It is the opinion of this office that it is possible to
install anoon-site sewer system on this lot that will
meet m~imum requirements. However, because of the
shallo,,~ bedrock and other associated considerations,
the on-site system for this lot should be designed and
inztalta4~ion supervised by an engineer.

There has been ~ recent history (see aitached letler) of proble~.s on this ~ot spool fleetly
of Lower Fire Lake, Possible freez~g of th~ sewage system ond sewage surfacing on
the ~ound.
With the proper desig~ and installation these prob!er~s mtgh't be overcome, t~ is certain
that reducing the volume of water u~od ~ e~ day ~ill radiate the design problems
would caution you and your engineer that any new design m~t consider:

was performed on February 12, 1977.
First of all, we would ask that you read the State
ordinance in reference to bedrock. See enclosed copy.
A building foundation is normally three and one-half (3½)
feet below ground level. This then puts you only four ~nd
one-half (4%) feet above bedrock without any room for a
sewer system.

with the soils test provided to us.

Dear Mr. Strickland:
I and my fiancee, Hilary Hilscher, have been interested
in building a home on a lot on Lower Fire Lake, namely
Lot 4A, Block lA, Lake Ridge Terrace Subdivision.
The lot, a plat of which is enclosed, is a beautiful one,
but through conversations with yourself, members of your staff,
the State Engineer and other engineers, it is apparent that
no conventional sewage system would be approved either by the
municipality or the state because of the elevated presence of
the bedrock. I have also been made aware of the fact that
even by using the process of backfilling the lot to meet
depth requirements, the effluent will still wind up on the
lake, which is unacceptable to us (and your department).
What I propose is to have an engineering firm design a
new system, which would make use of a humus toilet (thus
separating black waste) and lower water input system, to reduce
consumption and an innovative technique to take care of the gray
water.
Just the design actually "designs" since there will be
several) will be expensive and far beyond our means, so I am
planning to ask the state for some financial assistance. I
imagine that the problem, or similar ones, are found in several
areas of the Anchorage area. Could you outline for me the
problems we face in getting a permit for a conventional septic
tank and crib-type of system on this lot and how you would view
a new type of system, including monitering, etc?

This letter is in reference to Lot 4A Block lA of Lake Ridge Terrace
Subdivision.
Construction Test Lab completed a soils and perculation test on the
above mentioned site for me on February 12, 1977. The results are
attached.
To insure that we will have no difficulty in having a D.E.Q~ approv-
ed, on site septic system we would like you to provide a written
confirmation on the type of system required for adequate sewage dis-,
posal service. The proposed structure is to be a duplex with 4 bed-
rooms total.

SUBJECT: Collins ' C~mDlaint: On-Site Sewer Mix-up
Thank you for your considerable time and information regarding
the questions of on-site sewer on lot 4A, block lA, Lakeridge
Terrace Subdivision.
One portion of the complaint remains unclear in my mind.
Mr. Collins, as you kn~w, complained that he was first given
a verbal approval of on-site sewer and later denied approval
when he asked for confirmation. He is very confidant that he
was given the or±ginal approval by Mr. John Lynn. Mr. Collins
asserts that he asked Mr. Lynn if he was the proper person to
give approvals for on-site sewer. Mr. Collins attempts to
quote Mr. Lynn as saying, 'Yes, I am the man you are supposed
to talk to, and the lot is 'OK' for sewer.'
The physical problem with the lot may be resolved with further
testing and with your assistance. Mr. Collins is very appr~cia-
t±veJ
The problem which created the consternation however remains
unclear. You have told me that Mr. Lynn was a bit outside of
his customary area of operation when giving approval (if he did).
I would appreciate your comment therefore on a suggestion that
approvals, verbal and written, be given only by persons strictly
authorized to do so. It truly is a convenience when others may
make comments or give advice -- but only when such persons quali-
fy their comments by saying, "I am NOT the person who can grant
approval. Please (a) see so-and-so, (b) let me take this infor-
mation to the proper person and they will call you."
In Mr. Collins' case there is the chance that he may have been
the recipient of some well-intended~ but ill-informed advice
from the wrong person who professed to be the right person.
M~y I ask ~f your division cautions employees to qualify their
advice when outside their area of operation? Do you have ~ny
comments on how this situation will be prevented in the future?
Whether or not this case is true, will a word of caution be
shared among your staff members?
