We are therefore requesting a permit be issued for the construction of a new septic system to serve the five -bedroom home on the lot. The attached Site Plan and backup documentation identify the location and configuration of the new septic system and the parameters used in the design. Also identified on the plans are the existing well location, existing absorption bed, test hole location and the locations of the well on the adjacent property. Drainage arrows are also shown and current drainage patterns will be maintained after construction. The existing septic tank was uncovered and inspected during recent field testing and found suitable for continued use. The test hole placed near the location of the proposed absorption trenches indicated clean fine sand with a minor amount of silt. No impervious layers were encountered. The material absorbed water well with a percolation rate of 12 minutes per inch in the accepting layer. Ground water was found at approximately 10' below the surface and remained at that depth during the monitoring period. We are therefore proposing to construct a 5' wide absorption trench system with 2 - 5' wide by 47' long trench with a 4' effective depth. The distribution piping depth will be 1' below the surface. Total depth of the trenches will be 5'. An "Add On" type 500 -gallon lift station will be placed to transport the effluent from the septic tank to the new drain field. The existing absorption bed will be tied in to the new system for possible future use. The ground surface on the lot slopes at very shallow grades from west to east and north to south. The absorption trench will be constructed parallel with the slope as much as possible in conformance with Municipal requirements. All components of the new septic system will be constructed a minimum of 100' from the well on the lot. The system will also be constructed a minimum of 100' from any surface water in the area. If the system is constructed in accordance with our design the following statements Lot 1, Block 1, Lilac Park September 10, 2002 Page Two apply: The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. (907) 272-3543 FAX (907) 277-3715 ON-SITE WASTEWATER DISPOSAL SYSTEM CONSTRUCTION AND MATERIAL SPECIFICATIONS SUBJECT: LOT 1, BLOCK 1, LILAC PARK SUBDIVISION GENERAL: 1. The scope of this project includes the procurement and placement of a new 500 -gallon "Add On" lift station and pressure distribution system. Work also includes the construction of 2 - 47' long x 5' wide x 4' effective depth absorption trenches at the location shown on the attached Site Plan. The new trench distribution piping shall be constructed V below existing ground level for a total trench depth of 5'. Direct bury insulation may be required to provide the minimum coverage required over the new trenches. In lieu of insulation 3' of cover may be placed atop geotextile fabric over the new trenches. The pressure line from the lift station shall be tied in to the existing absorption bed piping for possible future use. A ball valve shall be placed in line to divert flow. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines, 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANKILIFT STATION INSTALLATION The 500 -gallon lift station must be constructed by a certified tank manufacturer. Construction shall include an 18" manhole to provide access to the lift station. 2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. Lot 1, Lilac Park September 8, 2001 Page 2 of 2 5. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drain field. 6. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAIN FIELD CONSTRUCTION: 1. The drain field shall be constructed to the dimensions shown on the design. The bottom of the trenches shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drain field rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drain field rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. 5. Contractor shall verify the septic tank and drain field are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. 8. A minimum 2' of accepting soil is required below the drain field rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. The lift station must be constructed by a municipally approved septic tank manufacturer. An Orenco 20 OSI 05 HHF-5 pump is recommended. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). Lot 1, Lilac Park September 8, 2001 Page 3 of 3 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. Contractor shall provide a copy of all field survey layout and construction notes for use in preparing the certified as -built of the completed system. An engineer at AECS should be consulted prior to construction, to determine the number of inspections that will be. required and to explain what these inspections will involve. 2.0 SEPTIC TANK 2.1 If there is an existing septic tank it may be used if it meets the capacity requirement for the residence. The structural integrity of the tank must be verified. 2.2 The septic tank shall be a UPC -approved two-compartment tank, constructed of 12 gauge steel with bitumast.ic coating and set level on undisturbed soil. If the tank is buried at a depth of d feet or less, it must be insulated with an overlying layer of 2 inch burial type polystyrene rigid board insulation. 279-5553 2,3 The septic tank shall be a minimum of 5 feel from the house foundation, and a minimum of 5 feet from the absorption area. 2.4 The septic tank and bed shall be a minimum of 100 feet from any private well or body of waiver, 150 feet from Class "C" wells, and 200 feet from Class "A" or "B" wells, unless otherwise specified. Less than the required separation distance must have prior approval or waiver by DHIIS or Alaska Department of Environmental Conservation (ADEC). 2.5 Piping shall be fitted with a mechanical watertight calder coupling on the outlet and inlet of the septic. tank. Piping shall be 4 inch solid PVC ASTM D--3034 or cast iron, sloped a minimum of 1/4 inch per lineal foot on the inlet side and 1/3 inch per foot on the outlet side. If the piping is buried at a depth of 4 feet or .less, it must be insulated with an overlying layer of 2 inch burial type polystyrene rigid board :insulation. 2.6 Cl.eanouts shall be installed as designated and capped with a.ir--tight rain caps (,Jim Caps or equivalent), and extend a minimum of 1 foot above ground level. 2.7 If a lift station is required it shall be a combination lift station septic tank per Anchorage Tank and Welding, Inc. design. Specifications and design drawings are on file with the municipality and the engineer. 3.0 SEEPAGE BED 3.1 The gravel for the bed shall be 0.5 to 2.5 .inch, screened rock with less than 3 percent passing the No. 200 sieve. All substitutes must have prior DHHS approval. 3.2 The bottom of the excavation shall be level and raked with the backhoe blade to ensure that the bottom has not been compacted during excavation. 3.3 Sand, for leveling, shall have a size distribution which meets the requirements of MOA code 15.65.077. 3.4 The distribution pipe shall be perforated 4 inch rigid PVC with a minimum crush strength of 1500 pounds and shall meet the approval of D1[HS for use as drainfield pipe. All pipes shall be laid level, and spaced according to the drawings. 3.5 Monitor standpipes shall be placed as shown in the drawings. They shall be 4 inch rigid PVC ASTM D-3034, or cast iron. The section shown with holes may be either drilled 0.5 inch holes on 6 inch centers on opposing sides of the pipe, or a section of regular perforated sewer pipe may be clamped to the solid section with a no -hub coupling or solvent joint. The perforated section of the monitor tube shall. be located in gravel only. The portion of pipe above the sewer rock shall be solid. A rubber• raincap (.Jim Cap or equivalent) shall be placed over the top of the pipe. 3.6 Filter fabric is required. 3.7 The side slope of the mound shall be slope 1 foot vertical to 3 feet horizontal. 3.8 The bed shall be planted with a white clover and red fescue mix, or with Kentucky bluegrass. 4.0 INSPECTIONS 4.1. This bed will require a mi.n.imum of three inspections. The first inspection will be of the open excavation, to assure that the system is installed in the proper soil strata, correct depth and meet minimum specified design parameters. 4.2 The second inspection will be after placement of gravel, monitor standpipes, and distribution pipe, to verify proper installation and position of pipes prior to backf.ial. 4.3 The third inspection will be after final. backfill grading and seeding to ensure that adequate soil cover has been provided over the bed. 4.4 The inspection of the septic tank or lift station installation can be incorporated with any one of the above listed inspections. 4.5 The lift station will require either an MOA electrical inspection or certification by a licensed electrician depending on whether the building code applies to this part of the city. DATE: � Issued DAFE: ��' A `C 5 ALASKA RUIROn� MAL CONROL SHUNS, InC. a 6n9ineerinq & @nuironmental Studies SPECIFICATIONS FOR A TRENCH --TYPE WASTEWATER DISPOSAL SYSTEM LEGAL DESCRIPTION: LOT 1, BLOCK 1, LILAC PARK SUBDIVISION 1.0 GENERAL 1.1 The Drawings, sheets 1 thru 4, shall be a part of this specification. 1.2 All materials and workmanship shall meet the; requirements of the Municipality of Anchorage, Department of Health & human Services (DHHS), the conditions of the permit, and all applicable rules and regulations currently in effect. 1.3 All elevations and depths are advisory, and are to be verified or modified in the field by the engineer or inspecting agency. 1.4 It is the responsibility of the property owner or installer to adhere to approved designs for installation, maintain the specified separation distances, and have the appropriate inspections. 1.5 It is the responsibility of the property owner or installer to report to the engineer any observed conditions which would put the sytem in violation of state or Municipal regulations. 1..6 If the installation is not inspected by an AECS engineer, AECS will not be responsible for the installed system. An engineer at AECS should be consulted prior to construction to determine the number of inspections that will be required and to explain what these inspections will involve. 2.0 SEPTIC TANK 2.1 If there is an existing septic tank, it may be used it if meets the capacity requirement for the residence and the approval of the MOA. 2.2 The septic tank shall be a UPC -approved two-compartment tank, constructed of 12 gauge steel with bitumastic coating and set level on undisturbed soil, If the tank is buried at a depth of 4 feet or less, it must be insulated with an overlying layer of 2 inch burial type Polystyrene rigid board insulation. 2.3 The septic: tank and trench shall be a minimum of 100 feet from any private well or body of water, 150 feet from Class "C" wells, and 200 feet from Class "A" or "B" wells, unless otherwise specified. Less than the required separation distance must have prior approval or waiver by ADEC or MDA. 2.4 The septic tank shall be a minimum of 5 feet from the house foundation, and a minimum of 5 feet from the absorption area. 2.5 Piping shall be fitted with a mechanical watertight Calder coupling on the outlet and inlet of the septic tank. Piping shall be 4 inch solid PVC ASTM D-3034 or cast iron, sloped a minimum of 1/4 .inch per lineal foot. If the piping is buried at a depth of 4 feet or less, it must be insulated with an overlying layer of 2 inch burial type polystyrene rigid board insulation. 2.6 Cleanouts shall be installed as designated and capped with air -tight rain caps (,Tim Caps or equivalent), and extended a minimum of 1. foot above ground level. 2.7 If a lift station is required it shall be a combination lift station septic tank per Anchorage Tank and Welding, Inc. design. Specifications and design drawings are on file with the Municipality and the engineer. 3.0 ADSORPTION AREA 3.1 The gravel for the trench shall be 0.5 to 2.5 inch, screened rock with less than 3 percent passing the No. 200 sieve. All substitutes must have prior DHHS approval. 3.2 The bottom and sides of the excavation shall be raked with the backhoe blade to ensure that it has not been compacted during excavation. The bottom elevation shall be level. 3.3 Monitor standpipe(s) shall be placed as shown in the drawings, and shall be 4 inch rigid PVC ASTM D-3034, or cast iron. The section shown with holes may be 0.5 inch holes drilled on 6 inch centers on opposing sides of the pipe, or a regular section of perforated sewer pipe clamped to a solid section with either a no hub coupling or a solvent joint. A rubber rain cap (Jim Cap or equivalent) shall be installed over the top of the pipe. 3.4 The distribution pipe shall. be perforated 4 inch PVC with a minimum crush strength of 1500 pounds and shall meet the approval. of DIMS for use as drainfield pipe. All distribution pipes shall be laid level. 3.5 Trenches may be paralleled, but must have a minimum separation distance between the trenches of 10 feet or 2 times the gravel depth (which ever is greater). 75 feet is the maximum allowed linear length of any trench. 3.6 If the final grade over the trench is less than 4 feet above gravel, insulation is required, using burial type polystyrene rigid board insulation. There shall be 1 inch of insulation for every foot of soil less than the required 4 feet of cover, but there must be at least 24 inches of soil cover even though insulation is used. The solid pipe extending from the septic tank to the drainfield shall also have a minimum of 4 feet of cover or an equivalent layer of insulation to prevent freezing of the line. 3.7 Filter fabric is required. 4.0 INSPECTIONS 4.1 A minimum of two inspections are required for the installation of the trench. The first inspection will be of the open excavation to assure that the system is installed in the proper soil strata, correct depth and meet minimum specified design parameters. 4.2 The second inspection will be after placement of the gravel, monitor standpipe and distribution pipe to verify proper installation and position prior to backfill. 4.3 The inspection of the septic tank installation can be incorporated with any one of the above listed inspections. 4.4 The lift station will require either an MOA electrical inspection or certification by a licensed electrician, depending on whether the bu-ildi.ng code applies to this part of the city.
