LEGAL: LATTA LOT 1 11200 TOTEM ROAD, ANCHORAGE
The owner has requested that we obtain a septic permit to upgrade the existing aged steel septic
tank on the above referenced lot. We propose to install a 1250-gallon HDPE STEP tank per the
attached design to serve the existing 3-bedroom septic system. The lot and area are served by
private wells. The design will not impact any of the neighboring properties. Please contact us if

WASTEWATER DISPOSAL SYSTEM UPGRADE
SPECIFICATIONS
1. The scope c)f this project consists of the abandonment of the existing wastewater
dispos~l, and tile installation of a new 1250 gallon septic tank with an integral lift station,
followed by a shallow soil absorption bed.
2. The size of the soil absorption bed is based on a soil rating of 150 square feet per
bedrc)om applicable to the shallow soils between 2 and 5 feeL below the present ground
level, Tl~e total bed area required is 150 x 3 x 1.5 = 675 square feet, which is achieved
with a 20'~ 34' bed.
3. The sys'tem is to be constructed as shown on the site plan and design drawings,
except that minor modifications may be allmved or required by the engineer conducting
the inspections. The bed shall be positioned sc) as to minimize disturbance to existing
vegetation, and avoid conflicts with buried cables which may not be in their designated
easements, The contractor or the owner shall arrange for utility locates prior to start of
construction.
4. All construction practices and material specifications shall be in cox~formance with
Municipal and State requirements.
5, The existing septic tank and seepage pit shall be thoroughly pumped and then
abandoned b'/crushing and backfilling with unclassified soil.
6. A new 1250 gallc)n septic tank with an approved lift station in the second
compartmen'l Js to be i~sl.a/led in the approximate location shown, outside a 100 foot
radius from the existing well. Due to the appro×imately 8 foot depth of burial, the tank
shall be conslructed of 10 gauge steel and shall be equipped with an 8' manhole riser.
Floats shall be installed in the lift station pet' tile suppliers instructions to provide a 109
gallon pumping dose, and to trigger an audible and visible alarm mounted inside the
building in the event the pump fails to operate. The installer shall arrange for the
necessary electrical permit and inspection.
7. The discharge line from the lift station to the soil absorption bed shall be 1.25" dia.
schedule 40 PVC. The distribution manifold st~all be 2" dia. sched, 40 PVC. Tile
distribution laterals shall be 1,25" dia. sched. 40 PVC, capped at the ends and with 3/16"
din holes drilled in the bottom every 30", for a total of 52 holes. All PVC pipe connections
shall be glued.

soils from the designated area to a depth of approximately 2 feet, to expose the top
surface of a clean sand stratum. Up to 10 yards of additional sand may be required to
bring the base of the bed up to a level surface 2.0 feet. below the original ground level,

Comments: This investigation was completed in compliance with MOA guidelines, regulations,
and best industry practices / methods. The assessment of the condition of the well and septic
applies only to the conditions as of the day tested. The flow and absorption rates may change
due to subsurface conditions that may not be observed from the surface, changes in land use,
local soil characteristics, groundwater levels that may fluctuate during the year, quality of
construction (workmanship & materials), the water usage of the family being served by the
system and maintenance. The operational life of all well and septic systems are subject to
these various and dynamic characteristics and are outside the control of the evaluator of the
well and septic system. Therefore, any estimate of how long a system will function satisfactory
for current or future occupants or guarantee that no unseen encroachments, deficiencies or

site on June 13, 1985. The sample was delivered to Chemical & Geological
Laboratories of Alaska, Inc. for testing. We received the results on
June 17, 1985, and they were reported to be satisfactory. The results
are attached.
Inspection of the well and septic system was performed by A. W. Murfitt
Company on October 11, 1984. It is our opinion that the system has not
changed and these results are still accurate. A copy of these results
is attached.

on your sewer system.
Therefore, based on the information submitted to us we can
not approve your request until the following items have been
completed:
(1) Expose the manhole to tie septic tank. This is for
verification purposes. If there is _n_~Q~.Qt a septic tank
present, a 1 000 gallon septic will need to be installed
(2) Remove the manhole to the tank and clean all sludge and

Dear Mr. EllioLt:
At your request our office conducted a percolation adequacy test on
your existing septic system at the above-referenced location during
the period April 18 to 20, 1979. You reported that your septic system
consisted of a septic tank and seepage trench. Records on File with
the Municipality's Department of Health and Environmental Protection
lndicate that your leach Field may consist of a seepage pit and drain
lines.
The attached location diagram locates three standpipes that were Found
in relation to the house and the water well. Standpipe (S.P.) No. 1
was initially thought to be to the septic tank because iL contained
liquid. Standpipe No. 2 was thought to be to the seepage pit because
J.L contained sludge. No liquid level was discerned. Ilowever, the
sketch, dated 2/11/75, you obtained from your case File at the
Department of Health and Environmental Conservation indicates the
most southerly standpipe to be to the seepage pit (cesspool). S.P.
No. 3 was determined to be a cleanout.
To ensure that the re-test included the drain pipes that are shown on
the 2/11/75 sketch, and at your direction, water was added to S.?. No. 1
to raise the liquid level. Water was supplied by cesspool pump trucks.
The liquid level rose From an initial level of 9.4 Feel From the top
of stand pipe to 8.1 Feet. Addition of more water caused the liquid
level to jump immediately to 5.6 Feet in the stand pipe. Hence, it was
concluded that the seepage pit (S.P. No. 1) was nearly Full at the
8.l-Foot level. No evidence was Found to indicate that water backed
up or overflowed into the septic tank (S.P. No. 2).

Prior to performing the adequacy test, the seepage pit (S.P. No. 1)
was pumped, then re-Filled to a depth of 10.7 Feet From top of stand-
pipe. The septic tank (S.P. No. 2) was dry, i.e., contained no
discernible liquid level, and contained approximately 4 Feet of
sludge. Due to the immediate refilling of the seepage pit (S.P. No. 1),
a normal degree of saturation within the leach field is assumed.
In accordance with the Anchorage Municipal Code, Chapter 15.65,
Wast Water Disposal Regulations, any on-site sewage disposal system
"shell have adequate capacity to properly dispose of the maximum
' daily sewage Flew." The maximum daily flow is computed at 75 gallons
per capita-day (gepd). Since "the population of dwellings shall be
estimated at two persons per sleeping room," the maximum daily
sewage Flow For your 2-bedroom house is 300 gallons per day (gpd).
To test the soil absorption capacity of your system, 110 percent
of the maximum daily flow or 330 gallons of clear water was added in
SO-gallon increments to the seepage pit (S.P. No. 1). The water was
obtained from your on-site private well. The liquid levels were
monitored closely to detect any change in liquid level in the septic
tank or seepage pit.
The attached 'table off Test Data represents the depths off liquid zn
the septic tank and seepage pit, and the quantities off water added.
The septic tank was determined to be 10.6 Feet deep (bottom of Lank
to ground surface) with 4 Feet of sludge in the Tank. No liquid
level was discerned. The seepage pit was measured to be 14.1 Feet
deep with an initial liquid depth of 5.3 Feet in the bottom. The
ground is approximately level around the standpipes.
An average absorption rate For your septic system for the First day
off the test is approximately 220 gpd, and For the second day 420 gpd.
The 2 days of testing For this re-test indicate an average absorption
rate of 320 gpd. As stated previously, an on-site sewage disposal
system For a 2-bedroom house must be capable of disposing 300 gpd
of sewage.
Based on an average absorption rate For 2 days of testing, the septic
system appears to be performing satisfactorily at this time. However,
two Facts must be considered. First, the original test (April 9-11,
1979) indicated an average absorption rate of 110 to 130 gpd. Second
the first day of the re-Lest showed an absorption rate of 220 gpd.
Therefore, even though the average absorption rate for this adequacy
test exceeds the required )00 gpd, your septic system is considered
to be performing marginally at this time.

Many factors affect the operation of a soil absorption type of sewage
disposal system. Soil type, groundwater depth, age and history cfi
maintenance of the system, and types cfi waste are a flew. This test
has been perflormed in an attempt to model actual soil absorption capa-
bilities of your septic system under normal useage by considering the
degree of saturation off the leach Field and surge loads that might be
imposed on the system. This test can only evaluate apparent performance
at a given point in time, and cannot determine either the condition
of the leach Field, seepage pit or other components cfi the septic
system, or the depth of the water table.

Since the house, which is to be rated for 2 bedrooms, had been
occupied up to the time of the test, a normal degree of saturation
within the leach field is assumed.
In accordance with the Anchorage Municipal Code, Chapter 15.65,
Waste Water Disposal Regulations, any on-site sewage disposal system
"shall have adequate capacity to properly dispose of the maximum
daily sewage flow." The maximum daily flow is computed at 75 gallons
per capita-day (gcpd). Since "the population of dwellings shall be
estimated at two persons per sleeping room," the maximum daily
sewage flow for your 2-bedroom house is 300 gallons per day (gpd).
To test the soil absorption capacity as well as the surge capability
of your system, 110 percent of the maximum daily flow or 330 gallons
of clear water was added in 50-gallon increments to the septic tank.
The water was obtained from your on-site private well. The liquid
levels were monitored closely to detect any backup in the septic
system.

You reported the most southerly standpipe to be for the septic tank.
Initial liquid level in this standpipe was measured to be 10.4 feet
below the top of the standpipe. The second most southerly standpipe
was found to have 1½ or more feet of sludge at a depth of 9.5 feet
below the top of the standpipe, and was assumed to be the cesspool/
seepage pit. No liquid level was observed in the second standpipe.
The bottom was not detected in either of these standpipes, and appears
to be more than 11 feet below the top of the standpipes.
The attached Table of Test Data represents ~he depths in the septic
tank and seepage pit, and the quantities of water added. All
measurements are from top of standpipe. The summary of Test Results
shows that the liquid level in the septic tank rose 0.3 and 0.7 feet,
respectively, during the tests, and dropped 0.1 and 0.3 feet, respec-
tively. There was no change in the seepage pit during the course of
the test.
Based on two days of testing, a percolation rate for your
existing septic system of approximately 120 gallons per day is
indicated. Since an on-site sewage disposal system for a 2-bedroom
dwelling must be capable of disposing of 300 gallons of sewage per
day, your septic system does not appear to be functioning properly
at this time.
Many factors affect the operation of a soil absorption type of
