Lake Ridge Drive Septic System Design Dear On-Site Services Engineer: The existing absorption trench on the subject lot has failed and backing water into the upflow filter and septic tank and must be replaced. We are submitting this design and permit application for the construction of a new absorption trench. The attached site plan identifies the location of existing wells in the area, the existing septic system and the proposed absorption trench location. No conflicts existing between the proposed septic system and all private wells in the area. The existing septic tank will be inspected and verified suitable for continued use. The lift station section of the tank will be inspected and maintained. In addition, the upflow filter will also be maintained and repaired as necessary for continued use. The ground surface on the lot is flat in the area of the absorption trench placement. Ground surface contours are shown on the site plan indicating the grade and direction of flow. They indicate the existing and proposed trenches are perpendicular to the slope, but field observations indicate the area is flat and the trenches are not perpendicular. Storm water drainage will not impact this septic system. The new trench will be constructed parallel to the slope as much as possible. The new absorption trench will also be a minimum of 10’ from the subdrain along the west property line. Please refer to the attached test hole log and plan and profile sheet for the septic design. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. b. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement. GENERAL: The subject property currently does not have a house on it. Apparently the old structure was demolished. The property owner is proposing to build a 4 bedroom house on the site, which will require drilling a new well and installing a new septic system. There is an existing well and septic system that are going to be abandoned. A design package was previously prepared by S&S Engineering in 1996, and a permit (SW960276) was issued by the M.O.A on 9/4/96. The permit was later revoked, apparently because a replacement site had not been identified. In October of 1997 the owner, had a contractor (Wood and Sons) install a 12 foot deep curtain drain that runs along the west and north property lines. The drain intercepts migrating groundwater (underground streams) and discharges it into Fire Lake. The drainfields (shallow trenches) will be at least 50 feet away from the north lot line (curtain drain) and at least 20 feet away from the curtain drain along the west property line. In addition to the aforementioned curtain drain, the property to the south, Lot 22, Bk 2, Lake Ridge Terrace, has a 5.5 foot deep subsurface drain that runs along its west and north property lines. According to the M.O.A records (12/9/71) it was installed to intercept surface water running across the lot (?). The new trenches on Lot 21, Bk 2, will be at least 20 feet from the subject drain. Given the fact that we are proposing to install a RUF system, the quality of the effluent should be such that any wastewater that may migrate laterally to the subsurface drains (at least 20 feet away) will be treated to such an extent that there should be virtually no contamination potential. Given the location of the structure, the old septic system, the protective well radius', the 100 foot setback from fire lake, and the location of the subsurface drains, the area available for the new drainfield is very limited. Given the site restrictions, the only suitable area appears to be to the southwest of the proposed house. Because of the space constraints, and the soil/groundwater conditions, we are proposing to install a Recirculating Upflow Filter (RUF) system, designed by Orenco Systems, Inc., and marketed by Anchorage Tank. The specifics regarding the design are summarized as follows: 2. SOIL CONDITIONS: Test hole data was previously submitted by S&S Engineering. Two test holes were dug and the percolation rates varied from 1.1 to 3.5 minutes per inch. The new curtain drain should ensure that groundwater is at least 12 feet below grade. It is our intent to monitor.the: groundwaterprior to: installing the .system in. the spring:of 1998. The trenches will be installed a maximum of 5 feet below the existing grade. 3. DRAINFIELD: The intent is to install a Recirculating Upflow Filter (RUF) system that will allow the use of a small drainfield in the area of the test holes. The size of the drainfield will be based upon the previously established criteria for the RUF systems, which dictates that soils percolating between 1 & 30 minutes per inch have an allowable application rate of 4 gpd/ft2. Given t~h~2 application rate, the system (4 bedroom house, 600 gpd) will require a drainfield area of 150 ft . This corresponds to a 5 foot wide trench that is 30 feet long. To be conservative, we are goig_ g to install a 5 foot wide trench that is 30 feet long and has an effective depth of 12 inches (171 fi2 of absorption area). 4. ORENCO PACKAGE SYSTEM: The STEP tank with the trickling and upflow filters will be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. Since you are familiar with the operation of the system I won't elaborate. As with their standard STEP tank, it is equipped with a high water alarm per M.O.A requirements. 5. SURFACE WATER: There are no surface waters within 100 feet of the proposed septic system upgrades. 6. TOPOGRAPHY: Attached is a copy of the M.O.A topography map for the area. Based upon my assessment of the site, there are no slopes greater than 25% within 50 feet of the proposed trenches. In short, there are no slope concerns. 7. CLOSING: Clearly, this property has numerous site restrictions which limit the potential for septic system upgrades. The suitability of this design will be limited by the soil/groundwater conditions at the proposed trench site. I am open to any suggestions from your department that would be an improvement to the proposed system. The exsiting septic syatem is to be located, excavated, pumped, crushed, and abandoned completely. Construction shall be in accordance with the approved site plan and design drawings; Municipal permit with any special provisions or conditions; and all applicable State and Municipal Wastewater Disposal Regulations. The contractor shall be responsible for obtaining any necessary underground utility locates. Unless specifically agreed otherwise, the property owner shall be responsible for final grading areas subsequently depressed from soil settling. On all leachfield mound systems, the property owner shall be responsible for ensuring a satisfactory vegetation growth over the mounded area. Contractors installing wastewater disposal systems must be certified by the Municipal Health Department for system installations. Owners installing their own systems must also receive prior approval from the Municipal Health Department. SEPTIC TANK INSTALLATION: A septic tank is to be constructed by a certified septic tank manufacturer. Ail standpipes on the septic tank shall extend a minimum of 12 inches above final grade. Septic tanks installed with less than 4 ft. of cover shall be insulated. A foundation cleanout shall be installed one to four feet from the building foundation. In the line between the tank and the leachfield there shall be two adjacent cleanouts (unless an effluent pumping system exists within the septic tank). These cleanouts shall be located on undisturbed soil not more than l0 ft. from the tank. The first cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to clean toward the septic tank. Final grading over the septic tank shall be such that a positive slope exists away from the septic tank. LEACHFIELD BED INSTALLATION: Excavate the proposed Bed Area to the depth shown on the design. The bottom of the excavation shall be within 2 inches of level. If the bottom of the excavation becomes smeared, it must be raked or scratched (ruffed-up) before gravel or sand placement. If a sand layer is required, place sand over entire excavation to the required depth shown on the design. The top of the sand layer must be within 2 inches of level. e Sewer rock shall be placed uniformly throughout the entire bed. The distribution piping is to be of PVC (ASTM D3034 or equal). All joints are to be solvent cemented. Gravel depth below the distribution pipes sha].l be a minimum of six (6) inches. Gravel depth above the perforated pipe shall be a minimum of two (2) inches. The distribution piping must be as shown on the design. The distance between the outermost perforated distribution pipes and the sidewall of the absorption bed must be no more than three feet° Page Three Lot 21, Block 2, Lake Ridge Terrace S/D July 5, 1996 De 7e Silt barrier material must be installed between the final gravel layer and the native soil backfill, unless insulatJ.on is used, then the silt barrier should be installed over the insulation. Ensure the silt barrier covers the entire gravel surface before placing backfill. Monitor tubes shall be of four (4) inch diameter, installed at the locations shown on the design, and extend a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel depth shall be perforated six (6) inches below the bottom of the horizontal distribution lines. The monitoring tube should not extend below the bottom of the gravel surface. Backfill over the final gravel layer must not be less than twenty-four (24) inches. Insulation must be installed when the backfill depth is less than thirty-six (36) inches. The finished grade over the bed must be mounded to prevent the formation of a depression after settling. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). Page Four Lot 21, Block 2, Lake Ridge Terrace S/D July 5, 1996 5e 6e A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N, or equal) must be installed between the final leachfield gravel layer and the native soil backfill. Ail leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3% passing the ~200 sieve. When sand is being used as a filter material, its gradation specifications must conform to current M.O.A. or D.E.C. requirements. INSPECTIONS: Typically there will be a minimum of three (3) inspections required during the installation of the wastewater disposal system. These inspections will occur as follows: The first inspection must be conducted after the excavation of ditches, pits, trenches, or beds and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled before this inspection. The second inspection must be conducted after the placement of the silt barrier, gravel, distribution lines, standpipes, cleanouts, and insulation, but before the placement of any other backfill. The final inspection is to occur upon final grading of the property. Often there will be more than these 3 inspections required. Especially with the installation of multiple trenches, sand filters, pressurized distribution systems, etc. Thus, the inspecting engineer is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre-construction meeting will take place on-site. The inspecting engineer will not coordinate, direct or control in any way the contractors activities. There will be no contractual arrangement existing between the contractor and $ & S Engineering. S & S Engineering shall be the owner's representative and will inspect the work as stated above to document the contractors activities. Final acceptance of the contractors work rests with the owner and the M.O.A.
