The department has been unable to properly review
this proposed subdivision since required
information was not submitted with'the
application. We will need a new soil test and
water monitoring on each lot. From old soils test
information, it appears that Lot 7B will require
additional testing to verify that there are
three (3) potential disposal sites. The engineer
should designate the appropriate reserved disposal
area on all lots, based on soil information. The
engineer needs to show existing sewer systems
and wells within 200 feet of this proposed
development and indicate what impact, if any,
they will have on the proposed lots. We require
information on water availability, and a plan for
handling surface water flows, if any. We strongly
recommend that the plat be returned to the
engineer. Should this plat proceed, we wish to
point out the applicant has failed to meet filing
requirements in both Title 21 and Title 15
pertaining to subdivisions.

RE: Lilac Park Percolation Tests
Gentlemen:
Transmitted herein are the results of(15~percolation tests.
The tests were performed by Jan MUl~6-6~ Paul McBeth, and
Carol Feldman, geologists with Alaska ]estlab. The tests
were performed durinq July 9 through 15, 1983. The tests
were conducted in test pits excavated with a client furnished
Case 580B backhoe. ]h~_e_ EPA October 1980 "Fallinq He~ Perco-
lation ]est" procedure was ~~F-~¢--~a~l-~--~- Si~Ge'(Re
~-e~-O-l~on '~a--~ were ~oder~te, successive h-~TF---~our drops
were observed. The test lags indicate initial and final half
houc water levels which are recorded as initial/final depths
to water on the attached test legs.
Percolation rates were moderate except along Huffman Road
which had ~ates off greater than 60 minutes per inch. ~ests
which were slow were discontinued~ and alternate locations
were sought. All test sites are shown on the attached test
pit location drawing. ]est pit locations 1, 1~, and 14 had
percolation rates slower than 60 minutes per inch.
Test pit locations were cloth taped or paced from existing
lot cocners or road stakes~ therefere, the locations shown on
the plan should be considered approximate.

Subject: Preliminary Soils Investigation of Huffman Park
Subdivision Located within the SE 1/4 SW 1/4
Sec. 22, T 12 N, R 3 W, S.M., AK
Gentlemen:
Transmitted herein are the results of a preliminary soils
investigation at the above-referenced site. Nine randomly
located test pits were excavated on January 5, 1983 utilizing
a track mounted backhoe for the purpose of observing subsurface
soil conditions. Their placement was done under the direction
of Mr..Joe Cangeo Their locations are schematically shown
on the~test pit location sketch. The test pit locations are
onl~pproximat~ and should be located more accurately at~
~~~' a~~. Mr. Terry L. Barber, Alaska Testlab's
staff geologist, visually logged each test pit and made the
following on-site observations.
The site is vegetated with large spruce and birch trees with
scattered alder and underbrush over most of the property.
The si~e graduallLy slopes to the northwest and appears
surfic~l].y well drained. The test pit location
c~ntains topographic_ inf.or~t~io~ ~f_ the ~ite~* ~ -~ grou~
/~ater was encountered in any of the tes~.~pits exzept ~es~
pit 1. ~T~pT~-T~a-d--~-~a~-~e~p--(~ the trench si~
'-~waLl-)-Tying between three and four feet below the ground
surface. It d~scontlh~/~ ~Iow~ng after several minutes and
was not observed to be flowing on several later visits to
the site.
The on-site soils appear to be glacially deposited and range
in soil type from sandy silts (ML) to silty sandy gravels
(GM) with randomly scattered six to twelve inch cobbles and
boulders° They are generally homogenous in appearance with
little to no cross-bedding or stratification.

Dear Mr, Cange:
lransmitted herein are the results of our shallow subsurface
soils investigation for the above mentioned project. In-
cluded with the report is a map showing test boring loca-
tions, laboratory corrected test pit logs, grain size distri-
bution curves, and standard explanatory information.
As requested, several test pits were excavated on May 18,
1983 to determine the near surface soil and ground-water con-
ditions for the design of street and underground utility sys-
tems, The test pits were excavated using a Case 580D backhoe
provided by Eastwind, Inc., of Anchorage. Eight test pits
were excavated approximately every 300 feet along Lilac Court
and Lilac Circle. One additional hole was excavated along
the proposed storm drain 100 feet north of Huffman Road cen-
terline. The test pits were located by cloth tape between
existing 50 Foot survey stationing and offset to the left or
right of centerline to avoid placing a hole beneath the road-
way. lhe test pit elevations shown on the attached logs were
estimated with reference to existing grade stakes along Lilac
Court and Lilac Circle and are only approximate. When possi-
ble the test pits were dug several Feet below the Finish
grade elevation into the subgrade materials or below the pro-
posed storm drain elevation. This depth varied between 5.5
and 10 feet along Lilac Court and between 7 and 11.5 feet in
the two test pits on Lilac Circle,
Representative samples of each major soil horizon were taken,
sealed in plastic bags to retain natural moisture, and trans-
ported to the laboratory where visual classifications, mois-
ture contents and mechanical analyses performed on individual
samples.
The predominate soil type encountered below finish grade ele-
vation consist of dense to very dense silty gravelly sand.

In test pits 4, 7, and 9, the sands are moderately Frost sus-
ceptible, rated F2. Highly Frost susceptible (FJ) sands,
with greater than 30 percent silt, were Found in lest Pits 3,
5; 6, and 8. The soils were Found to be more gravelly and
less silty in Test Pit 1, classified as slightly Frost sus-
ceptible (Fl) silty sandy gravel, lhe opposite is true in
lest Pit 2 where the silt to gravel ratio is much higher re-
sulting in a highly frost susceptible (F4) sandy silt. On
]est Pits 4~ 6, 7, 8, and 9, a 1 to 3 Foot layer of highly
Frost susceptible (F4) sandy silt was Found at the surface
overlying the sands. Most of the soils encountered are very
close to the line which distinguishes a sand From a gravel or
a sand From a silt. lhereFore, in some areas slight change
in the sand content might result in considerable variation in
textural or Frost classification.
lhe hard silts and dense sands and gravels found througout
the site are typical of sediments deposited directly by
glaciers which covered most of the area in the past. lhese
glacial deposits are characteristically poorly sorted mix-
tures of materials ranging from boulders to clay. Locally
the deposits may be better sorted and contain lenses of silt,
sand or gravel. It is important to realize that significant
variations in soil types should be expected over relatively
short distances.
No ground water was encountered in any of the test pits dur-
ing the short time the holes were open.

Test Hole Log - Description Guide
The soil descriptions shown on the logs are the best estimate of the loft's
characteristics at the time of field examination and as such do not achieve the
precision of a laboratory testing procedure, If the log includes soils samples,
those samples receive an independent textural classification in the laboratory
to verify the field examination,
The logs often include the following items:
Depth Interval - usually shown to O.i foot, within that zone no
significant change in soil type was observed through drill action~ direct
observation or sampling.
Frost Classification - NFS, FI, F2, F3, F4, see "Soft Clauification
Chart"
Texture uf Soil An engineering classification of the soils by particle
size and proportion, see "Soil Classification Chart", note the
prop.rtions are approximate and rnodifications to the soll group due to
stratification, inclusions and changus [11 properties are included.

l~nslty - refers lo more-or-less non-cohesive softs, such as sand gravel
mixtures with or without a fine fraction, derived from drilling action
and/or sample data: usually described as: very loose, loose, medium
dense, very dense. General intent is to portray earthwork
characteristics.
Stiffness - refers to more-or.less cohesive soils and fine grained silts of
~sdl groups. Derived from drill action and/or sample data, Very
soft, soft, stiff, very stiff and hard are commonly used terms.
Particle size - The largest partic}e recovered by the split spoon is
1-3/8", Shelby tube Y', auger flights {minute-man) 2", Auger flights
(B-50 hollow stem) 6"-8", Larger particles are described indirectly by
action of the drilling and are referred to as cobbles, 3" to 8", or
boulders 8"+. Therefore when reviewing the gradation sheets, if any,
the description on the hole Jog must be canskieted for an'indication of
larger particles,
Unified Soft Clarification - This is a two letter code. See Unified
Classification sheet for further definition, In some cases AASHO and/or
FAA soil classifications may be shown as well as the unified.
Atterberg Limits - useful for fine grained and other plastic soils.

,Dilatency - is the ability of water to migrate to the surface of a
saturated or nearly saturated ~oft sample when vibrated or jolted - used
as an aid to determine if a fine ~rained loft is s slighdy or non.plastic
silt or a volcanic ash.
Rock flour - finely ground soil that is not plastic but otherwise appears
similar to a clayey silt,
Organic Content - usually described as Peat, PT1 sometimes includes
~]'~crcte particles such as wood, coal, etc, as a modifier to an inorgamc
soil. Quantity described as; trace, or an estimate of volume, or. in case
of all organic, - as Peat. This may include tundra, muskeg and bog
material.
Muck - a modifier used tn describe very soft, semi.organic depos~ls
us~-'~'i~y occur;ag below a peat deposit,
Amor~huspeat- organic particles nearly or fully disintegrated.
Fibrous Peat - organic particles more-or-less intact.
Bottom of Testhole - includes last sample interval.
Frost Linc - seasonal frost depth as described by drllliug action and/or
samples at the time of drilling.
Frozen Ground - other than frost line, described by samples, usually
includes description of ice content, often will include modified Unified
Classification for frozen softs - this is a special case related to
permafrost studies,
Free Water Level - The free water level noted during drilling. This i>
not necessarily the static water table at the time of drilling or at other
seasons. Static water table determination tn other than very permeable
soils requh'es observation wells or piezometer installations, used onb' m
special cases.
B]o~ - The number of blows of a ].10 weight free falling 30" to

by definition, thc standard penetration.

RE: Lilac Park Percolation Tests
Gentlemen:
]ransmitted herein are the results of 15 percolation tests.
1he tests were performed by Jan Hulder, Paul McBeth, and
Carol Feldman, geologists with A].aska Testlab. The tests
were performed during July 9 through 15, 1983. 1he tests
were conducted in test pits excavated with a client Furnished
Case 580B backhoe. The EPA October 1980 "Falling Head Perco-
lation lest" procedure was utilized For all tests. Since the
percolation rates were moderate, successive half hour drops
were observed. 1he test logs indicate initial and Final half
houc water levels which a~e recorded as initial/Final depths
to water on the attached test logs.
Percolation rates were moderate except along Huffman Road
which had ~.~a. tes of greater than 60 minutes per inch. Tests
