REFERENCE: Lot 14; Block 2; Lakeridge Terrace
This l~tter is in reply to your telephone conversation with Jim Magnuson
of this office concerning the horizontal separation distance between
the well and septic on this property. The following information also
supplement~ our l~tter of June 4, 1987, request for waiver.
The well site proposed on the original plot plan required the excavator
to cut a bench across a moderataly steep slope in order to provide a
site for the w~ll driller to set up his rigging. At the time the bench
was excavated there was still some frost in the ground, however, by
the time the w~ll driller was ready to s~t up his rig, breakup had almost
ended. The site proposed for the well to be drilled was near a lower
edge of the w~l pad and in the opinion of the well driller co~tituted
an unsafe condition, therefore, it became necessary for him to shift
the well location to the uphill side of the pad and closer to the proposed
septic system.
When the excavator i~talled the septic tank he used the existing dwelling
as his reference since it was extremely difficult to measure through
the house and to adjust for slope conditions. In doing so he did not
adjust for the moving of the w~ll from the outside of the pad to the
inside of the pad. He may v~ry we~ have not been aware that the well
site had been moved.
It was not until after the well and septic tank were installed that
we realized that the horizontal separation distance had been decreased
and I am not sure that it would have been pra~cal to attempt to reco~truet
a w~ll pad closer to the lake prior to drilling the w~ll.
As we stated in our letter of June 4, it is our opinion that the horizontal
separation distances prescribed by Municipal Ordinance are not required
in this case. It should also be noted that with the septic problems
that have long been associated with property on Fire Lake, public sewer
is inevitable.

Request you issue a waiver to the horizontal separation distance between
a private w~ll and a septic tank located on the referenced property.
The existing private wellis 87 feat in depth with a casing driven into
hard rock at a depth of 55 feet. Water production for this well is
w~l within the bedrock and in accordance with the driver's log is
at a depth of 75 to 78 feet.
The septic tank is a n~wAnchorage tank with a lift system. The tank
was inst~edas a wat~tightsealed unit.
A risk analysis work sheet is provided for your review as well as a
coliform bacteria analysis for the well.
Also attached is a copy of the on-site sewage disposal system and well
inspection report.
It is our opinion that the horizontal separation distances prescribed
by 18AAC72.021 are not required in this case. It is our opinion that
no bacteriological pollution is possible from this system.

Dear Robbie,
Request you issue a well permit for a private wall on the referenced
property.
In August/September, 1985, a p~rmit was issued for a w~l and septic
and a land use permit was issued for construction of a three bedroom
residence on th~s property. The house has been constructed and is nearing
completion. The owner, Mr. Brandenburger, has contacted us to design
and have installed an on-site wastewater disposal system. Since the
originalsoil test did not include water monitoring and the original
permit was not used we have re-excavated a test hole and are currently
monitoring for ground water. We wi~ be seeking a permit for the on-site
wastewater d~posal system as soon as ground water monitoring has been
completed. Due to the site of the proposed well, it is, however, necessary
that the well driller g~tinto the site and drill the w~l before the
ground thaws, therefore, we are requesting the w~ll permit in advance
of the on-site s~wer p~rmit.
It should be recognized that this lot will not provide for the reserved
areas specified in the current Municipal Ordinance, however, it is our
understanding that the Municipal sewer will be provided for all the
residents around Fire Lake in the near future, therefore, the current
on-site wastewat~r disposal system should be adequate until public sewer
is available. In the event that a failare should occur to the proposed
on-site system prior to public sewer b~ing available a holding tank
will be used as an alternative. There are several properties on Fire
Lake that currently use holding tanks.
A committment to the dev~opment of this property was made with the
issuance of a land use permit in September, 1985. The fact that development
was not completed prior to the carrentMuni~ipal Ordinance should not
preclude the completion of this project.

A permit issued by this Department for an individual well and/or on-site
sewer system has expired as of December 31, 1985.
Permits are issued on a calendar year basis by authority of Municipal
Ordinance. A new permit must be obtained from this Department for any
well and/or on-site sewer system not installed by the expiration date.
If you have drilled the well, a well log needs to be sent to this
Department for documentation of the installation and to close the permit.
If a private engineer inspected the installation of the on-site sewer system
the original as-built inspection report(three part form) must be sent to
this office for review and approval,and for documentation.

investigation of this Health Authority Approval application shows that the on-site water supply

This letter is to add additional comment to the attached Health
Authority Approval Request.
As can be seen from the attached data the nitrate levels within the
drinking water we~ are unusually high at 8.6 mg/1. This is especially
concerning when the well and septic tank are operating under a
separation distance waiver.
However, since wastewater does not seep directly into the ground at the
location of the septic tank (especially one as new as this) we are
assuming a greater separation distance between the septic tank and the
well wou~d not resolve the apparent problem. It seems the well is
being influenced from the septic leachfield. A~tually, ~ is probable
the well is being influenced by a pre-existing neighbor's septic system
since the nitrate levels were 2.6 mg/1 within the well prior to the
septic system on the referenced property being placed into use.
At this time the nitrate levels are within allowable limits, therefore,
we are requesting a new Health Authority Approval. Naturally we
recommend the usual recommendation for p~riodic water sampling be
placed on the Certificate.
