Dear Mr. Garness:
This is in response to the record drawings, Documents of Construction, and related information received in
this office on January 31, 2003. 1 have reviewed the record drawings, file records, and the related
information associated with a duplex with five bedrooms. I called your office and found that the
Municipality had completed the test operation of the AdvanTex system before this unit had been
completed.
It appear that the AdvanTex wastewater disposal system with an on -lot absorption system has been
constructed in accordance with the approved construction plans. Therefore, in accordance with State
Wastewater Disposal Regulations (18 AAC 72.240), final operational approval for the system is granted.
The signed final operational approval portion of the Construction and Operation Certificate, constituting
final operational approval, is enclosed.
This approval does not imply the granting of additional authorizations nor obligate any state, federal or
local regulatory body to grant required authorizations.
Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18
AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC
15.185. Informal review requests must be delivered to the Division Director, 555 Cordova St.,
Anchorage, Alaska 99501, within 15 days of the permit decision. Adjudicatory hearings requests must
be delivered to the Commissioner of the Department of Environmental Conservation, 410 Wiloughby
Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. If a hearing is not
requested within 30 days, the right to appeal is waived.

Dear Mr. Gayness:
This is in response your November 1, 2001 submittal in which you requested the Department to
issue a letter of non -objection on the wastewater treatment and disposal system to be installed on
the above -referenced property. After reviewing the submittal and discussing the proposed
wastewater treatment and disposal system with you and other departmental staff, it is clear that a
complete engineering plan review will need to be completed. I have completed my review of the
submitted information and the information that I was able to obtain from the Municipality of
Anchorage regarding the test results on effluent from already installed Advantex wastewater
treatment and disposal systems already installed in Anchorage. Based on this review, I have the
following comments.
Although the wastewater stream will be generated by a duplex, the proposed treatment system
[2000 gallon S.T.E.P. septic tank, three AX -10 filters, and a soil absorption system with 190
square feet of effective absorption area] requires written approval from the Department before
installation can start. From the submitted information, it appears that the proposed treatment and
disposal system was designed to meet the minimum requirements of the State Wastewater
Disposal Regulations and guidance. Therefore, in accordance with State Wastewater Disposal
Regulations [18 AAC 721, construction approval is granted. A Construction and Operation
Certificate, with the construction section signed, constitutes construction approval for this
project.
Before final operation approval can be issued the following items will need to be provided to this
office for review and approval:
The installation of the proposed wastewater treatment and disposal system will need to
be completed under the supervision of a Professional Engineer.

2. Record drawings will need to be submitted to this office under the;stamp of a
Professional Engineer. The record drawings will need to verify the separation distance
between the lowest point of the soil absorption system and seasonally high ground
water level. In addition, verification that the minimum separation distance to any
impermeable layer is also being met and in-situ soil conditions will also need to be
submitted with the record drawings.
3. Verification that the existing soils/fill material can hydrualicaly handle the proposed
application rate of 4.0 gallons per day per square foot.
4. Copies of sieve analysis showing that the sand being used in the sand filter layer meets
the specifications.
5. The attached forms will need to be filled out and included with the record drawings.
6. Engineering design calculations showing that the proposed system will be able to
handle the proposed flows.
The above issued approval does not imply the granting of any additional authorizations, nor
obligate any local, state, or federal regulatory body to grant required authorizations.
If it is possible, once the proposed wastewater treatment and disposal system is installed that the
system can be included in the current sampling program being completed for the Municipality of
Anchorage, the results would be help for the Department.

Dear Mr. Kleweno:
The subject lot is undeveloped and located on the waterfront of Fire Lake. In the past the
Municipality of Anchorage has not been receptive to allowing the installation of a septic system
because of the fact that there is not 2 feet of accepting soils over the shallow bedrock, which
underlies much of the property. The current owner, Rich Young is proposing to build a duplex on
the subject property during the summer of 2001. In order to do this, a septic system site will
have to be located on the property. It is our understanding the neither ADEC or the MOA are
reviewing or issuing permits for septic systems that are served by duplexes. In short, there
currently is no review process. Regardless, because of the unique circumstances regarding the
property we requesting your involvement.
We are proposing to excavate the organic layer away from the proposed septic system site and
import clean fill material so as to create an artificial 4 foot accepting stratum. It is our
understanding that there is nothing in the State wastewater regulations which prohibit installing a
drainfield on imported fill material. The classified fill will be watered and moderately compacted
in 12-18 inch lifts as it is placed. Documentation of the organics removal and importation of the
fill material will be done under the direction of a professional engineer. After the soil has settled a
percolation test will be run to determine the drainfield application rate.

It is the intent to install a Reactex type septic system that will produce a effluent that exceeds
secondary treatment standards, and has low nitrate concentrations. Our monitoring data on these
systems indicates that they consistently produce a high quality effluent. The Reactex effluent will
be discharged to a small bed type drainfield that is expected to be about 13 feet by 13 feet (150+
square feet). We will be able to install this system without encroaching upon any surface waters
or adjacent/proposed wells. It is our goal to place the fill in the spring/summer of 2000 and begin
construction one year later. It is my opinion that this installation can be done without adversely
impacting the environment or public health. In fact, it will probably be one of the most
environmental friendly systems located on Fire Lake.

Dear Mr. Roth,
We propose to prepare a site for an alternative septic system on the subject lot located on
Lower Fire Lake. As you may recall, the site evaluation on October 20, 1999
with Mr. Jim Cross of your office, you, and myself indicated only 2 feet of native soils
above the bedrock.
We propose to excavate the native soils, bring in a fill material to create a mound soil
absorption system, and ultimately install a Reactex wastewater treatment system The
"construction of an artificial accepting stratum" is addressed in the Revised Wastewater
Disposal Regulations, dated October 12, 1990 under Section .060.I.
Following removal of the native soils, we propose to bring in fill material to a depth of 3
or 4 feet. The material will be compacted and allowed to settle for 12 to 24 months. We
request guidance from your office on what type of fill material should be used. Prior to
construction, a sieve analysis will be performed on the fill material, to ensure that it meets
your requirements. All field permits, and a design plan will follow your advice on the type
of fill material to be used.

Dear Mrs. St. Regis:
This letter is to confirm our recent conversation regarding the denial of a permit
to install a wastewater disposal system on your property, Lot 5, Block 2, Lake
Ridge Terrace Subdivision.
The permit for an on-site wastewater disposal system was denied due to the lack
of a sufficient layer of accepting soil. Anchorage Municipal Code section 15.65
requires a minimum of two feet of unsaturated accepting soil for the installation
of a disposal system. Multiple test holes showed less than one foot of accepting
soil is available on your property.
The installation of a holding tank on this property is not an option, for Anchorage
Municipal Code does not allow for the use of a holding tank in the development
of a property. Holding tanks may be used only when an existing permitted
wastewater disposal system fails, and an engineer certifies that the property will
not support a replacement system.

Request you issue a permit to drill a well and install a
septic system to serve the proposed three bedroom house on
the referenced property. Also, we are requesting you issue
a permit for the installation of a Intermittent Sand Filter
System for disosal of on-site domestic waste water on the
referenced property.
A test hole was excavated and a percolation test performed.
The approximate location of the test hole is located on the
attached site plan.
At the time of excavation no water was encountered in the
test hole and after seven day ground water monitoring, the
rJPen hGYe was found to be dry.
This property has enough area for a future septic upgrade
which can be seen on the attached site plan.
We do not anticipate any adverse effects on neighboring
wells, septic systems or drainage patterns by the
installation of the proposed septic system.
