Hill
Subdivision, and our October 23, 1996 conversation, I have the following comments:
The Department has already granted similar waiver (150 feet down to 100 feet) between
the Class C Public Water System Source Well and the wastewater disposal system on Lot
2, Block 5. This waiver was granted based on the fact that the engineer proposed
additional treatment for the wastewater stream prior to being discharged. This makes the
review of your request very difficult. As we discussed on October 23, 1996, i have two
choices in regards to your waiver request. The first is to deny your request on the grounds
that for the subject Class C Public Water Source Well, the approved mitigating factor is the
requirement for additional treatment (treatment above what is provided in a septic tank) of
the wastewater stream. The second choice is to request additional information in
accordance with procedures outlined in 18 AAC 72.015(b)(2) and (3).
I believe that at this time my second choice is the proper way to resolve the concerns with
this waiver request. Please provide additional information to address the following items:
Describe soil classifications, groundwater conditions, surface topography,
geology, and any other environmental conditions that would assist the
department in establishing a lesser separation distance.

Include a set of plans of the proposed wastewater disposal system for lot 7
Block 4, the set of plans must include an accurate description and location
of potential sources of contamination, surface water, and existing or potential
drinking water sources in the area.
Information that should be used to address the two items noted above are either well logs
or well probe results from source wells located in Blocks 4 and 5 of Heritage Hill
Subdivision. Please include as accurate as possible distance mea. surements between the
source well on Lot 2, Block 5 and all components of the proposed wastewater disposal
system on Lot 7, Block 4.
Another reason the issuance of this waiver is diffic'ult is the fact that the lots in this
..subdivision were not designed to have on lot wastewater disposal systems and drinking
water systems as the final solution to wastewater and water concerns. It is obvious that
with the smaller lots, community water distribution and wastewater collection were the final
solution for wastewater and water concerns for this subdivision.

Approval for your individual sewer and water facilities
can not be granted until the following items have been
completed:
(1) The water analysis report be delivered to this office
from Ch~ Lab, 5633 B Street, for our review.
(2) The septic tank pumped with a receipt submitted to
this office°
(3)
An adequacy test be perfommed on the existing leaching
area. This test will determine if the system is
adequate according to National Standards. A listing of
private fir~s performing the test is enclosed.

Re: Adequacy Test on Existing Sanitary Sewer System; Lot 7, Block 4,

Dear Mr Hildebrandt:
Per your request of January 3, 1980, we conducted a test of the sanitary
sewer system on the above described property.
During this test the liquid level in the septic tank was monitored as water
was added to the system. The measurements are summarized in the following
table:

The meter used
had previously
during the test was a Rockwell 5/8" standard water meter which
been calibrated by R&M Consultants, Inc.

If the 2 bedroom residence on the property is to house 4 people, the average
load on the system can be expected to be 300 gallons per day or .21 gallons
per minute. During the test, the system accepted 125 gallons in 35 minutes.
This indicates an average effluent acceptance rate of approximately 3°6
gallons per minute at the time of the test.
We can therefore conclude that the system is disposing of effluent at an
adequate rate for a 6 bedroom residence.
